Board of Aldermen of City of Riverside, Missouri
June 11, 2002
A special meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the
City Hal] of Riverside, Missouri on June 11, 2002 at 6:30 p.m.
Those in attendance were Mayor Betty Burch, Aldermen Bums, Beard, Looker, Legaard and
Flaws.
Alderman Darata, absent.
Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, John
Jackson, City Engineer, City Attorney, Steve Crystal, John McClelland and Matt Kitzi, City Attorney's
office.
Argosy Basin Alderman Flaws moved to approve the building permit for the Argosy Basin
Foundation Permit foundation, seconded by Alderman Bums, the vote was:
Aye: Aldermen Burris, Flaws, Legaazd, Beard and Looker.
Absent, Alderman Darata.
Motion carries.
Interviews with Interviews were conducted with proposed architects for the new Public Safety

Rafael Garcia, Rafael Architects, Inc., 106 W. 11'" St, Ste 2001, Kansas City,
Mo., Joe Williams and Ron Grodenhouse gave a presentation stating the
company has been in Kansas City twelve yeazs in Kansas City and in business
since 1985.
A slide show was presented showing all the projects they had worked on. Some
of them being, Westport Middle .School, Midwest Research Institute (MRI),
South West Blvd. Pump Station, KSU Student Center, Johnson County Jail,
Clay County Detention Center, Menorah Medical Pazk and many more.
Mr. Garcia said they would concentrate on linking all the city's buildings
together on campus.
Alderman Darata arrived at 7:22 p.m.
Recess A brief recess was called at 7:50 p.m.
Reconvene The Mayor and all Aldermen responded to roll call at 8:03 p.m.
Homer Williams, WRS Architects 110 Armour Rd., North Kansas City, Mo, and
Rick .Kuhl and Cliff Wilson with Wilson Estes Police Architects gave a
presentation. Homer said WRS is the lazgest firm in the Northland and has been
in business since 1968.
Mr. Wilson stated many of the projects they had completed. -Seven police
facilities, two fire stations, the Tom Thomas Law Enforcement Center in Platte
City, south Platte Fire Station in Parkville and and Station #3, the Kenrieth
Elliott Juvenile Justice Center and may others.

Homer said two significant changes had happened not long ago the September
l la' incident `causing more security to be needed and the event of the levee for
the city and growth. He mentioned their designing the Community Center and
presented the Mayor with a book from the American Architects of Greater
Kansas City with the Community Center picture and small article inserted.
Mitch Hoefer, Hoefer, Wysocki ,Dennis Varble, Kevin Burman and Ken
Henton were present for the presentation. Mr. Hoefer spoke of the projects they
had worked on, Municipal Justice projects, Olathe Public Safety, Johnson
County Project, Lee's Summit Police Station and many others.
He mentioned the city "receiving the Public Works Project award of the year
through the American Public Works Associations. He also mentioned linking
the new Public Safety building to the rest of the city's buildings on campus.

Discussion After much discussion and revisions to Bill No. 2002-68, approving
amendments to Ord. 2000-46 as amended by Ord. 2001-75, Ord. 2002-83 and
the final subdivision plat and fmal development plan submitted by Gate Woods
Development, LLC, the Bill was presented for passage.

Ordinance No. 2002-68 Alderman Bums moved to place Bill No. 2002-68 on its second reading
Approved and upon passage of same, become Ordinance No. 2002-68 seconded by Alderman
Darata, the vote was:
Aye: Aldermen Flaws, Dazata, Beard, Legaard, Looker and Bums.
Motion carries.
Mayor Burch assured the developers of Gate Woods Development they will not
have to go back and retroactively comply with any new ordinances the board
passes after tonight.
Aldermen comments Alderman Legaard mentioned getting the potholes repaired on Mattox Road.
Alderman Looker mentioned the pools of water collecting around the trail at the
Renner-Brenner Pazk. She would like the information that was sent out to the
~ residents regarding the proposed CPO District.

The Platte County Mayors aze going to look at an animal shelter.
On Friday at 10 a.m., Mayor Burch meets with the Mayor of Northmoor
regarding Vivion Road repair.
Motion for Closed Alderman Beard moved that the meeting go into closed session,
Session pursuant to RSMo 610.0212(1) for discussion of Legal Issues, RSMo
610.021(2)Real Estate, and RSMo 610.021(3) Personnel Issues with the City
Attorney, seconded by Alderman Darata, the vote was:
Aye: Aldermen Darata, Legaard, Beazd, Flaws, Looker and Bums.
Motion carries.
Motion for Open Alderman Beard moved that the meeting go into open session,
Session .seconded by Alderman Bums, the vote was:
Aye: Aldermen Legaazd, Beazd, Flaws, Looker, Darata and Burris.
Motion carries.
P.S. Officer Tony Alderman Beazd moved to approve the resignation of Public Safety Officer
Dougherty's resig- Tony Dougherty, effective June 19a', seconded by Alderman Bums,

Aye: Aldermen Flaws, Looker, Dazata, Burris, Legaard and Beard.

Employment of Alderman Beard moved to approve hiring William M. Brown as a full time
William M. Brown Public Safety Officer effective June 13, 2002 at a starting salary of $30,500.00

Employment of Alderman Darata moved to approve hiring Tomi Beth Robinson as a Reserve
Tomi Beth Robinson Public Safety Officer, effective June 13, 2002 at an hourly`rate of $12.00,
Reserve P.S. Officer seconded by Alderman Burris, the vote was:
Approved
Aye: Aldermen Flaws, Looker, Dazata, Bums, Legaard and Beard.
Motion carries.
K.C. Chiefs Red Alderman Beard moved to approve the Kansas City Chiefs Red Coater's to be in
Coaters to be in the the city from 6:30-9:00 a.m. September 13'", seconded by Alderman Flaws, the
city, Approved vote was:
Aye: Aldermen Legaazd, Beazd, Flaws, Looker, Bums and Darata.
Motion carries.

Inter-Tribal Indian The Inter-Tribal Indian Society of Greater KC wishes to use the Community
Society to use the Center on November 2, 2002 from 10:00 a.m. to 10:00 p.m. and will pay the
Comm. Ctr., required deposit.
Approved
Mayor Burch polled the boazd and the vote was:
Aye: Alderman Flaws, Dazata and Looker.
No: Aldermen Burris, Beard and Legaard.
Mayor Burch broke the tie, voting, yes.
Mayor Burch read a letter from Bill Sullivan praising Kathy Rose's work as a Court
Clerk.
Adjournment By unanimous decision, the board adjourned at 10:45
