HomeMy WebLinkAbout2002-06-18Minutes of Regular Meeting of Board of Aldermen of City of Riverside, Missouri June 18, 2002 A regulaz meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall of Riverside, Missouri on June 18, 2002 at 6:30 p.m. Those in attendance were Mayor Betty Burch, Aldermen Bums, Beazd, Looker, Darata, Legaazd, and Flaws. Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, John Jackson, City Engineer, Wylie Simpson, Director of Public Safety, Steve Crystal, City Attorney, Deborah Polk and Matt Kitzi, City Attorneys office. Motion for Closed Alderman Beard moved that the meeting go into closed session, Session pursuant to RSMo 610.021(1) Legal Issues and RSMo 610.021(2), Real Estate, with the City Attorney, seconded by Alderman Burris, the vote was: Aye: Aldermen Dazata, Legaard, Beazd, Flaws, Looker and Burris. Motion carries. Motion for Open Alderman Burns moved that the meeting go into open session, Session seconded by Alderman Beard, the vote was: Aye: Aldermen Legaazd, Beard, Flaws, Looker, Darata and Burris. Motion carries. Regular meeting resumes The Mayor and all Aldermen responded to roll call and the meeting resumed at 7:30 p.m. Minutes, June 3, 2002 Alderman Beard moved that the minutes of June 3, 2002 be Approved approved, seconded by Alderman Darata, the vote was: Aye: Aldermen Flaws, Darata, Looker, Legaard and Beard. Abstain: Alderman Burns. Motion carries. Minutes, June 4, 2002 Alderman Dazata moved that the minutes of June 4, 2002 be Approved approved as corrected, seconded by Alderman Beard, the vote was: Aye: Aldermen, Flaws, Dazata, Looker, Legaazd and Beard. Abstain: Alderman Burris. Motion carries. Minutes, June 11, 2002 Alderman Legaazd moved that the minutes of June 11, 2002 be Approved approved, seconded by Alderman Beazd, the vote was: Aye: Aldermen Burris, Flaws, Dazata, Looker, Legaazd and Beard. Motion carries. Public Hearing Opened Mayor Burch opened the Public Hearing at 7:40 p.m Visitors comments Michael Duffy, Shafer, Kline & Warren spoke regarding the proposed bill on the Civic and Professional Office District. Mr. Duffy said it is the city's intention to take advantage of their investments, as an example, the Community Center and the City Hall. The proposed bill sets guidelines and regulations, aesthetics, azchitecture and more of buildings, including landscaping, lighting and signage. This would raise property values and the community would have a new image. Several changes to the bill were made since the Planning and Zoning Commission meeting on Monday, June 17, 2002, i.e. SpeciaUconditional, such as, car washes and the size of an allowable temporary sign was increased and a temporary construction sign. Mayor Burch thanked Mr. Flowers with Aylett survey regazding the work on the overlay district. Mr. Flowers, in tum, thanked the Mayor and board for the quick change and said this would give landowners much more protection as to what goes across from them. Mr. Al Bowman said he liked the choice. Mr. Larry Leibrand, 2900 NW 47'" Terr, Riverside, Mo asked if he would be allowed to expand if he desired to the west, adding more bays. Mr. Kitzi told him the city would require a variance for auto repair expansion and he would have to appear before the Board of Zoning Adjustment. He asked when he retired if he would be able to sell the business, and Mr. Kitzi, said, "yes", ownership could be changed, not uses. Public Hearing Closed Mayor Burch closed the Public Hearing at 7:55 p.m. VML (Valentine, McCormick Alderman Beazd moved to approve VML (Valentine, McCormick, 250 Approved to have alcohol at the Richazds Road, Ste 255, KC, Mo to have alcohol at the E.H. The representative for VML, Ginger Scott has furnished the city with a certificate of insurance coverage in the amount of $1,000,000 and will acquire the services of [wo Public Safety Officers for the event. 2 S' Negotiations with Hoefer, Alderman Beard moved to approve a resolution to negotiate with Wysocki Architects Hoefer, Wysocki Architects for the new Public Safety Building, for the new PS Bldg seconded by Alderman Burris, the vote was: Approved Aye: Aldermen Flaws, Beard, Legaard, Darata, Looker and Burris. Motion carries. Resignation of PS Alderman Dazata, moved to approve the resignation of Public Safety Dispatcher, Kim Montgomery Dispatcher, Kim Montgomery as of June 30 ,seconded by Alderman Approved Flaws, the vote was: Aye: Aldermen Beard Legaard, Darata> Looker, Burns, and Flaws. Motion carries. Mayor Burch reads letter Mayor Burch read a letter from Sheila Reichert, Controller at Argosy from Argosy Casino Casino. The letter stating the contract between the city and Mo. Gaming Co, Ordinance No. 95-106, the lease requires that Mo. Gaming Co. pay the City of Riverside $100 per year for the space only for a sign located near the intersection of Argosy Pkwy and the Chicago, Burlington and Quincy Railroad. A check for $1,200 was mailed to the city for payment of this lease for years 2003 through 2014, which covers the remainder of the lease term Bill No. 2002-69 Alderman Beard moved to place Bill No. 2002-69 on its first reading, Payment of Bills said Bill authorizing the payment of certain indebtedness listed therein, seconded by Alderman Dazata, the vote was: Aye: Aldermen Flaws, Burris, Dazata, Beard, Legaard and Looker. Motion carries. Ordinance No. 2002-69 Alderman Burris moved to place Bill No. 2002-69 on its second reading Approved and upon passage of same, become Ordinance No. 2002-69 seconded by Alderman Darata, the vote was: Aye: Aldermen Flaws, Darata, Beard, Legaard, Looker and Bums. Motion carries. Bill No. 2002-70 Alderman Darata moved to place Bill No. 2002-70 on its first reading, Authorizing the city to said Bill authorizing the City of Riverside, Missouri, to employ Tomi employ Tomi Beth Robinson Beth Robinson a Reserve Public Safety Officer in the Depaztment of as a Reserve PSO Public Safety and the salary be set at $12.00 per hour with a one year Approved work test period, effective June 13, 2002, seconded by Alderman Beard, the vote was: Aye: Aldermen Darata, Beard, Legaard, Looker, Bums and Flaws. Motion carries. Ordinance No. 2002-70 Alderman Dazata moved to place Bill No. 2002-70 on its second reading Approved and upon passage of same, become Ordinance No. 2002-70 seconded by Aldertan Burris, the vote was: Aye: Aldermen Flaws, Dazata, Beard, Legaard, Looker and Burris. Motion carries. Bill No. 2020-71 Alderman Beazd moved to place Bill No. 2002-71 on its first reading, Authorizing the city to said Bill authorizing the City of Riverside, Missouri to employ William employ William Michael Michael Brown as a full time Public Safety Officer in the Department Brown as a full time PSO of public Safety, and the salary be set at $30,500.00 annually, with Approved a one-year test period and full benefits, effective June 13, 2002, seconded by Alderman Flaws, the vote was: Aye: Aldermen Darata, Beard, Legaard, Burris, Looker and Flaws Motion carries. Ordinance No. 2002-71 Alderman Dazata moved to place Bill No. 2002-71 on its second reading Approved and upon passage of same, become Ordinance No. 2002-71 seconded by Alderman Flaws the vote was: Aye: Aldermen Flaws, Darata, Beard, Legaard, Looker and Bums. Motion carries. Bill No. 2002-72 Alderman Dazata moved to place Bill No. 2002-72 on its first reading, Amending the city code by said Bill amending the Riverside City Code by adding section 410.888 adding Sect. 410.888 implement- implementing a zoning district to be known as the civic and ing a zoning dirt. know as the professional office district (CPO), seconded by Alderman Burns, CPO District the vote was: Aye: Aldermen Beard, Legaard, Burris, Looker, Flaws and Darata. Motion carries. Ordinance No. 2002-72 Alderman Flaws moved to place Bill No. 2002-72 on its second reading Approved and upon passage of same, become Ordinance No. 2002-72 seconded by Alderman Beazd, the vote was: Aye: Aldermen Flaws, Darata, Beazd, Legaazd, Looker and Burris. Motion carries. Recess A brief recess was called at 8:08 p.m. Reconvene The Mayor and all Aldermen responded to roll call. City Engineer, John Jackson and City Clerk, Louise Rusick departed at 8:15 p.m. Motion for Closed Alderman Darata moved that the meeting go into closed session at Session 8:20 p.m pursuant to RSMo 610.021 (2) Real Estate with the City Attorney's assistant, seconded by Alderman Looker, the vote was: Aye: Aldermen Darata, Legaard, Beard, Flaws, Looker and Burris. Motion carries. Motion for Open Alderman Burris moved that the meeting go into open session, Session seconded by Alderman Beard, the vote was: Aye: Aldermen Legaard, Beard, Flaws, Looker, Darata and Bums.
