Board of Aldermen of City of Riverside, Missouri
July 23, 2002
A special meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the
City Hall of Riverside, Missouri on June 23, 2002 at 7:30 p.m.
Those in attendance were Mayor Betty Burch, Aldermen Beard, Looker, Darata, Legaard, Burns
and Flaws.
Also present were David Blackburn, City Administrator, Steve Crystal, City Attorney and Matt
Kitzi, City Attorney's office.
Motion for Closed Alderman Beard moved that the meeting go into closed session at
Session 6:30 p.m. pursuant to RSMo 610.021(1), Legal Issues, RSMo
610.021(2) and Real Estate, with Matt Kitzi, City Attorney's office,
seconded by Alderman Flaws, the vote was:
Aye: Aldermen Dazata, Flaws, Looker, Legaazd, Burns and Beazd.
Motion carries.
Steve Crystal, City Attorney arrived at 8:30 p.m.
Motion for Open Alderman Flaws moved that the meeting go into open session,
Session seconded by Alderman Beazd, the vote was:
Aye: Aldermen Darata, Flaws, Beard, Looker, Legaard and Bums.
Motion carries.
City Administrator comment David relayed to the board bidders to install the water line on 50`"
Street and they are:
Banderas Construction $48,000
K&S Construction $28,000
Motion to Approve Alderman Flaws moved to approve K&S Construction to install the
K&S Construction to install water line on 50'" Street in the amount of $28,000, seconded by water
line on SOa' Street Alderman Beazd, the vote was:
Aye: Aldermen Flaws, Beazd, Looker, Legaard, Bums and Dazata.
Motion carries.
Resolution passed to hire Alderman Flaws moved to pass a resolution (subject to passing an
part-time summer employee ordinance at the next meeting) to hire apart-time summer employee in
the Public Works Dept. in the Public Works Department, Charles Batson at $8.00 per hour,
Approved seconded by Alderman Beard, the vote was:
Aye: Aldermen Beard, Looker, Legaard, Burris, Darata and Flaws
Motion carries.

Bill No. 2002-83 Alderman Burris moved to place Bill No. 2002-83 on its first reading,
Placing athirty-day said Bill placing a thirty day moratorium on the acceptance of
Moratorium on the acceptance applications for and the issuance of special use permits for use in
of applications for and the districts zone "I" Industrial Districts within the City of Riverside,
issuance of special use permits Missouri, seconded by Alderman Flaws, the vote was:
in districts zone "I"
Aye: Aldermen Burris, Darata, Looker, Legaazd, Beard and Flaws.
Motion carries.
Ordinance No. 2002-83 Alderman Beard moved to place Bill No. 2002-83 on its first reading
Approved and upon passage of same become Ordinance No. 2002-83 seconded by
Alderman Flaws, the vote was:
Aye: Aldermen Darata, Looker, Legaazd, Beard, Flaws and Burris.
Motion carries.
Bill No. 2002-84 Alderman Looker moved to place Bill No. 2002-84 on its first reading,
Approving and authorizing said Bill approving and authorizing the acquisition of certain lands and
the acquisition of certain and all associated appurtenances and improvements by the city and
lands and all associated approving actions and documents related thereto, seconded by
appurtenances & improvements Alderman Burris, the vote was:
by the city.....
Aye: Aldermen Looker, Legaard, Beazd, Flaws, Burris and Darata.
Motion carries.
Ordinance No. 2002-84 Alderman Looker moved to place Bill No. 2002-84 on its first reading
Approved and upon passage of same become Ordinance No. 2002-84 seconded by
Alderman Beard, the vote was:
Aye: Aldermen Dazata, Looker, Legaard, Beazd, Flaws and Burns.
Motion carries.
Adjournment By unanimous decision, the board adjourned at 10:00 p.m.
