Boazd of Aldermen of City of Riverside, Missouri
August 6, 2002
A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the
City Hall, of Riverside, Missouri, on August 6, 2002, at 7:30 p.m.
Those in attendance were Mayor Betty Burch, Aldermen Burris, Looker, Darata, Legaard, Beard
and Flaws.
Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, John Jackson,
City Engineer and Matt Kitzi, City Attorney's office.
Motion for Closed Alderman Beazd moved that the meeting go into closed session,
Session pursuant to 610.021(2) Real estate and 610.021(3) Personnel
Issues with the City Attorney; seconded by Alderman Burns,
and the vote was:
Aye: Alderman Beard, Darata, Burris, Flaws, Looker and Legaard.
Motion carries.
Motion for Open Alderman Darata moved that the meeting go into open session,
Session seconded by Alderman Legaard, and the vote was:
Aye: Alderman Burris, Looker, Darata, Legaard, Beard and Flaws.
Mo[ion carries.
Building Permit Request As there was no objections, by unanimous decision, the request for a
For Gary Smith, Full Moon building permit was tabled for Gary Smith, Full Moon Homes until the
Homes Tabled August 20`x' Board of Aldermen meeting.
Minutes, June 29, 2002, Alderman Darata moved that the minutes of June 29> 2002, be
Approved approved, seconded by Alderman Legaard, the vote was:
Aye: Aldermen Burris, Flaws, Darata, Legaazd, Beard and Looker.
Motion carries.
Minutes, July 2, 2002, Alderman Looker moved that the minutes of July 2, 2002, be
Approved approved, seconded by Alderman Darata, the vote was:
Aye: Aldermen Burris, Looker, Darata, Legaard, Beazd, and Flaws.
Motion carries.
Minutes, July 16, 2002, Alderman Looker moved that the minutes of July 16, 2002, be
Approved approved, seconded by Alderman Legaard the vote was:
Aye: Aldermen Looker, Flaws, Darata, Burns and Beazd.
Abstain: Alderman Legaard.
Motion carries.
Minutes, July 23, 2002, Alderman Burns moved that the minutes of July 23, 2002, be
Approved approved, seconded by Alderman Looker, the vote was:
Aye: Aldermen Burris, Looker, Dazata, Legaard, Beazd, and Flaws.
Motion carries.
Building Permit Alderman Legaazd moved to approve a building permit for Ed and
for 4531 NW Gateway Kathi Rule, Comer Caf€, 4531 NW Gateway, seconded by Alderman
Approved Beazd, the vote was:
Aye: Alderman Burris, Flaws, Dazata, Legaazd, Looker and Beard.
Motion carries.
City Administrator comment David said he would like to talk to the Pazk Board first regarding the
Bridge bids for E.H. Young Riverfront Park.
City Engineer comment John asked for the city to join the MARC II Compliance Cooperative to
assist us in preparing NPDES storm water permit applications which
include the specific programs that the city needs to implement to
comply with the Missouri Department of Natural Resources
requirements from the federal Clean Water Act, Phase II. This
becomes official Mazch 2003 and would cost the city between $50.0 and
$1,000.
City to join the MARC Phase II Alderman Bums moved to approve the city joining the MARC Phase II
Compliance Cooperative Cooperative, seconded by Alderman Looker, the vote was:
Approved
Aye: Aldermen Legaard, Burris, Flaws, Beazd, Darata and Looker.
Motion carries.
Discussion for Banderas Const. After no objections, by unanimous decision, the matter of the project
to complete project of W. SOd' on West SOd' Street main Extension was tabled until the August 20d'
St. main extension tabled board meeting.
Discussion for Mo. American After no objections, by unanimous decision, the matter of the Missouri
procedure for extension of American Water Company procedure for extension of company
company facilities (turnkey facilities (turnkey contract) was tabled

Recess A brief recess was called at 7:57 p.m.
Reconvene The Mayor and all Aldermen answered to roll call at 8:38 p.m.
Mayor Burch's comments Mayor Burch received two bids for boundary survey completion
At 4201 NW 52nd Street. The bids aze:
Aylett Survey- $600.00
John F. Lutjen, Associates, Inc. $1,600 (not to exceed) fee is hourly
Boundazy Survey on Alderman Dazata moved to approve Aylett Survey Company to
property at 4201 NW 52nd St. complete a boundary survey at 4201 NW 52nd Street, Riverside, Mo
Approved Gary McMichael's property at a cost of $600.00, seconded by
Alderman Legaazd, the vote was:
Aye: Aldermen Legaazd, Beazd, Looker, Dazata, Flaws and Burns.
Motion carries.
MAC Enterprises, Alderman Legaard moved to approve MAC Enterprises of Jackson
Clean restrooms/kitchen County, Inc. to clean 4 restrooms, 1 kitchen, strip and wax floors with
strip/wax floors and window 3 coats of acrylic floor finish and window wash inside and out at
wash at the city's building the city's building at 3050 NW Vivion Road at a cost of $1,528.40,
3050 NW Vivion Rd, seconded by Alderman Looker, the vote was:
Approved
Aye: Aldermen Burris, Flaws, Darata, Legaard, Beard and Looker.

Mayor Burch received two bids to provide blinds for the city's building
at 3050 NW Vivion Road and they aze:

Advanced Window Coverings, Inc. $849.00
Advanced Window Coverings, Alderman Flaws moved to approve Advanced Window Coverings
to provide 10 blinds for the to provide seven (7) classic blinds for the lazge room for the city
city's building at 3050 NW building at 3050 NW Vivion Rd. at a cost of $665.00 and three (3)
Vivion Rd, Approved blinds for the office at a cost of $184.00 totaling $849.00, seconded by
Alderman Legaazd, the vote was:
Aye: Aldermen Bums, Flaws, Darata, Legaard, Beard and Looker.

Bill No. 2002-85 Alderman Flaws moved to place Bill No. 2002-85 on its first reading,
Pay Bills aid Bill authorizing the payment of certain indebtedness listed therein,
seconded by Alderman Darata, the vote was:
Ordinance No. 2002-85 Alderman Darata moved to place Bill No. 2002-85 on its second reading
Approved and upon passage of same, become Ordinance No. 2002-85 seconded by
Alderman Looker the vote was:
Aye: Aldermen Legaard, Beard, Looker, Darata, Flaws and Burris.

Bill No. 2002-86 Alderman Dazata moved to place Bill No. 2002-86 on its fist reading,
Rarifying the acceptance of said Bill ratifying the acceptance of bids on $12,175,733.75 seconded
bids on $12,175,733.75 by Alderman Looker, the vote was:
Aye: Aldermen Legaard, Beazd, Looker, Darata, Flaws and Burris.
Motion carries.
Ordinance No. 2002-86 Alderman Flaws moved to place Bill No. 2002-86 on its second reading
Approved and upon passage of same become Ordinance No. 2002-86, seconded
by Alderman Beard, the vote was:
Aye: Aldermen Flaws, Dazata, Legaard, Beard, Looker and Bums.
Motion carries.
Bill No. 2002-87 Alderman Beard moved to place Bill No. 2002-87 on its first reading,
Authorizing the employment said Bill authorizing the City of Riverside, Missouri, to employ
of Charles Batson as a part- Charles Batson as a part-time seasonal employee in the Public Works
time seasonal employee Department at an hourly rate of $8.00 to be effective August 5, 2002,
in the Public Works Dept. seconded by Alderman Flaws, the vote was:
Aye: Aldermen Burris, Legaard, Flaws, Beard, Darata and Looker.
Motion carries.
Ordinance No. 2002-87 Alderman Flaws moved to place Bill No. 2002-87 on its second reading
Approved and upon passage of same become Ordinance No. 2002-87, seconded
by Alderman Looker, the vote was:
Aye: Aldermen Flaws, Dazata, Legaazd, Beard, Looker and Burns.

Extending the temporary
moratorium on the accep-
tance of applications for
& issuance of Special Use
Permits for use in Districts
Zone "I"
Alderman Beard moved to place Bill No. 2002-88 on its first reading,
extending the temporary moratorium on the acceptance of applications
for and the issuance of Special Use Permits for use in Districts Zone "I"
Industrial Districts within the City of Riverside, Missouri, seconded by
Alderman Flaws, the vote was:
Aye: Alderman Burris, Flaws, Dazata, Legaard, Beard and Looker.
Motion carries.
Ordinance No. 2002-88 Alderman Flaws moved to place Bill No. 2002-88 on its second reading
Approved and upon passage of same become Ordinance No. 2002-88, seconded
by Alderman Beard, the vote was:
Aye: Aldermen Flaws, Darata, Legaard, Beazd, Looker and Burris.

Bill No. 2002-89
Placing athirty-day moratorium
on the acceptance of applications
for and the issuance of building
permits for modulaz units in all
residential districts
Alderman Beazd moved to place Bill No. 2002-89 on its first reading,
said Bill placing athirty-day moratorium on the acceptance of
applications for and the issuance of building permits for modular units
in all residential districts within the City of Riverside, Missouri,
seconded by Alderman Legaazd, the vote was:
Aye: Aldermen Bums, Flaws, Darata, Legaard, Beard and Looker.
Motion carries.
Ordinance No. 2002-89 Alderman Flaws moved to place Bill No. 2002-89 on its second reading
Approved and upon passage of same become Ordinance No. 2002-89, seconded
by Alderman Legaard, the vote was:
Aye: Aldermen Flaws, Darata, Legaard, Beazd, Looker and Burris.
Motion carries.
Aldermen and City Admin. Alderman Legaazd asked when Fall clean up would be. Mayor Burch
comments said it would be in October.
David said Household Hazazdous Waste is October 5'" in Pazkville.
Alderman Burris asked for clarification on a city bill regarding
defective vehicle equipment. This was explained to his satisfaction.
Alderman Burris mentioned the Missouri Municipal League's "clean
sweep" program where the residents get involved to suggest cleaning
up areas in the city that need it.
Court Report for July Alderman Beazd moved to approve the Court Report for July, seconded
Approved by Alderman Darata, the vote was:
Aye: Aldermen Darata, Legaard, Beazd, Looker, Bums and Flaws.
Motion carries.
