HomeMy WebLinkAbout2021-10-19 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, October 19, 2021 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, October 19, 2021. Mayor Rose called the meeting to order at 6:04 p.m. Those in attendance were, Mayor Kathy Rose, Aldermen Jill Beck, Mike Fuller, Dawn Cockrell, Robert Milner. and Sal LoPorto. Alderman Nathan Cretsinger was absent. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Community Development Director Mike Duffy, HR Manager Amy Strough, and Fire Chief Gordon Fowlston. City Attorney Paul Campo was present. Special Counsel Joe Bednar entered meeting by Zoom at 6A0 p.m. MOTION TO ENTER INTO Alderman Cockrell moved to enter into closed session pursuant CLOSED @ 6:04 P.M. to RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021 (2) Leasing, Purchase, or sale of real estate, RSMo 610.021(3) Hiring, firing, disciplining, or promoting a particular employee, when personal information about the employee is discussed, and RSMo 610.021 (13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, second by Alderman Beck. Yes: Cockrell, Beck, Fuller, Milner, and LoPorto. Motion carried 5-0. MOTION TO ADJOURN Alderman Milner moved at 7:01 p.m. to adjourn closed CLOSED @ 7:01 P.M. session with action taken, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, LoPorto, and Fuller. REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at 7:02 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Mike Fuller, Dawn Cockrell, Jill Beck, Rob Milner, and Sal LoPorto. Alderman Nathan Cretsinger was absent. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, Finance Director Nate Blum, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, Human Resources Manager Amy Strough, and Capital Projects/Parks Noel Challis Bennion. APPROVE AMENDED Alderman Beck moved to approve the Amended Agenda as AGENDA presented second by Alderman Milner. Yes: Beck. Milner, LoPorto, Fuller, and Cockrell. Motion carried 5-0. PRESENTATION Mayor Rose introduced Tom Jacobs, Director Environmental Programs for Mid-America Regional Council. He presented the Climate Action Plan for the Kansas City Regional area that has been created over the past year. The goal is to transform the metropolitan area into a more resilient, equitable and healthy region. He explained that there is a flexible framework and is technically feasible, leaving the success hinging on leadership and high levels of voluntary collaboration from all parts of the community sharing goals to create a stronger, healthier more vibrant communities. Following discussion Alderman Milner moved to endorse the presented Climate Action Plan, second by Alderman Cockrell. Yes: Milner, Cockrell, Fuller, LoPorto, and Beck. Motion carried 5-0. CONSENT AGENDA Alderman LoPorto moved to approve the consent agenda as presented, second by Alderman Beck. Yes: LoPorto, Beck, Cockrell, Milner, and Fuller. Motion carried 5-0. MINUTES OF 10-05-21 Alderman LoPorto moved to approve the minutes of the October 5, 2021, meeting, second by Alderman Beck. Yes: LoPorto, Beck, Cockrell, Milner, and Fuller. Motion carried 5-0. COURT REPORT Alderman LoPorto moved to approve the court report for the month of September 2021, second by Alderman Beck. Yes: LoPorto, Beck, Cockrell, Milner, and Fuller. Motion carried 5-0. RESOLUTION 2021-111 Alderman LoPorto moved to approve Resolution 2021-111 Purchase Ammunition authorizing and approving the purchase of ammunition from Gulf States Distributors in an amount not to exceed $22,325.00 from the State of Missouri Cooperative Purchase Contract, second by Alderman Beck. Yes: LoPorto, Beck, Cockrell, Milner, and Fuller. Motion carried 5-0. RESOLUTION 2021-112 Alderman LoPorto moved to approve Resolution 2021-112 Purchase Gas Masks & Filters authorizing the purchase of gas masks and filters for the Police Department from Galls, LLC off the GSA purchasing contract in the amount not to exceed $14,890.00, second by Alderman Beck. Yes: LoPorto, Beck, Cockrell, Milner, and Fuller. Motion carried 5-0. RESOLUTION 2021-115 Alderman LoPorto moved to approve Resolution 2021-115 Amend Def. Comp. Plan authorizing a change to the deferred compensation retirement plan related to tax-free withdrawals for certain insurance premiums, second by Alderman Beck. Yes: LoPorto, Beck, Cockrell, Milner, and Fuller. Motion carried 5-0. REGULAR AGENDA BILL NO. 2021-045 City Clerk Robin Kincaid gave first reading of Bill No. 2021-045, Final Plat Riverside Soccer Community Development Director Mike Duffy explained the layout of the Riverside Soccer Subdivision, that this was heard by the Planning & Zoning Commission and recommend unanimously. Alderman Beck moved to place Bill 2021-045 on second and final reading, second by Alderman Milner. Yes: Beck, Milner, Cockrell, Fuller, and LoPorto. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2021-045. Alderman Beck moved to approve Bill 2021-045 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Beck, Cockrell, Fuller, LoPorto, and Milner. Motion carried 5-0. BILL NO. 2021-046 City Clerk Robin Kincaid gave first reading of Bill No. 2021-046. Final Dev. Plan Soccer Lot 2 Community Development Director Mike Duffy explained the Lot 2 Purchase has been accelerated from the original plan and this is the development plan for Parcel B (Lot 2) which is consistent with the overall plan. This was heard by the Planning & Zoning Commission and was unanimously recommended for approval by the Board. Alderman Milner moved to accept first reading and place Bill 2021-046 on second and final reading, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Fuller, and LoPorto. Motion carried 5-0. Consent to KCWFC Training Community Development Director Mike Duffy explained that this bill deals with the financing mechanisms that KCWFC and ACFC will be utilizing, it is being handled by their team with Gilmore & Bell and David Martin is here to give you a quick run through of what this means exactly and to answer any questions you may have. There were no questions asked following his explanation. Alderman Milner moved to accept first reading and place Bill 2021-047 on second and final reading, second by Alderman Cockrell. BILL NO. 2021-048 City Clerk Robin Kincaid gave first reading of Bill No. 2021-048. Final Plat Holdener Ranches Community Development Director Mike Duffy explained the location of this final plat and showed a map of the request along with details of their goal for two nice construction sites. Planning and Zoning heard this on October 14" and recommend approval unanimously. Alderman LoPorto moved to accept first reading and place Bill 2021-048 on second and final reading, second by Alderman Milner. Yes: LoPorto, Milner, Fuller, Cockrell, and Beck. Motion carried 5-0. Purchase & Sale Soccer Community Development Director Mike Duffy reviewed this bill, it is the purchase and sale agreement, consistent with the template within the Development Agreement and we will move towards closing at the end of this week. Alderman LoPorto moved to accept first reading and place Bill 2021-049 on second and final reading, second by Alderman Cockrell. Yes: LoPorto, Cockrell, Beck, Milner, and Fuller. Motion carried 5-0. Purchase & Sale HDBGFBR Community Development Director Mike Duffy reviewed this bill, it is the purchase and sale agreement with Block Real Estate for Riverside Logistics Center 2 and is twenty acres, I would be happy to answer any questions. Alderman LoPorto moved to accept first reading and place Bill 2021-050 on second and final reading, second by Alderman Cockrell. Yes: LoPorto, Cockrell; Beck, Milner, and Fuller. Motion carried 5-0. Infrastructure Improvement Community Development Director Mike Duffy explained this bill Agreement is the infrastructure improvement agreement for the construction of the streets in the Parcel B portion of Soccer. Alderman Beck moved to accept first reading and place Bill 2021-051 on second and final reading, second by Alderman Cockrell. Yes: Beck, Cockrell, Fuller, LoPorto, and Milner. Motion carried 5-0. BILL NO. 2021-052 City Clerk Robin Kincaid gave first reading of Bill No. 2021-052. 2022 HHW Agreement City Administrator Brian Koral mentioned that the annual fee is increasing $.02 cents from $1.07 to $1.09 per capita with the 2020 census count. We have participated in this program for over a decade. Alderman Beck moved to accept first reading and place Bill 2021-052 on second and final reading, second by Alderman Cockrell. Amend Code -Court Costs City Attorney Paul Campo explained the program that is being implemented for the State Courts Administrators and the surcharge to be added to court costs Alderman Milner moved to accept first reading and place Bill 2021-053 on second and final reading, second by Alderman Beck. BILL NO. 2021-054 Mayor Rose announced this bill is pulled from the agenda and will be on the next agenda for consideration. RESOLUTION 2021-110 Alderman LoPorto moved to approve Resolution 2021-110 Bill Pay authorizing the expenditure of funds for fiscal year 2021-2022, for weeks ending October 8th and October 151h in the amount of $379,422.03, second by Alderman Cockrell. Yes: LoPorto, Cockrell, Fuller, and Milner. No: none Abstain: Beck. Motion carried 4-0-1. 6 RESOLUTION 2021-113 Capital Projects/Parks Noel Challis Bennion discussed there was Engineering Services RFQ issued for aquatic engineering services for the pool project. We received four submittals, the interview committee thought Waters Edge Aquatic Design, LLC was the most qualified and best fit and this agreement will allow us to enter into task orders for them to do various phases of the project. Alderman Milner moved to approve Resolution 2021-113 approving an agreement for engineering services between the City and Waters Edge Aquatic Design LLC, second by Alderman Cockrell. Yes: Milner, Cockrell, Fuller, LoPorto, and Beck. Motion carried 5-0. RESOLUTION 2021-114 Capital Projects/Parks Noel Challis Bennion explained this is the Task Order#1 - Pool first task order for them to begin preparation for the grant process that will include some design concepts. Questions were asked, responses were given. Alderman LoPorto moved to approve Resolution 2021-114 approving task order#1 with Waters Edge Aquatic, second by Alderman Milner. Yes: LoPorto, Milner, Cockrell, Fuller, and Beck. Motion carried 5-0. RESOLUTION 2021-116 City Engineer Travis Hoover discussed this CIPP Project in the Indian Hills storm sewer project is similar to last year project, they line the pipes with plastic lining and there are grant funds helping with this project. Alderman Cockrell moved to approve Resolution 2021-116 awarding construction of the 2021 Indian Hills CIPP Project and approving the agreement between the City and SAK Construction, LLC for the project, second by Alderman Beck. Yes: Cockrell, Beck, Fuller, LoPorto, and Milner. Motion carried 5-0. CITY ADMINISTRATOR City Administrator Brian Koral shared an Upstream from Ordinary voicemail message regarding Officer DiGeronimo and thanking her for her impressive impact helping a resident and for her hard work and service for our City. Brian then read a thank you note from an employee that received a Riverside baby blanket following the birth of their child. Hope those that attended Trunk or Treat and Carved had an enjoyable time, there was a good turnout and nice weather for the event. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING Nothing to report. 7 FINANCE Finance Director Nate Blum reviewed by PowerPoint presentation with the September financial status with 25% of the year passed. There was quite a lot of activity in September on the revenue side. FIRE Fire Chief Gordon Fowlston reviewed the Fire Department monthly reports. We have received our Polaris and it is being put to use already. We felt the Fire Department Open House was well attended. POLICE Police Chief Chris Skinrood explained the Police monthly report. There were some theft issues in Horizons. The QuikTrip issue and dealings with reports at the high school have taken a lot of our time this week. The Police are trying to mitigate and control issues as best they can. PUBLIC WORKS Nothing to report. LEVEE BOARD City Engineer Hoover reported that work is beginning on Project West Creek under 635 near Horizons Parkway for flood control. They will be working on this project for a couple of weeks. MAYOR'S DISCUSSION Mayor Kathy Rose reported that Fire Marshal Keith Payne presented a fire presentation for the Riverside Chamber to our Riverside businesses and provided a great amount of information and it was appreciated by all attending. I have my own Upstream Story from my neighbor regarding her cat and our Animal Control Officer Shane Moore. Shane did a wonderful job and was such a caring man to take the time to help her. I went with the Greater KC Chamber on a trip to Salt Lake City, Utah last Sunday and it was a phenomenal trip. They have a wonderful transit plan and having the Olympic Games in 2002 created a lot of opportunity to accelerate improvements to a city. We are in the running for the World Cup 2026, and they are coming tomorrow to begin the process. Trunk or Treat and Carved were very well attended. Staff did so much work, and I just want to say that Tom, your two Public Works staff went above and beyond, working so hard, every time I saw them, they were so busy. I also want to give a shout out to April for her work as well. Boos & Barks is this Saturday from 3-5 p.m. Travis, thank you for helping get the mailbox replaced that was swallowed up from a sinkhole off Apache.
