HomeMy WebLinkAbout2009-02-17Minutes of Regulaz Meeting of Boazd of Aldermen of City of Riverside, Missouri February 17, 2009 A regulaz meeting of the Boazd of Aldermen of the City of Riverside, Missouri, was held in the City Hall of Riverside, Missouri, on February 17, 2009 at 6:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Bruns, Darata, Super, Fuller and Hurt. Absent, Alderman Salyer. Also present were David Blackburn, City Administrator, Mike Duffy, Director of Community Development, Louise Rusick, City Clerk, Chief Greg Mills, Public Safety, Meredith Hauck, Coordinator of Communications and External Affairs, Jeff Rupp, Drector of Public Works, Dorma Resz, Finance Drector and Joe Bednar, City Attorney's Office. Call to Order Mayor Rose called the meeting to order and Aldermen Bruns, Super, Darata, Hurt and Roll Call and Fuller answered to roll call. Absent, Alderman Salyer. Representatives Matt Eblin and Jerry Johnson presented and overview for each project they are going to from Shafer, Kline & be involved with as follows: Warren gives presentation Line Creek Bridge, the bridge culvert hydraulics, bridge layout, aesthetics and construction phasing. Examples were shown from the project done in Fairway. Railing options were shown, but the Welcome Plaza may dictate the aesthetics for the Line Creek Bridge, i.e. a 54" black rail, picket design and other railing options. Examples of stone and barriers were shown and light fixtures with optional lighting. Suburban and urban bridge examples were shown. Phasing will be done with time and cost shown. Full Closure can be 60 working days, with a base cost and traffic rerouted or, full closure of 90 working days with a shoo-fly detour and 100% additional cost (2x the base cost) or, partial closure (open to traffic) of 120-180 working days, (with a traffic light) and 30-50% additional cost, (1.3-LSx the base cost) In the capitol improvement plan, 51.6 million was budgeted for this. Mayor Rose said it makes since to have the 60 day closure as this project will impact businesses. Also, if it was done in the summer it would not impact the school traffic. A working day could start at dawn. There could be an incentive to the contractor to fmish the job sooner Sabin Yanez, City Engineer said there would be a concern about the Northmoor businesses as this is a state route and there will be public meetings and all of those issues will have to be addressed. The time line for this is to go out for bid in October or November and January-March 2010 construction would begin, but Alderman Super said we could do a summer schedule, June, July and August 2010 for construction and complete the project in six weeks instead of 120-180 days. A public meeting would nee to take place with the business owners. The public then could see the time schedule and help work through the scheduling. Minn. 2/17/09 The design schedule for the Vivion Road project is as follows October 1997-Project Initiation Spring 1998-Preliminary Work & Survey Summer 1999-Project Placed on Hold Spring 2003-City Hall/Public Safety Building Coordination Fall 2003-Project Placed on Hold Summer 2004-West Platte Bridge Coordination February 2005- Authorized to Complete Preliminary & Final Design May 2005-Design Was Approved Winter 2008-Notice to proceed with final design from Quiktrip to Aspen Drive Current-Design Neaz Completion Spring 2009-Bid, Construction to be done in Phases 2010-Project Completion The utilities will go underground and there will be a pedestrian crosswalk to the park. Two options were mentioned to separate the traffic from the pedestrians, some type of barrier or reflective traffic channelizer on the south side. City Administrator The Mobile Household Hazardous Waste Event Schedule was mentioned and Riverside will host the event October 10'" from Sam-I lam and this will be the full program including pesticides and bulky item pick up will be at the same time. In addition, staff is currently working on scheduling a shred event in the City and with MARC on a Platte County electronics recycling event. The City of Riverside blog launched on January 1~` and since then, there has been I S posts to the block and more than 1,500 visits. Staff is cunently looking into creating a City Twitter account and Facebook pages for events. The City has added a new h've to Public Safety, Shane Moore as full time Animal Control Officer. Promotions have occurred for Jeffrey Taylor, full time Fire Captain, Scott Stabler, full time Fve Captain and Jesse George part-time firefighter. Fve statistics for January were 68 calls for vazious calls. There was 11 commercial fire safety inspections completed, 108 violations found and 47 violations corrected. Three public relations events occulted with 45 adults attending and 50 children. The 2009 monthly uniform crime report statistics are as follows: 2 serious assaults, 8 common assaults, 2 burglaries, 16 larcenies, 1 auto theft and 29 monthly year to date. The Community Development Activity Report for February gnu to February 12'" were as follows: Violations found in Ward 1-Thirteen, Ward 2-Three, Ward 3-Four, totaling 20. Out of the previous total of 20 pending resolve 15 were resolved. There were 4 vehicle violations and 9 property maintenance violations. All accumulative violations from January 1" to February 12`s were 70 violations found, 46 resolved and 24 pending. Four miscellaneous permits were issued by the building official and 2 projects completed. A variance was applied for in Community Development. Mins. 2/17/09 Meredith's comments Riverside BBQ, & Fireworks event, Approved For the 2008 Maintenance Program continued work goes on for punch list items Argosy Parkway road opened December 31 ", part of the street tight system bas been installed and is operational. MoDot has issued the permit for the permanent signs, waiting for the contactor to install. Work is proceeding ahead of schedule for the Cliffview Bridge. Painting of the pedestrian rail is continuing and hauling sections ofthe rail including site clean-up, sidewalks have been poured, powder coating the pedestrian rail and preparing to install will occur. The Welcome Plaza project is about done. Grading and pouring sidewalks is occuning, a new KCP&L easement has been submitted and the ribbon cutting ceremony for the site has been scheduled for Saturday, March 28th at 10:00 a.m. The deck of the northbound lanes for the Horizon Bridge has been poured and decking work will continue on both sides ofthe bridge. Boring has begun under the BNSF tracks for the force main/lift station. Excavation continues for the crossing at Line Creek to Argosy Parkway. crossing at Line Creek to Argosy Parkway. The intersections appropriate for the quiet zone systems have been determined and evaluation the needed improvements is going on. A permit has been obtained to access BNSF and surveying continues at their crossings. Design work on the crossings has begun. Conversations have been held with Parkville staff. Staff met with Briarcliff to walk the Middle Line Creek trail segment to determine necessary improvements and costs. Briarcliff is developing a cost estimate with their contractor and will meet with the City in the next few weeks to discuss possible modi- fications to the development agreement for the work. The annual report goes in the mail this week and will be placed on the city website. Mayor Rose said she's excited for the residents and businesses to receive it as it looks wonderful The barbecue contest will be held with a fireworks display over the river on June 20a'. This is co-sponsored by the fireworks vendors and it's an amateur even[ and categories The contest closes February 27"'. in April the Tourism Commission is meeting and then will meet with the board of aldermen regarding some changes. Alderman Bruns moved to approve the Riverside barbecue and fireworks event and expected expenditures of approximately $60,000 from the Tourism fund, seconded by Alderman Fuller, the vote was: Aye: Aldermen Fuller, Darata, Bruns, Super and Hurt. Absent: Alderman Salyer. Motion carries. Mins. 2/17/09 Mike Duffy's comments Construction has started on the Gower water line. Gower Road is still part of MoDot's right-of--way and on the south side and the waterline is shown in resident's front yazds and we're asking for MoDot to release the r-o-w that is now 80' to the city then we'll be able to shrink it to 50' and move the water line away from the houses. A sidewalk is part of this project and we will use R.A. Knapp to build the sidewalk since they have concrete flat workers here already. A portion of a 16" storm water pipe is cracked at the northeast comer of Valley Lane and West Platte Road, it goes under West Platte Road and comes out adjacent to the levee on the north side of 9 Highway. The Corps of Engineers fee to fix the line is $185,000 and if this doesn't solve the problem, we would have to dig it up. The city staff has asked a structural engineer (consultant) to look at this, give us a price and determine if this is a good solution. An independent analysis to do this evaluation is between $3,000 to $4,000. The City went out for bids for request for qualifications for Irrigation Installation and Maintenance in various areas of the City. Three bids were received and the City staff would like to have the board's approval to negotiate a contract with Signature Landscape and Simply Green Irrigation. Four bids were received for the playground equipment at the Renner Brenner Park ranging in price from $104,571-$127,460. The equipment will be replaced from the lower level that is adjacent to the skate park to the upper area next to the shelter. Fry & Associates is the staff s recommendation. Pyramid Construction has given Argosy a price to construct and maintain an access road for Odegard Sign. Co. for their use to install an Argosy Casino sign adjacent to the City's lift station project for a price of $16,250.00. We would attach this to our contract with Pyramid and they won't have to go out for bid and a change order will be brought to the boazd at the next regular meeting with the condition that the City would be reimbursed from Argosy for this work. Absent: Alderman Salyer. Motion carries. City Engineer comments Sabin said the request to approve the change order for Argosy Casino Parkway West is cost shazing, 50/50 with Argosy. The opening date for this was December and some things had to be done to get this accomplished. Traffic control for the permanent signs on I-635 will be going up this week and the traffic control plans were approved by MoDot. One of the items was to repair some fencing along the access road. Sewer Force Main The gravity sewer line runs from the new lift station under I-635and terminates on the east Discussion side of I-635as this was put in the project as some needed changes in planning for the future and that work is complete. Close to 50% of the force main has been installed. This week, the contractor has begun to put in place the by-pass for Argosy itself in preparation for the new force main line underneath the roadway. The work is scheduled to be done by the end of the day on Friday. The tunnel schedule is a 60-90 day process with a meeting with MoI)ot and a traffic study. In the summer, we should have all approvals and make a decision when to go forward. The City has been very pleased with the traffic using the new roadway. It was discussed with the City Administrator to put together a program for traffic counts at other routes just to give a better since of what's going on with the traffic counts in the City. Finance Officer Donna said bonds can be purchased for $130,000 principal amount for a cost of 100,750. Bond Update We have bought back a total of $1,960,000 with a principal cost of $1,618,200 for a savings in principal of $341,800. This will reduce the annual interest payments by $96,450.00. Total interest savings over the life of the bonds is $1,780,050 and adding the principal and interest savings it totals to $2,121,850. Chief Mills comments A tremendous amount of data is being gathered from the speed trailer that records a variety of information. It was placed on Gateway for 8 days and counted 68,000 vehicles and the majority was within the speed limit. The trailer was placed on Argosy Casino Parkway fora 2 week period and the cars going to the Casino were going much slower than those going the opposite direction. The average speed for the 25,000 vehicles that were counted going both ways was 37 miles per hour. This allows Public Safety to identify where the speed problems are. The information is sorted and made available to Patrol Sergeants and it is stored on the Public Safety server. There has been a significant cos[ savings on vehicle purchases through this budget period there is some money left ($18,000) and one of the things they are going to ask for in next year's budget is a panel van (stripped down in the back) and it will be used for the swat team. One can be purchased at the auto auction well below that amount. Chief Mills is requesting permission from the boazd to make this purchase. The boazd was polled and Aldermen Fuller, Brans, Darata, Hurt answered, yes. Alderman Super abstained and Aldennan Salyer was absent. Mayor's Discussion Mayor Rose said the Executive Board Mayor's Caucus was held in Belton on Friday and talked about putting together the Legislative issues with We legislatures at MML, specifically looking at H.B. 191Economic Development and tools to compete with Kansas. Mayor Rose, David Blackburn, Aldermen Hurt and Super aze attending the MML conference tomorrow. Mayor Rose said congratulations to Red-X on the wine tasting event. Mayor Rose thanked Fire Division Chief Gordon Fowlston for the children's tour of the fire department.
