BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, November 2, 2021
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
November 2, 2021.
Mayor Rose called the meeting to order at 6:04 p.m. Those in attendance were, Mayor Kathy
Rose, Aldermen Jill Beck, Mike Fuller, Dawn Cockrell, Nathan Cretsinger, and Rob Milner.
Alderman Sal LoPorto was absent.
Also present were City Administrator Biran Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, and City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Beck moved to enter into closed session pursuant
CLOSED @ 6:06 P.M. to RSMo 610.021 (1) Legal Action and litigation, and RSMo
� 610.021 (2) Leasing, Purchase, or sale of real estate, RSMo
610.021(3) Hiring, firing, disciplining, or promoting a particular
employee, when personal information about the employee is
discussed, and RSMo 610.021 (13) Individually identifiable
personnel records, performance ratings or records pertaining to
employee or applicant for employment, second by Alderman
Cockrell.
Yes: Beck, Cockrell, Milner, Fuller, and Cretsinger.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Beck moved at 6:34 p.m. to adjourn closed
CLOSED @ 6:34 P.M. session with no action taken, second by Alderman Cretsinger.
Yes: Beck, Cretsinger, Milner, Cockrell, and Fuller.
Motion carried 5-0.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at
7:00 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Dawn Cockrell, Jill Beck, Nathan
Cretsinger, Rob Milner, and Mike Fuller.
Alderman Sal LoPorto was absent.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover,
Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, Human Resources Manager Amy
Strough, Capital Projects/ Parks Noel Challis Bennion, Finance Director Nate Blum, and IT
Manager Jason Ketter. Also present was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance
PUBLIC COMMENT None.
CONSENT AGENDA Alderman Beck moved to approve the consent agenda as
presented, second by Alderman Cretsinger.
Yes: Beck, Cretsinger, Milner, Fuller, and Cockrell.
Motion carried 5-0.
MINUTES OF 10-19-21 Alderman Beck moved to approve the minutes of the October 19,
2021, meeting,� second by Alderman Cretsinger.
Yes: Beck, Cretsinger, Milner, Fuller, and Cockrell.
Motion carried 5-0.
RESOLUTION 2021-117 Alderman Beck moved to approve Resolution 2021-117
Bill Pay authorizing the expenditure of funds out of the City Treasury of the
City of Riverside for fiscal year 2021-2022 weeks ending October
22"d and October 29th in the amount of $142,892.76, second by
Alderman Cretsinger.
Yes: Beck, Cretsinger, Milner, Fuller, and Cockrell.
Motion carried 5-0.
RESOLUTION 2021-118 Alderman Beck moved to approve Resolution 2021-118
CO 2 Kenton Brothers approving change order No. 2 with Kenton Brothers Locksmiths,
Incorporated regarding the city complex video and access control
project, second by Alderman Cretsinger.
Yes: Beck, Cretsinger, Milner, Fuller, and Cockrell.
Motion carried 5-0.

BILL NO. 2021-054 City Clerk Robin Kincaid gave first reading of Bill No. 2021-054.
New Hire PT Fire Buckallew Alderman Beck moved to accept first reading and place Bill
2021-054 on second and final reading, second 6y Alderman
Milner.
Yes: Beck, Milner, Cockrell, Cretsinger, and Fuller.
Motion carried 5-0.
City Clerk Kincaid gave second reading of Bill No. 2021-054.
Alderman Milner moved to approve Bill 2021-054 and enact
said bill as ordinance, second by Alderman Cretsinger.
Yes: Milner, Cretsinger, Cockrell, Beck, and Fuller.
Motion carried 5-0.
BILL NO. 2021-057 City Clerk Robin Kincaid gave first reading of Bill No. 2021-057.
New Hire PT Fire Winslow Alderman Beck moved to accept first reading and place Bill
2021-057 on second and final reading, second by Alderman
Cockrell.

Motion carried 5-0.
City Clerk Kincaid gave second reading of Bill No. 2021-057.
Alderman Milner moved to approve Bill 2021-057 and enact
said bill as ordinance, second by Alderman Cockrell.

BILL NO. 2021-058 City Clerk Robin Kincaid gave first reading of Bill No. 2021-058.
New Hire PT Fire Wiebeck Alderman Beck moved to accept first reading and place Bill
2021-058 on second and final reading, second by Alderman
Cockrell.
Yes: Beck, Cockrell, Cretsinger, Fuller, and Milner.
Motion carried 5-0.
City Clerk Kincaid gave second reading of Bill fVo. 2021-058.
Alderman Milner moved to approve Bill 2021-058 and enact
said bill as ordinance, second by Alderman Cockrell.

RESOLUTION 2021-119 Community Development Director Mike Duffy stated that this
Real Estate PSA Brenner is a sales contract and explained the location of the property, also
that there will be a timeframe for personal property removal from
the site.
Alderman Beck moved to approve Resolution 2021-119 approving
a real estate sales contract in connection with the purchase from
Gary D. Brenner and Karen H. Brenner, second by Alderman
Cockrell.
Yes: Beck, Cockrell, Milner, Fuller, and Cretsinger.
Motion carried 5-0.
CITY ADMINISTRATOR City Administrator Brian Koral shared a Vehicle Speeds report
gathered for the Gatewoods Neighborhood. The Upstream Story
to share this evening, is a video that has been produced as a
recruiting tool for our Police Department. We are working hard to
tell our story to future staff members, there will be one produced
for the Fire Department then possibly a general one. We have
calendar invites coming for Mayor's Christmas Tree Lighting is
Dec. 2"d at 5:30 p.m., Dec. 7th is the Annual Senior Citizens
Dinner, Veteran's Day Luncheon is on Wednesday, Nov. 10th, and
our Annual Celebrating Service Luncheon is on Dec. 15tn
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy and Capital
Projects/Parks Noel Challis Bennion showed the Street
Wayfinding Signage and the prominent location of the three signs.
There was a small change order on the cost of the bracketing on
the backs of the signs at the cost of $2,400. Noel discussed and
showed the trail signage and �colors. There was also an additional
$10,000 grant received for trail signage that will help offset costs.
Following the discussion, Alderman Cretsinger moved to approve
the change order to the signage expense for an additional
$2,400.00 for the colored brackets on the signs, second by
Alderman Milner.

ENGINEERING Nothing to report.
FINANCE Nothing to report.

FIRE Fire Chief Gordon Fowlston reported that Santa Claus will be out
on the fire truck on December 15th &1.6th around 5:30-8:30 p.m.
each evening.
POLICE Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION Mayor Kathy Rose commented that she handed out information to
the Board members about the Economic Development Committee
for them to review. We are preparing to begin the Master Planning
process and this new committee will help drive the conversation
for the new Eco Devo committee. I want the board to look over the
information and we will have a discussion on that. We have many
� wonderful events coming in the next two months, we'll be very
busy and then it will be the new year.
BOARD OF ALDERMEN Alderman Cretsinger — Asked if the handout the Mayor provided
would be discussed in closed session at a later date and Mayor
Rose said that she would discuss that with Ci#y Attorney Campo. I
have nothing else to report.
Alderman Beck— I wanted to thank the Fire Department and Police
Department for their participation in our neighborhood for
Halloween. It was a huge success and a lot of fun. Mayor Rose
was there to greet everyone too, and I appreciate that. Public
Works thanks to you all, for coming and picking up some trash for
some neighbors that had been missed on Friday.
Alderman Fuller — Nothing to report.
Alderman Cockrell — I loved the police video and feel it will be
really effective.
Alderman Milner — I enjoyed the parade in the neighborhood and
then trick or treating on Sunday too, all was a lot of fun. It is really
cool to be a part of the community and neighborhood that really
wants to be engaged, it is great to be living here in Riverside.
WORKSHOP SESSION City Administrator Koral opened the workshop session with the
review of the Public Safety Building Project layouts for each
department including the proposed budget and contingency
project ranges at low, medium, and high estimates. Policy
discussions regarding sidewalk gaps in residential neighborhoods
was held. With the 2020 census numbers and the
. exciting growth Riverside has experienced there is a need for
redistricting discussions, to improve balance among the three
wards. Options were shared through PowerPoint, the Board was

asked to review the options and that consideration of the changes
will be before the Board prior to the April 2022 Municipal Election
if possible.
MOTION TO ADJOURN Alderman Beck moved to adjourn the meeting at 8:28 p.m.,
second by Alderman Cockrell.
