HomeMy WebLinkAbout2009-02-10MINUTES SPECIAL MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, February 10, 2009 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in special workshop session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri. Mayor Rose called the meeting to order at 6:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Pam Darata, Mike Fuller, Bernie Bruns, Mark Salyer, Ron Super, and Dave Hurt. Also present were David Blackburn, City Administrator, Jane Henry, Executive Administration Assistant, Public Safety Chief Gregory Mills, Joe Bednar, Armstrong Teasdale Attorney, John McClelland, City Attomey, and Mike Duffy, Community Development Director. Long Range Planning and Mayor Rose outlined the purpose of the work session. She talked about the Vision Development 2006 Master Plan and the need to re-visit the plan and look at several key factors, i.e., major areas of the City targeted for development and development ideas and locations. Rose said one of the top priorities/needs expressed by citizens in the ETC Survey is for basic retail. Alderman Fuller said his priority for development is to redevelop downtown, namely Gateway. He suggested looking at Lee's Summit `s downtown redevelopment project. Alderman Darata wanted the look to be one of charm with a walkable, urban feel. She also proposed looking at educational opportunities. Fuller added that it is important to dare to be different and, in so doing, improve the level of the quality of downtown development. The development does not have to be market driven. Duffy said it may take incentives to get the desired results and the lots on Gateway would have to be repackaged to be a suitable size for modem development. Alderman Super mentioned several areas he would like to see redeveloped, including the 10-acre old lagoon site, which might be suitable for ball fields. Alderman Salyer favored focusing on the low hanging fruit, such as the replanting of trees that they have been talking about for some time and upgrading the care and quality of grounds maintenance. Alderman Bruns spoke of prettier landscaping through a streetscape plan. He also favored a library/museum located somewhere in the downtown area. Rose spoke of the Gatewoods project and asked about enhancing it. Duffy said he would provide an update on the water line on Gower at the next board meeting. Alderman Super said that all eleven lots available in Briarcliff's development east of Valley Lane have been sold. Duffy told the board that the management staff of Briarcliff Development, including Charles Garney, would like to be included in the discussion on the direction of the look of development in the City. Minutes 2/10/09 Page 1 Rose said she thought it was important to set a sense of place by upgrading the streetscape. Duffy said an RFQ had been published and that proposals had come in. He will bring the proposals to the next board meeting for selection. There is money in the budget for contract mowing. Alderman Fuller asked if the lineaz trail developed by Briarcliff was now being maintained by the City. Duffy responded that, even though it is pazt of the agreement with Briarcliff, it was not yet a reality. Fuller said that several of his constituents aze quite interested in the landscaping of the trail and have expressed interest in planting flowers along the trail themselves. Mayor Rose brought the discussion to Horizons. The board favored a quality, mixed use-project and was amenable to going on a field trip to look at other projects in the metro azea. Signature, stand alone stores such as Costco and Ikea were mentioned favorably and Rose said a steamboat museum or a tournament facility were possibilities. Creation of jobs is a high priority and Alderman Fuller said he wanted to limit the heavy truck traffic in the area. Duffy said that Platte County is looking for recreation opportunities in the south end of the county. Alderman Bruns and Duffy talked about going out to get developers and bringing them in. Duffy will talk with Platte County Economic Development Council about developing a tool kit to help with that initiative. Alderman Salyer suggested buying the old Quik Trip building and redeveloping that area. He also spoke in favor of developing a community garden for citizens. Super said he thought they could garden along the St. Joe Boulevard property. Alderman Fuller said that he favors using eminent domain when it is for the common good of the City and its citizens. City Attorney John McClelland said it is necessary to have a developer committed to a project where and when the power of eminent domain is exercised. Mayor Rose mentioned developing a Seniors' community. That idea was met with support by the board and members of the City that were present. Developers should be pursued for that project. Adjournment Alderman Fuller made a motion to adjourn and Alderman Bruns seconded. The 8:40 p.m. vote was: Yes: Aldermen Super, Salyer, Hurt, Dazata, Bruns, and Fuller. Motion carried.
