HomeMy WebLinkAbout2002-10-01Minutes of Regular Meeting of Board of Aldermen of City of Riverside, Missouri October 1, 2002 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall, of Riverside, Missouri, on October 1, 2002 at 7:30 p.m. Those in attendance were Mayor Betty Burch, Aldermen Burris, Looker, Darata, Legaard, Beard and Flaws. Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, John Jackson, City Engineer, Chief, Wylie Simpson and John McClelland, City Attorney's office. Minutes, September 10, 2002 Alderman Beard moved that [he minutes of September 10, 2002, be Approved approved, seconded by Alderman Bums, the vote was: Aye: Aldermen Burris, Flaws, Darata, Legaard, Beard and Looker. Motion carries. Minutes, September 17, 2002 Alderman Darata moved that the minutes of September 17, 2002, be Approved approved, seconded by Alderman Burns, the vote was: Aye: Aldermen Flaws, Darata, Legaard, Beard Looker and Bums. Motion carries. Minutes, September 24, 2002 Alderman Flaws moved that the minutes of September 24, 2002, be Approved approved as corrected, seconded by Alderman Legaard, the vote was: Aye: Aldermen Legaard, Beard, Looker, Darata, Flaws and Bums. Motion carries. Visitor comment Patti Jones, 500 NW Pawnee, Riverside, Mo said the back flow meter has been removed on the storm drain at the cul de sac on Pawnee and as a result the back flow meter test cannot be performed. John Jackson, City Engineer will investigate and if he discovers it needs to be replaced, the city will do so. Discussion regarding Grading Brian Ruoff, Warman Design Group spoke about the grading permit for Permit for Mastertech/ Ramsey Mastertech/Ramsey Motors. Motors Alderman Burns asked about the 2000 sq ft size of cut listed on the building permit. It was explained the cut is the area. Alderman Looker asked if Shafar, Kline & Warren and the Planning Commission had reviewed all information, David said, "Yes". Grading Permit for Mastertech/ Alderman Flaws moved to approve a grading permit for Ramsey Ramsey Motors, Approved Motors/Mastertech, 4357 NW Gateway (Lot 1&2, Renner Plaza 1), seconded by Alderman Burns and the vote was: Aye: Aldermen Burris, Flaws, Darata, Legaard, Beard and Looker. Motion carries. Public Safety Comments Chief Simpson said over two hundred Federal State and Local Law Enforcement Officers utilized the Community Center from 7:30 a.m. to 5:00 p.m., October 1S1 and 2nd and the topic being "Officers Injured or Killed in the Line of Duty" with an agent from the FBI- Missouri Post Group Training conducting the training. Several sponsors were mentioned. The Mayor and Board were invited to attend on Wednesday. Mayor Burch said she would try to be present. Municipal Court Report Alderman Looker moved to approve the Municipal Court Report for Approved September 2002, seconded by Alderman Darata and the vote was: Aye: Aldermen Legaard, Flaws, Darata, Beard, Looker and Burns. Motion carries. Rental Fee discussed for By unanimous decision, the board decided not to charge rent for the E.H. Young Riverfront Park shelter house at the E.H. Young Riverfront Park. Reservations Shelter House will still need to be completed at the City Hall. David announced a Public Notice ad had been placed for a meeting to take place in 90 days before the board of aldermen to introduce a Bill for the 2000 International Building Codes for Residential, Mechanical, Plumbing and Administrative Electrical codes. Three sets of the manuals are in the City Clerk's office for public use, examination and inspection. Discussion of proposed Alderman Looker asked if we were considering adopting the 2000 Resolution International Building Codes to lower the city's insurance. David said Insurance Services Office (ISO) would raise our rating if we continue to use the 1994 Codes and don't update to the 2000 International codes. Resolution to consider adopting Alderman Beard moved to approve a resolution to consider adopting the 2000 International Bldg. the 2000 International Building Codes and filing of copies in Codes, Approved conformance with State Statute Chapter 67, Section 67.280 Political Subdivision, Miscellaneous Powers, seconded by Alderman Bums, and the vote was: Aye: Aldermen Beazd, Flaws, Darata, Legaard, Looker and Bums. Motion carves. 2 Bill No. 2002-115 Alderman Darata moved to place Bill No. 2002-115 on its first reading, Payment of Bills said Bill authorizing the payment of certain indebtedness listed therein, seconded by Alderman Legaard, the vote was: Aye: Aldermen Looker, Flaws, Darata, Legaard, Beard and Burris, Motion carries. Ordinance No. 2002-115 Alderman Beard moved to place Bill No. 2002-115 on its second reading Approved and upon passage of same, become Ordinance No. 2002-115 seconded by Alderman Darata, the vote was: Aye: Aldermen Flaws, Darata, Legaard, Beard, Looker and Burris. Motion carries. Bill No. 2002-116 Approving the Site Survey Costs proposed by John F. Lutjen & Assoc, Inc. for Survey work related to con- struction of the PS Bldg Alderman Flaws moved to place bill No. 2002-116 on its first reading, said Bill approving the site survey costs proposed by John F. Lutjen & Associates, Inc. for survey work related to construction of the proposed Public Safety Facility in the City of Riverside, Missouri, seconded by Alderman Darata and the vote was: Aye: Aldermen Burris, Flaws, Darata, Legaazd, and Looker. Abstain: Alderman Beazd. Motion carries. Ordinance No. 2002-116 Alderman Burns moved to place Bill No. 2002-116 on its second reading Approved and upon passage of same, become Ordinance No. 2002-116 seconded by Alderman Darata and the vote was: Aye: Aldermen Legaazd, Looker, Dazata, Flaws and Burris. Abstain: Alderman Beard. Motion carries. Aldermen comments Alderman Bums asked why it took fifteen minutes to get water to the house that burned on 1905 NW 45`h Terrace. Chief Simpson said an officer driving by discovered the fire when it was in the defensive mode meaning no aggressiveness takes place, as the house was already too faz gone and was a total loss when the fire truck arrived at the scene. Chief Simpson said there aze 6" water supply lines fed by 4" water lines, giving no pressure. South Platte was called to "bump up" the water flow. Recess A brief recess was called at 8:10 p.m. Reconvene The Mayor and all Aldermen answered to roll call. Motion for Closed Alderman Beazd moved that the meeting go into closed session, Session at 8:20 p.m. pursuant to 610.021(1) Legal Issues, 610.021(2) Real estate and 610.021(3) Personnel Issues with the City Attorney; seconded by Alderman Dazata, and the vote was: 3 Aye: Alderman Beard, Darata, Burris, Flaws, Looker and Legaard. Motion Carries. Motion for Open Alderman Flaws moved that the meeting go into open session, Session seconded by Alderman Beard, and the vote was: Aye: Alderman Darata, Burris, Beard, Looker, Legaard and Flaws. Motion Carries. John said it would be about two more weeks before Pam Cook with Kansas City Power & Light Co. can give a dollar amount on burying utility lines on upper Gateway. Alderman Beard asked regarding the W. 50"' St. extension when can Kansas City Power and Light Co. do line relocations? John said we've been on the list for three months and we're up next for service.
