Board of Aldermen of City of Riverside, Missouri
November 5, 2002
A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the
City Hall, of Riverside, Missouri, on November 5, 2002 at 7:30 p.m.
Those in attendance were Mayor Betty Burch, Aldermen Burris, Looker, Dazata, Legaazd, Beard
and Flawa,
Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, John Jackson,
Ciry Engineer, Chief, Wylie Simpson and John McClelland, City Attorney's office.
Minutes, October 15, 2002 Alderman Darata moved that the minutes of October 15, 2002, be
Approved approved, seconded by Alderman Beard, the vote was:
Aye: Aldermen Burris, Flaws, Darata, Legaazd, Beazd and Looker.
Motion carries.
Minutes, October 22, 2002 Alderman Flaws moved that the minutes of October 22, 2002, be
Approved approved, seconded by Alderman Legaard, the vote was:
Aye: Aldermen Flaws, Dazata, Legaazd, Beazd, Looker and Burns.
Motion carries.
Building Permit- Rochelle Alderman Darata moved to approve granting Rochelle Legaard, 5011
Legaazd-5011 NW Merrimac NW Memmac a building permit for a replacement wall with keystone
Approved or Windsor blocks, seconded by Alderman Beazd, the vote was:
Aye: Aldermen Burris, Flaws, Dazata, Beazd and Looker.
Abstain: Alderman Legaazd.
Motion carries.
Building Permit- Debra Alderman Looker moved to approve granting Debra Snelling at
Snelling-4704 NW High Dr 4704 NW High Drive to have a new deck built, seconded by Alderman
Approved Dazata, the vote was:
Aye: Aldermen Bums, Flaws, Darata, Legaard, Beazd and Looker.
Motion carries.
Building Permit- Lesa Pazson Alderman Beard moved to approve granting Lesa Parson, 4443 NW
4443 NW Gateway Gateway to have installed EIFS on the front of the building, seconded
Approved by Alderman Flaws, the vote was:
Aye: Alderman Bums, Flaws, Darata, Legaazd, Beard and Looker.
Motion carries.
Grading Permit- Don Alexander Mike Flowers with Aylett Survey Co, 201 NW 72"d St, Gladstone, Mo
3403 NW Vivion Road explained the necessity for a grading permit at 3403 NW Vivion Rd.
Approved In order for Mr. Alexander's property to be in compliance with
a court order and all easement rights, the excess material must be
moved (slope modification) from the easement. Seeding will be done
and heavy vegetation is present.
Alderman Looker moved to approve granting a grading permit to Don
Alexander, 3403 NW Vivion Rd. conditioned on full compliance of all
Court orders and easement rights affecting [he property, seconded by
Alderman Darata, the vote was:
Aye: Aldermen Flaws, Dazata, Legaard, Beard, Looker and Bums.
Motion carries.
City Administrator Comment David informed the board of a letter sent to ICBO (International
Conference of Building Officials) asking For an extension of time in
adopting the updated building codes. He received a reply stating the
extension has been granted until March 2003.
City Engineer Comment John said the city is having to expedite the installation of the
storm sewers and boxes at the levee crossing and NW Gateway to
coordinate with the levee. Engineers should be done at the end of the
week or the first of next week and ready to go to bid. Work with the
blue print company is close to 100 per cent. Electronic blue print
process is being performed. All bids are sent by a-mail, as this is a trial
run. Bidders can still bid the conventional way.
50's Street Update The weather held up paving and the contractor will try to pave
Thursday if it is dry. A compaction test will be done on Monday. The
existing manhole was not in the place as shown on the plans.
The tree near NW Florence was removed as it was thought to be in the
right-of--way.
Public Safety Chief Simpson said on Wednesday five employees will travel to the
Leavenworth Justice Center.
Municipal Court Report Alderman Legaazd moved to approve the October 2002 court report
Approved seconded by Alderman, Flaws, the vote was:
Aye: Aldermen Flaws, Darata, Burris, Legaard, Beard and Looker.
Motion carries.
Software Alderman Legaazd moved to approve purchasing softwaze for inputting
for inputting permits permit information and possibly business licenses from "Black Bear"
and possible business costing $2,295.00 if ordered by November 15`h, seconded by
licensing, Approved Alderman Darata, the vote was:
Aye: Aldermen Burris, Flaws, Darata, Legaard Beard and Looker.
Motion carries.
Fifty-gallon hot water heater Alderman Looker moved to approve Gary Brenner to install a new fifty
and ductwork gallon hot water heater and duct work at the city's building at 3050 NW
Approved Vivion Road costing approximately $1,500, seconded by Alderman
Darata, the vote was:
Aye: Aldermen Bums, Flaws, Darata, Legaazd, Beazd and Looker.
Motion carries.
The heating system is being check into with the Fagan Company.
Bill No. 2002-122 Alderman Looker moved to place Bill No. 2002-122 on its first reading,
Payment of Bills said Bill authorizing the payment of certain indebtedness listed therein,
seconded by Alderman Burris the vote was:
Aye: Aldermen Looker, Flaws, Dazata, Legaard, Beazd and Burris,
Motion carries.
Ordinance No. 2002-122 Alderman Beazd moved to place Bill No. 2002-122 on its second reading
Approved and upon passage of same, become Ordinance No. 2002-122 seconded
by Alderman Flaws, the vote was:
Aye: Aldermen Flaws, Darata, Legaazd, Beazd, Looker and Burris.
Motion carries.
Bill No. 2002-123 Alderman Dazata moved to place bill No. 2002-123 on its first reading,
Ratifying the acceptance said Bill ratifying the acceptance of bids on $28,047,614.59, seconded
of bids on $28,047,614.59 by Alderman Beard, the vote was:
Aye: Aldermen Burris, Flaws, Dazata, Legaard, Beazd and Looker.
Motion carries.
Ordinance No. 2002-123 Alderman Beazd moved to place Bill No. 2002-123 on its second reading
Approved and upon passage of same, become Ordinance No. 2002-123 seconded
by Alderman Looker, the vote was:
Aye: Aldermen Flaws, Dazata, Legaazd, Beard, Looker and Burris..
Motion carries.
Bill No.2002-124 Alderman Beard moved to place Bill No. 2002-124 on its first reading,
Placing a 30-day moratorium said Bill placing athirty-day moratorium on the acceptance of
on applications for & issuance applications for and the issuance of building permits on modulaz units
of bldg. permits for modulaz (single family) in the City of Riverside, Missouri, seconded by
units (single family) Alderman Flaws, the vote was:
Aye: Aldermen Darata, Flaws, Looker, Legaard, Beard and Bums.
Motion carries.
Ordinance No. 2002-124 Alderman Beard moved to place Bill No. 2002-124 on its second reading
Approved and upon passage of same, become Ordinance No. 2002-124 seconded
by Alderman Darata, the vote was:
Aye: Aldermen Flaws, Darata, Legaard, Beard, Looker and Burris.
Motion tames.
Aldermen comments Alderman Burris mentioned the fire in the neighborhood recently
asking if information could be put in the newsletter as to how the fire
occurred. Chief Simpson said only certain information regarding fires
is published in the crime section of the Kansas City Staz.
Alderman Flaws mentioned overhanging rock slipping at the bottom of
the hill on Valley Lane. Mayor Burch said the building of the levee
should take caze of this problem. Larry Meyer with Public Works will
keep a watch on the slipping rock.
Recess A brief recess was called at 8:15 p.m.
Reconvene The Mayor and all Aldermen answered to roll call.
Motion for Closed Alderman Beazd moved that the meeting go into closed session,
Session at 8:25 p.m. pursuant to 610.021(1) Legal Issues, 610.021(2) Real estate and
610.021(3) Personnel Issues with the City Attorney; seconded by
Alderman Darata, and the vote was:
Aye: Aldermen Beard, Dazata, Burris, Flaws, Looker and Legaard.
Motion carries.
Alderman Darata moved to approve "no vertical wall" the retaining
concrete wall on each side of roadway at the levee by E.S.I., seconded
by Alderman Looker, the vote was:
Aye: Aldermen Dazata, Bums, Beard, Looker, Legaard and Flaws.
Motion carries.
