REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, December 7, 2021
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside. Missouri, on Tuesday.
December 7, 2021.
Mayor Rose called the meeting to order at 6:01 p.m. Those in attendance were. Mayor Kathy
Rose, Aldermen Jill Beck, Mike Fuller, Dawn Cockrell, and Sal LoPorto (by Zoom).
Aldermen Nathan Cretsinger and Rob Milner were absent.
Also present were City Administrator Biran Koral, City Clerk Robin Kincaid, City Planner Sarah
Wagner. Human Resources Manager Amy Strough, Fire Chief Gordon Fowlston, and City
Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Fuller moved to enter into closed session pursuant
CLOSED @ 6:01 P.M. to RSMo 610.021 (1) Legal Action and litigation, and RSMo
610.021 (2) Leasing, Purchase, or sale of real estate, RSMo
610.021(3) Hiring, firing, disciplining, or promoting a particular
employee, when personal information about the employee is
discussed. and RSMo 610.021 (13) Individually identifiable
personnel records, performance ratings or records pertaining to
employee or applicant for employment, second by Alderman
Cockrell.
Yes: Fuller. Cockrell, LoPorto, and Beck.
Motion carried 4-0.
MOTION TO ADJOURN Alderman Cockrell moved at 6:18 p.m. to adjourn closed
CLOSED @ 6:18 P.M. session with action taken, second by Alderman Beck.
Yes: Cockrell, Beck, LoPorto, and Fuller.
Motion carried 4-0.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at
7:00 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Dawn Cockrell, Jill Beck, Mike Fuller,
and Sal LoPorto (by Zoom).
Aldermen Nathan Cretsinger and Rob Milner were absent.
Also present were City Administrator Brian Koral, City Planner Sarah Wagner, City Clerk Robin
Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Police Chief Chris
Skinrood, Fire Chief Gordon Fowlston, Human Resources Manager Amy Strough, Finance
Director Nate Blum. and IT Manager Jason Ketter. Also present was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance

PUBLIC COMMENT None.
PRESENTATION Dr. Merri Beth Means, Assistant Principal Angie Doss, and
Special Education Teacher Kristine Douglas from English Landing
Elementary School along with their Therapy Dog Steve were all
in attendance to talk to the Board about Steve and how he helps
with the education at the school and after school at the "Beyond
the Bell" program that is partially funded by the City's annual
service agreement.
CONSENT AGENDA Alderman Beck moved to approve the consent agenda as
presented, second by Alderman Cockrell.
Yes: Beck, Cockrell, Fuller, and LoPorto.
Motion carried 4-0.
MINUTES OF 11-16-21 Alderman Beck moved to approve the minutes of the November
16, 2021, meeting, second by Alderman Cockrell.
Yes: Beck, Cockrell, Fuller, and LoPorto.
Motion carried 4-0.
MINUTES OF 11-30-21 Alderman Beck moved to approve the minutes of the November
30, 2021, meeting, second by Alderman Cockrell.
Yes: Beck, Cockrell, Fuller, and LoPorto.
Motion carried 4-0.
REGULAR AGENDA
PUBLIC HEARING Mayor Rose opened the public hearing at 7:09 p.m. to consider a
SUP — H15 Furniture special use permit for outdoor storage at 4304 NW Mattox Road,
in the City of Riverside, Platte County, Missouri.
City Planner Sarah Wagner addressed the Board on the reason
for the request, showing the location on map, and she reviewed
the input from the Planning and Zoning Commission. The
Planning and Zoning Commission recommended passage
unanimously. There were questions asked by the Board and it
was noted that the ordinance does require annual review of this
request. Mayor Rose asked for any further comments and hearing
none, she closed the public hearing at 7:18 p.m.
BILL NO. 2021-063 City Clerk Robin Kincaid gave first reading of Bill No. 2021-063.
SUP H15 Furniture Alderman Cockrell moved to accept first reading and place Bill
2021-063 on second and final reading, second by Alderman
Fuller.
Yes: Cockrell, Fuller, LoPorto, and Beck.
Motion carried 4-0.
City Clerk Kincaid gave second reading of Bill No. 2021-063.
Alderman Beck moved to approve Bill 2021-063 and enact
said bill as ordinance, second by Alderman Cockrell.
Yes: Beck, Cockrell, Fuller, and LoPorto.
Motion carried 4-0.

BILL NO. 2021-064 City Clerk Robin Kincaid gave first reading of Bill No. 2021-064.
Final Development Plan City Planner Sarah Wagner explained that this is the twenty acres
of land the City put out an RFP for bids and Block was awarded
the bid and want to put up an industrial building greatly mirroring
the Riverside Logistics 1.
Alderman Beck moved to accept first reading and place Bill
2021-064 on second and final reading, second by Alderman
Cockrell.
Yes: Beck, Cockrell, LoPorto, and Fuller.
Motion carried 4-0.
City Clerk Kincaid gave second reading of Bill No. 2021-064.
Alderman Beck moved to approve Bill 2021-064 and enact
said bill as ordinance, second by Alderman Cockrell.
Yes: Beck, Cockrell, Fuller, and LoPorto.
Motion carried 4-0.
RESOLUTION 2021-122 Alderman Cockrell moved to approve Resolution 2021-122
Bill Pay authorizing the expenditure of funds out of the City Treasury of the
City of Riverside for fiscal year 2021-2022 weeks ending
November 19`h, November 26th, and December 3rd in the amount
of $369,109.72, second by Alderman LoPorto.
Yes: Cockrell, LoPorto, and Fuller.
No: none
Abstain: Beck.
Motion carried 3-0-1.
CITY ADMINISTRATOR City Administrator Brian Koral shared a news video from Fox 4
News — "Pay it Forward" to thank Officer Aimee DiGeronimo for
her kindness, professionalism, and effort to help someone in
need. The $400 Pay It Forward gift was given to the FPAL Fund to
help families in Riverside. The annual Shop with a Cop was held
Sunday at Wal-Mart and we were able to help thirty-six children
from twenty-nine families. Today was the Senior Luncheon at the
Community Center. Yesterday was cooking and prep day and
then serving today. Police, Fire, and other staff members helped
both days. It was really nice to be able to have it back to our
traditional way this year and in person with 115 residents. Next
Wednesday will be the Celebrating Service Luncheon to honor
nine employees.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report.
FINANCE Nothing to report.
FIRE Fire Chief Gordon Fowlston reported that Santa Claus will be out
on the fire truck on December 15' &16t' around 5:30-8:30 p.m.
each evening.
POLICE Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION Mayor Kathy Rose complimented all staff for their efforts on event
so far. We have had beautiful weather to celebrate it all and
making it easier for many more to get out and attend. The picture
of the Welcome Plaza says it all, it is absolutely gorgeous, and
Tom and his crew have done an awesome job. When I went to
the Corner Café to return the hot cocoa containers, they even
complimented on all the trees being lit. The parks and all the other
areas you all have worked on and lit; it is all good. There is also
the Riverside Chamber Event next Thursday evening at Argosy.
Every event has been so enjoyable. I deeply appreciate
everyone's work and participation. Last week we attended the
PCEDC and honored Ranger Trophy at that luncheon.
BOARD OF ALDERMEN Alderman LoPorto — Nothing to report.
Alderman Cockrell — Nothing to report.
Alderman Beck — I also went to the tree lighting, it was very nice,
thank you to everyone. Public Works. I know it is a lot of work to
get all those lights up in the trees, thank you for all those efforts.

second by Alderman Cockrell.
