REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday. December 21, 2021
7:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri. on Tuesday.
December 21, 2021. There were no closed session items for this evening's meeting as
previously anticipated.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at
7:01 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Dawn Cockrell. Jill Beck, Rob Milner,
Sal LoPorto, and Nathan Cretsinger.
Alderman Mike Fuller was absent.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
Finance Director Nate Blum, City Clerk Robin Kincaid, City Engineer Travis Hoover, Police
Captain Gary McMullin, Fire Chief Gordon Fowlston, and Human Resources Manager Amy
Strough. City Attorney Paul Campo was also present.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
PRESENTATION Finance Director Nate Blum introduced Kristen Hughes and
June 30, 2021, Audit Report Rebeckah Box with RSM US LLP. Kristen reviewed the final audit
report letter to the Mayor and Board. The report states that the
auditing firm did not identify any significant errors. There were two
items that were actually reversing items found from last year. and
that it was a clean audit. The Board was given the opportunity to
ask questions that the auditor answered. Mayor Rose and the
Board of Aldermen thanked Nate and his team for their efficient
work.
CONSENT AGENDA Alderman Beck moved to approve the consent agenda as
presented, second by Alderman Milner.
Yes: Beck, Milner, Cretsinger, LoPorto, and Cockrell.
Motion carried 5-0.
MINUTES OF 12-07-21 Alderman Beck moved to approve the minutes of the December 7,
2021, meeting. second by Alderman Milner.
Yes: Beck, Milner, Cretsinger, LoPorto, and Cockrell.
Motion carried 5-0.

COURT REPORT Alderman Beck moved to approve the court report for the month of
November 2021, second by Alderman Milner.
Yes: Beck, Milner, Cretsinger, LoPorto, and Cockrell.
Motion carried 5-0.
RESOLUTION 2021-123 Alderman Beck moved to approve Resolution 2021-123
Bill Pay authorizing the expenditure of funds for fiscal year 2021-2022.
for weeks ending December 10th and December 17' in the
amount of $865,284.21, second by Alderman Milner.
Yes: Beck, Milner, Cretsinger, LoPorto, and Cockrell.
Motion carried 5-0.
REGULAR AGENDA
BILL NO. 2021-065 City Clerk Robin Kincaid gave first reading of Bill No. 2021-065.
Chapter 100 Bonds — Log 2 Community Development Director Mike Duffy explained the
location of this parcel, DoorLink Lot 4 and that it is 20-acres that we
are working with Block Real Estate for a purchase and sale
agreement to build about a 305,000 sq. ft. building. Megan Miller
with Gilmore and Bell and Curtis Holland with Polsinelli are here to
answer any questions you have regarding the Chapter 100 bonds.
Alderman LoPorto moved to place Bill 2021-065 on second and
final reading, second by Alderman Milner.
Yes: LoPorto, Milner, Cockrell, Beck, and Cretsinger.
Motion carried 5-0.
City Clerk Kincaid gave second reading of Bill No. 2021-065.
Alderman Milner moved to approve Bill 2021-065 and enact
said bill as ordinance, second by Alderman Cockrell.
Yes: Milner, Cockrell, Cretsinger, Beck, and LoPorto.
Motion carried 5-0.
BILL NO. 2021-066 City Clerk Robin Kincaid gave first reading of Bill No. 2021-066.
New Hire Fire — Gates Alderman LoPorto moved to accept first reading and place Bill
2021-066 on second and final reading, second by Alderman Milner.
Yes: LoPorto, Milner, Cretsinger, Cockrell, and Beck.
Motion carried 5-0.
City Clerk Kincaid gave second reading of Bill No. 2021-066.
Alderman Cretsinger moved to approve Bill 2021-066 and enact
said bill as ordinance, second by Alderman Milner.
Yes: Cretsinger, Milner, LoPorto, Beck, and Cockrell.
Motion carried 5-0.
BILL NO. 2021-067 City Clerk Robin Kincaid gave first reading of Bill No. 2021-067.
Amend Purchase Sale Agmnt Community Development Director Mike Duffy explained the need
for this amendment to the PSA for extension of time.
Alderman LoPorto moved to place Bill 2021-067 on second and
final reading. second by Alderman Milner.
Yes: LoPorto, Milner, Beck, Cretsinger, and Cockrell.
Motion carried 5-0.
City Clerk Kincaid gave second reading of Bill No. 2021-067.
Alderman Milner moved to approve Bill 2021-067 and enact
said bill as ordinance, second by Alderman Cockrell.

Motion carried 5-0.
RESOLUTION 2021-124 Community Development Director Mike Duffy explained that this
Street Name Change was a request by KC Current. These requests do not come
around often but is similar for Argosy and a few other examples
that wish the streets near a development to follow their branding.
Alderman LoPorto moved to approve Resolution 2021-124
changing the official name of NW Water Street to NW Teal Rising
Way within the City of Riverside, Missouri, second by Alderman
Cretsinger.
Yes: LoPorto, Cretsinger. Beck, Cockrell. and Milner.
Motion carried 5-0.
RESOLUTION 2021-125 City Engineer Travis Hoover reported that this request for
Trails Grant Request financial assistance for the Line Creek Trail Connector Phase 1.
Alderman Milner moved to approve Resolution 2021-125
authorizing approval of a financial assistance agreement with the
Missouri Department of Natural Resources for the recreational
trails program for funding of the Line Creek Trail Connector Phase
1, second by Alderman LoPorto.
Yes: Milner, LoPorto, Beck, Cretsinger, and Cockrell.
Motion carried 5-0.
RESOLUTION 2021-126 City Administrator Brian Koral stated that this is a regional art
Parade of Hearts Funding initiative in the Kansas City area and hearts will be placed in
specific areas, this is much like the Parade of Cows several years
ago.
Alderman LoPorto moved to approve Resolution 2021-126
approving a sponsorship in the Regional Public Arts Initiative. The
Parade of Hearts, second by Alderman Cockrell.
Yes: LoPorto, Cockrell, Cretsinger, Milner, and Beck.
Motion carried 5-0.
RESOLUTION 2021-127 Finance Director Nate Blum stated the details of this resolution
HBPA Assessments and that it is the annual assessment from Platte County.
Alderman LoPorto moved to approve Resolution 2021-127
approving the Horizons Business Park Assessment, second by
Alderman Milner.
Yes: LoPorto. Milner, Cockrell, Beck, and Cretsinger.
Motion carried 5-0.
CITY ADMINISTRATOR City Administrator Brian Koral reminded the Board that City offices
will be closed next Friday for Christmas and the next Friday for
New Year's. We are kind of wrapping up successful season the
began with the tree lighting, last week was the celebrating service
awards, and then we have the Upstream Story where Santa had a
child run out to greet Santa on the fire truck. There were storms
that we had to make accommodations around, but our team
continues to be resilient and diligent by adjusting their schedule
the next evening. Merry Christmas from our staff to the Board.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy announced the
exciting project that will be coming to town through Olsson and
Associates January 4-6, 2022. They will be coming to Riverside
and looking at design options, street scape options. and traffic
options, then we will have a joint conceptual meeting on January
5th, information will be sent to you soon.
ENGINEERING Nothing to report.
FINANCE Finance Director Nate Blum reviewed by PowerPoint presentation
with the November financial status with 42% of the year passed.
Budget discussions will begin next month.
FIRE Fire Chief Gordon Fowlston reviewed the Fire Department reports
of the October 2021 activities. Santa was a hit, the storms made it
tough Wednesday evening, but we made up for missed areas on
Thursday evening. Assistant Chief Taylor ran most of the smoke
calls that were due to the fires in Kansas, but raised man
concerns for residents. Mayor Rose responded that she
appreciates the Fire Department being out, helping in the
community as much as they do, they even came to help with
some heavy lifting of Santa's chair after the tree lighting, please let
them know I appreciate all they do.
POLICE Police Captain Gary McMullin reviewed the Police monthly
reports.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION Mayor Kathy Rose stated that the Riverside Chamber Christmas
Party at the Argosy was well attended and best one ever. Mike
Fuller, Jill Beck and I attended. I am very proud that Argosy is a
part of our community and hats off to them for all they do for our
community. I went to the NRCC final luncheon of 2021 it was a
very nice lunch and Tri-County's speaker was interesting and
helpful to guide businesses with ideas of what they can do to help
their employees through the challenges and stress of the COVID
pandemic. At the Riverside Chamber event I was able to speak,
giving a review and reflection of our past year and I received great
responses to the presentation. I hope everyone has a wonderful
Christmas and New Year. I am so proud of our team. Cheers to
2022!
BOARD OF ALDERMEN Alderman Cockrell — I am excited about the Parade of Hearts; my
best friend is getting to create a heart. Santa in our neighborhood
was great too.

Alderman Milner— I really appreciate and enjoyed the Shop with a
Cop a few weeks ago. I had the opportunity to meet and speak
with a lot of families. One woman even said that Riverside is the
best city she has ever lived in. There were so many positive
comments made from our residents about our Police and Fire
Departments and everything the City offers those that live here.
Alderman LoPorto — Thank you for Santa coming to our
neighborhood. I wish everyone a great holiday season!
Alderman Cretsinger— I really enjoyed the PCEDC luncheon I
attended. I wanted to thank my fellow board members and the
Mayor, for our ability to share and be open for the betterment and
for progress of the City. I echo the Mayor's thoughts on embracing
the positive changes within the Northland. I do have a question
regarding the mail delivery and service, if there has been any
response or feedback for our area. City Clerk Kincaid responded
to the post office concerns.
Alderman Beck— I want to thank the Fire Department for Santa
coming out. We have a lot of kids in our neighborhood, and they
love seeing Santa on the fire truck. The Chamber party was
wonderful, and I enjoyed the Mayor's comments and review of our
year. Thanks to everyone for their efforts for all the
accomplishments this year. especially ending with a professional
sport team in our city. Merry Christmas and Happy New Year.
MOTION TO ADJOURN Alderman Beck moved to adjourn the meeting at 8:06 p.m.,
second by Alderman Cockrell.
