R-2022-007 Endorsing Application to Platte County Commission for Funding under Parks and Recreation Outreach Grant Program
RESOLUTION NO. R-2022-007 A RESOLUTION APPROVING AND ENDORSING APPLICATION TO THE PLATTE COUNTY COMMISSION FOR FUNDING UNDER THE PARKS AND RECREATION OUTREACH GRANT PROGRAM, FUNDED BY THE COUNTY-WIDE DEDICATED PARKS AND RECREATION QUARTER-CENT SALES TAX WHEREAS, the County of Platte and the City of Riverside deem it a high priority to improve quality of life for all citizens through parks and recreation programs,and WHEREAS, the County Commission of the County of Platte seeks to support local parks and recreation efforts, create effective partnerships, and increase the level of cooperation between County government and cities, schools,and non-profit community service organizations within the county,and WHEREAS, the citizens of Platte County on August 4, 2020 approved a renewal of the dedicated quarter-cent sales tax for parks,recreation,and stormwater control for a period of ten(10)years,and WHEREAS, the County Commission of the County of Platte has developed the Parks and Recreation Outreach Grant Program, funded by the citizen approved quarter-cent county-wide sales tax,and WHEREAS, the City of Riverside wishes to make application to the County for consideration of the attached and completed Outreach Grant Program Application, and WHEREAS,the Board of Aldermen of the City of Riverside agree to comply with all program guidelines and requirements of said Outreach Grant Program if such application shall be funded by the County Commission, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE,MISSOURI,AS FOLLOWS: THAT the attached application is respectfully submitted for consideration by the County Commission. FURTHER THAT the Mayor, the City Administrator, and other appropriate City officials are hereby authorized to take any and all actions as may be deemed necessary or convenient to carry out and comply with the intent of this Resolution and to execute and deliver for and on behalf of the City all certificates, instruments, agreements and other documents, as may be necessary or convenient to perform all matters herein authorized. January 18, 2022 i ature Date Mayor City of Riverside Title Organization Page 1 of 10 Platte County Parks and Recreation Outreach Grant Program 2022 Project Agreement Project Sponsor: City of Riverside Name of Project: Linear Trail- Final Phase Approved Grant Reimbursement: $30,000.00 Special Conditions for Award: Platte County and the project sponsor mutually agree to perform this agreement in accordance with the terms outlined herein and as proposed in the grant guidelines and sponsor's application submission which are specifically incorporated into this agreement. 1. The project sponsor shall operate and maintain the project named in this Agreement in such a manner as to be open and available for use by the general public during regularly scheduled hours. The project sponsor shall also regularly advertise the availability of the project for use by the general public. If this project involves land acquisition,the project sponsor shall make the property available for public use in perpetuity. If the project involves capital improvements, the project sponsor shall make those capital improvements available for public use during the standard expected lifetime of the improvements, generally considered to be not less than 25 years. 2. The project sponsor shall comply with all applicable local, state, and federal laws including the Americans with Disabilities Act, the guidelines of the Consumer Product Safety Commission (CPSC) and American Society of Testing Materials (ASTM) and Missouri Prevailing Wage Laws for Platte County. 3. The project sponsor agrees to submit a final accounting report and copies of all invoices incurred for the project to the County and to provide program participation information as requested. 4. If during development the project sponsor finds that it is necessary to make changes to the approved project, the project sponsor agrees to notify and have the approval of the County in writing prior to execution of said changes. 5. The project sponsor shall permit access by the County to the project site for inspection purposes for compliance with this agreement. 6. The project sponsor agrees to include reference to Platte County and the Outreach Grant program on project signage if provided and/or promotional literature produced by the sponsor and to accept any additional 'identification signage from the County to be placed at the project site.
