REGULAR MEETING BY ZOOM
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, January 4, 2022
6:45 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
January 4, 2022.
Mayor Rose called the meeting to order at 6:45 p.m. All in attendance by Zoom were, Mayor
Kathy Rose, Aldermen Mike Fuller, Sal LoPorto, Dawn Cockrell, Nathan Cretsinger, and Rob
Milner.
Alderman Jill Beck was absent.
Also present by Zoom were City Administrator Biran Koral, City Clerk Robin Kincaid, Human
Resources Manager Amy Strough, Fire Chief Gordon Fowlston, and City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman LoPorto moved to enter into closed session pursuant
CLOSED @ 6:45 P.M. to RSMo 610.021 (1) Legal Action and litigation, and RSMo
610.021 (2) Leasing, Purchase, or sale of real estate, RSMo
610.021(3) Hiring, firing, disciplining, or promoting a particular
employee, when personal information about the employee is
discussed. and RSMo 610.021 (13) Individually identifiable
personnel records, performance ratings or records pertaining to
employee or applicant for employment, second by Alderman
Cretsinger.
Yes: LoPorto. Cretsinger, Milner, Fuller, and Cockrell.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Cockrell moved at 6:57 p.m. to adjourn closed
CLOSED @ 6:57 P.M. session with action taken, second by Alderman Cretsinger.
Yes: Cockrell, Cretsinger, Fuller, LoPorto. and Milner.
Motion carried 5-0.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at
7:05 p.m.
Those in attendance by Zoom were Mayor Kathy Rose, Aldermen Dawn Cockrell. Mike Fuller,
Sal LoPorto, Rob Milner, and Nathan Cretsinger.
Alderman Jill Beck was absent.
Also present by Zoom were City Administrator Brian Koral, Community Development Director
Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis
Hoover, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, Human Resources Manager
Amy Strough Finance Director Nate Blum, Capital Projects/Parks Noel Challis Bennion, and IT
Manager Jason Ketter. Also present was City Attorney Paul Campo.

PUBLIC COMMENT None.
CONSENT AGENDA Alderman Fuller moved to approve the consent agenda as
presented, second by Alderman Cockrell.
Yes: Fuller, Cockrell, Milner, LoPorto, and Cretsinger.
Motion carried 5-0.
MINUTES OF 12-21-21 Alderman Fuller moved to approve the minutes of the December
21, 2021, meeting, second by Alderman Cockrell.
Yes: Fuller, Cockrell, Milner, LoPorto, and Cretsinger.
Motion carried 5-0.
RESOLUTION 2022-001 Alderman Fuller moved to approve Resolution 2022-001
Bill Pay authorizing the expenditure of funds out of the City Treasury of the
City of Riverside for fiscal year 2021-2022 weeks ending
December 24' and December 31 st in the amount of $101,128.97.
second by Alderman Cockrell.
Yes: Fuller, Cockrell, Milner, LoPorto, and Cretsinger.
Motion carried 5-0.
RESOLUTION 2022-002 Alderman Fuller moved to approve Resolution 2022-002
MARC/APWA Update approving funding to the Mid-America Regional Council to assist
in updating the MARC/APWA Manual of Best Practices for
Stormwater Quality, second by Alderman Cockrell.
Yes: Fuller, Cockrell, Milner, LoPorto, and Cretsinger.
Motion carried 5-0.
REGULAR AGENDA
BILL NO. 2022-001 City Clerk Robin Kincaid gave first reading of Bill No. 2022-001.
Ensz & Jester Legal Counsel City Administrator Brian Koral reported to the Board about the
need to get legal counsel on board.
Alderman Cretsinger moved to accept first reading and place Bill
2022-001 on second and final reading, second by Alderman
Cockrell.
Yes: Cretsinger, Cockrell, LoPorto, Fuller. and Milner.
Motion carried 5-0.
City Clerk Kincaid gave second reading of Bill No. 2022-001.
Alderman Cretsinger moved to approve Bill 2022-001 and enact
said bill as ordinance, second by Alderman LoPorto.
Yes: Cretsinger, LoPorto, Cockrell, Milner, and Fuller.
Motion carried 5-0.
CITY ADMINISTRATOR City Administrator Brian Koral shared information regarding the
water tower and discussions on making it a productive part of the
MAW system. There will be more information shared in the
coming year. We are back on the Zoom format. earlier this week
our internal COVID Team met, we have had some positive cases
within our employees, so we have reinstituted a few of our earlier
restrictions, such as limiting cross departmental contact, we have
updated our procedures to match CDC guidelines.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy announced that
there will be students from around our region attending the Olsson
Design Studio Charrette, here in the morning to discuss the
Gateway and Vivion intersection with design concepts for
improvements of that area. We will have an opportunity to engage
with them. they will gain additional direction from those attending.
ENGINEERING Capital Projects / Parks Manager Noel Challis Bennion introduced
Jeff Bartley from Waters Edge Aquatic Design and he gave an
update on the pool project study and design options. He then
answered questions and showed projected budgeting for each
option. The online survey was discussed. and all were invited to
take it, if they have not already done so.
FINANCE Nothing to report.
FIRE Nothing to report.
POLICE Nothing to report.
PUBLIC WORKS Public Works Director Tom Wooddell reported that due to the
weather trash service will be on Saturday this week. Mayor Rose
thanked Public Works for the great work on the icy roads. Tom
said that his guys put in 15.5 hours and the ice was tough, they
did a great job.
LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION Mayor Kathy Rose is excited for the charrette tomorrow.

Alderman Fuller left the meeting at 8:10 p.m.

Alderman LoPorto — Nothing to report.
MOTION TO ADJOURN Alderman Cockrell moved to adjourn the meeting at 8:17 p.m.,
second by Alderman Milner.
Yes: Cockrell, Milner, LoPorto, and Cretsinger.
