REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, January 18, 2022
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
January 18, 2022.
Mayor Rose called the meeting to order at 6:03 p.m. Those in attendance were, Mayor Kathy
Rose, Aldermen Jill Beck, Mike Fuller, Dawn Cockrell, Nathan Cretsinger, Robert Milner, and
Sal LoPorto.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, HR Manager Amy
Strough, and Police Chief Chris Skinrood. City Attorney Paul Campo was present.
MOTION TO ENTER INTO Alderman Cretsinger moved to enter closed session pursuant
CLOSED @ 6:03 P.M. to RSMo 610.021 (1) Legal Action and litigation, and RSMo
610.021 (2) Leasing, Purchase, or sale of real estate, RSMo
610.021(3) Hiring, firing, disciplining, or promoting a particular
employee, when personal information about the employee is
discussed, and RSMo 610.021 (13) Individually identifiable
personnel records, performance ratings or records pertaining to
employee or applicant for employment, second by Alderman
Milner.
Yes: Cretsinger, Milner, LoPorto, Beck, Cockrell, and Fuller.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Milner moved at 7:01 p.m. to adjourn closed session
CLOSED @ 7:01 P.M. with action taken, second by Alderman Cockrell.
Yes: Milner, Cockrell, Fuller, LoPorto, Cretsinger, and Beck.
Motion carried 6-0.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at
7:06 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Mike Fuller, Dawn Cockrell, Jill Beck,
Rob Milner, Sal LoPorto, and Nathan Cretsinger.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
Finance Director Nate Blum, City Clerk Robin Kincaid, Public Works Director Tom Wooddell,
City Engineer Travis Hoover, Police Chief Chris Skinrood, Capital Projects/Parks Noel Challis
Bennion, Fire Chief Gordon Fowlston, Human Resources Manager Amy Strough, Firefighters
Scott Stubler, Devin Johnson, Tim Good, Joe Sapp, and Assistant Chief Jason Snarr. City
Attorney Paul Campo was also present.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.

CONSENT AGENDA Alderman Cretsinger moved to approve the consent agenda as
presented, second by Alderman Milner.
Yes: Cretsinger, Milner, LoPorto, Fuller. Cockrell, and Beck.
Motion carried 6-0.
MINUTES OF 01-04-22 Alderman Cretsinger moved to approve the minutes of the
January 4, 2022, meeting, second by Alderman Milner.
Yes: Cretsinger, Milner, LoPorto, Fuller, Cockrell, and Beck.
Motion carried 6-0.
COURT REPORT Alderman Cretsinger moved to approve the court report for the
month of December 2021, second by Alderman Milner.
Yes: Cretsinger, Milner, LoPorto, Fuller, Cockrell, and Beck.
Motion carried 6-0.
REGULAR AGENDA
RESOLUTION 2022-003 Alderman LoPorto moved to approve Resolution 2022-003
Bill Pay authorizing the expenditure of funds for fiscal year 2021-2022,
for weeks ending January 7th and January 14th in the amount of
$459,099.94, second by Alderman Cockrell.
Yes: LoPorto, Cockrell, Cretsinger, Milner, and Fuller.
No: none
Abstain: Beck.
Motion carried 5-0-1.
RESOLUTION 2022-004 Police Chief Chris Skinrood explained that our current K-9 has
Purchase Police Canine health issues that have required him to be taken out of service
after approximately seven years working for us. We are requesting
authorization to begin our search for a new canine and approval
for purchase, costs, and training.
Alderman LoPorto moved to approve Resolution 2022-004
approving the purchase of a police canine from F.M. K9, second
by Alderman Cockrell.
Yes: LoPorto, Cockrell, Fuller, Milner, Cretsinger, and Beck.
Motion carried 6-0.
RESOLUTION 2022-005 Capital Projects/ Parks Noel Challis stated that this is a resolution
Real Estate Conveyances accepting a permanent trail easement that will allow us to
complete the final phase of the Linear Trail and the developer is
donating this to the City.
Alderman LoPorto moved to approve Resolution 2022-005
accepting certain real estate conveyances from Woodland Place
Development, Inc., second by Alderman Beck.
Yes: LoPorto, Beck, Fuller, Cockrell, Cretsinger, and Milner.
Motion carried 6-0.

RESOLUTION 2022-006 Capital Projects/ Parks Noel Challis reported that this is sup-
Land & Water Fund Program porting the application for the pool and splashground project. Noel
reviewed the plan that will be presented with the application along
with the estimated costs. We are requesting $500,000.
Alderman Milner moved to approve Resolution 2022-006
approving and endorsing application to the Land and Water
Conservation Fund Program for funding of the Riverside Municipal
Pool and SplashGround Project, second by Alderman Cockrell.
Yes: Milner, Cockrell, LoPorto, Beck, Cretsinger, and Fuller.
Motion carried 6-0.
RESOLUTION 2022-007 Capital Projects/ Parks Noel Challis explained that this is sup-
Outreach Program Grant porting the application for the Linear Trail Project and we are
requesting $30,000.
Alderman Beck moved to approve Resolution 2022-007 approving
and endorsing application to the Platte County Commission for
funding under the Parks and Recreation Outreach Grant Program,
funded by the County-Wide Dedicated Parks and Recreation
Quarter-Cent Sales Tax, second by Alderman Cretsinger.
Yes: Beck, Cretsinger, Milner, Cockrell, Fuller, and LoPorto.
Motion carried 6-0.
RESOLUTION 2022-008 City Administrator Brian Koral gave history of the fire trucks and
Purchase Fire Rescue Pumper need and that it has been more than a decade since a purchase
like this.
Fire Chief Fowlston said that Chief Snarr and a committee of
firefighters did all the work on finding this truck and obtaining the
quote presented tonight and that pricing will be guaranteed until
February 1st, so this will be ordered as quickly as possible if
passed this evening. Questions were answered and then
Alderman Cretsinger moved to approve Resolution 2022-008
authorizing the purchase of a fire rescue pumper, second by
Alderman Milner.
Yes: Cretsinger, Milner, Beck, LoPorto, Cockrell, and Fuller.
Motion carried 6-0.
CITY ADMINISTRATOR Nothing to report.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report.
FINANCE Finance Director Nate Blum reviewed by PowerPoint presentation
with the December 2021 financial status with 50% of the year
passed and a very positive investments report.
FIRE Fire Chief Gordon Fowlston reviewed the Fire Department reports
of the December 2021 activities, noting that call volume is down,
and training hours are increased.

POLICE Police Chief Chris Skinrood explained the December 2021 report
is much the same as the previous month, but with the weather
change, there are usually increased issues. The year end totals
were reviewed as well. Neighborhood thefts continue to be a
concern.
PUBLIC WORKS Public Works Director Tom Wooddell stated that he had nothing to
report. Mayor Rose then referred to the Public Work Department
as the "Shining Star Department" and asked that those words be
passed on to the entire crew for such nice work during the ice and
snow events.
LEVEE BOARD City Engineer Travis Hoover announced that there is a meeting
tomorrow.
MAYOR'S DISCUSSION Mayor Kathy Rose wanted to thank Mike Duffy for the organization
of the charrette with Olsson. It was a joy to watch those students
come up with ideas for our community and it will help us as we
move forward toward our master planning process. We have MML
Legislative Conference in February and the trip to Jefferson City
for the gaming relicensing. We have exciting times ahead.
BOARD OF ALDERMEN Alderman Cretsinger— I want to mention a couple citizen concerns
in our neighborhood. One thing is a public safety issue that may
be handled much like the Police Department helped with speeds
in the Gatewoods area. The other thing involves communications
about the sidewalks and safety in our area that have been
discussed previously. Nathan read some Facebook posts
regarding speeds and the round-a-bout areas and would like to
have further discussions soon.
Alderman Beck — I am very excited about the new fire pumper
truck that will be purchased with some of the funds for the PS
Sales Tax. Will we be putting that out on social media, so
residents understand how we are using the funds. Also, thank
you to Public Works for all you do keeping our streets cleaned
when it snows, there is such a difference when I am driving and
enter KCMO, thank you so much.

Alderman Milner— Nothing to report.
Alderman LoPorto — Nothing to report.
BREAK TAKEN Mayor announced there would be a short break at 7:48 p.m.

WORKSHOP @ 7:58 p.m. Mayor Rose opened the workshop at 7:58 p.m. City Administrator
Brian Koral introduced Rick Kuhl with WSKF Architects. He
reviewed a PowerPoint presentation of projected renovations
and expansions. Time was given for questions and comments.
MOTION TO ADJOURN Alderman Milner moved to adjourn the meeting at 8:24 p.m.,
second by Alderman Cockrell.
Yes: Milner, Cockrell, Beck, Cretsinger, Fuller, and LoPorto.
