Minutes of Regular Meeting of Board of Aldermen of City of Riverside January 16, 2001 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall in Riverside, Missouri on January 16, 2001. Those in attendance were Mayor Betty Burch, Aldermen Andy Morse, Pam Darata, Ray Beard, Rochelle Legaard, Ray Beard and George Flaws. Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, Dick Winner, City Engineer, Wylie Simpson, Chief, Steve Crystal, City Administrator and John McClellan, City Attorneys office. Minutes, Dec. 28, 2000 Alderman Darata moved that the minutes of December 28, 2000 Approved be approved as corrected, seconded by Alderman Beard, the vote was: Aye: Ahdermen Darata, Legaard, Beard, Morse, Super and Flaws. Motion carries. Minutes, elan. 2, 2001 Alderman Morse moved that the minutes of January 2, 2001 be Approved approved, seconded by Alderman Flaws, the vote was: Aye: Aldermen Legaard, Beard, Super, Morse, Flaws and Darata. Motion carries. Minutes, Jan. 9, 2001 Alderman Flaws moved that the minutes of January 9, 2001 be Approved approved, seconded by Alderman Darata, the vote was: Aye: Aldermen Flaws, Morse, Super, Legaard, Darata and Beard. Motion carries. Comments on new City Hail David Blackburn, City Administrator mentioned progress on the new City Hall is up to date. Alderman Super said progress on the new City Hall has been made as agreed to with contractors. He's very pleased with the design and finished look. A joint etTort has been put into the design and he is overall pleased. Presentation by Larry Kinser, Larry Kinser, General Manager with Argosy presented the Board General Manager, Argosy of Aldermen with a check in the amount of $3,418,543.00 the annaai payment to the City as agreed to in the contract. Presentation by members Sandra Aust, Board of Commissioners, Kansas City Parks and of the Kansas City Parks & Rec- Recreation along with Carolyn Rasko, Assistant Superintendent of reation Commissioner Recreation and Trish Schurkamp, Assistant Director Curator gave 1 Y a presentation on Line Creek's archeological sites and its future plans. Professional consultants will be studyingthe sites for three days, March 1416 examining pieces and giving advice on taking care of artifacts now in the Park's possession and to embrace the vision for a new museum. The Parks Department would like a donation for the services of the Professional Consultants. Mayor Burch read a letter from Gary Brenner explaining all of the sites and endorsing the donation. Contribution to the KC Alderman Morse moved to approve a contribution to the Kansas Parks & Recreation City Parks and Recreation for $2,400 to sponsor meals for the for $2,400 consultants with the Hopewell Consultation Conference scheduled for March 1416, seconded by Alderman Darata, the vote was: Aye: Aldermen Super, Darata, Legaard, Morse, Beard and Flaws. Motion carries. Dick Winner, City Eng. Dick said there would be some right-of--way taking, but most are speaks on right-of--way temporary easements. He said the Federal Government requires acquisition for NW Gateway acquisition otright-of-way easements and appraisals. Rd & NW Vivian Rd project Mayor Burch would like the matter tabled until the first meeting in February. At the meeting; West Platte and NW Gateway engineering design contracts will be diseased. NW Gateway and NW Vivion Alderman Darata moved to table the NW Gateway and NW Vivion Rd. intersection project Rd. intersection project discussion until the first meeting in discussion tabled February, seconded by Alderman Beard, the vote was: Aye: Aldermen Super, Morse, Darata, Legaard, Beard and Flaws. Motion carries. Household Hazardous The Household Hazardous Waste Mobile unit will be at mobile unit in Riverside, October 27t°. City Administrator David will attend the annual training session with MARCTI' in Comments Huntington Basch, California, March 1416"'. Mayor Burch read the furniture review given from different companies. No action taken. Chief Simpson's comments The Chief announced the ladder truck is on achedale. He mentioned there had been complaints since the stop sign has been removed by the Missouri District of Transportation at Argosy Parkway and Tallison Road. They are trying to standardize the intersection, but he feels this is not safe. City Engincer, Dick Winner has written a letter to MoDot regarding the matter. Chief Simpson will visit with the Manager at the Post Office re~arding placement of a stop sign at the North driveway on NW 50 Street. Dick talked about Mr. Burd's driveway at 4947 NW High Drive saying it can be modified by rdluciag it and pouring new concrete at the approach. Mayor Burch said this could be reviewed again in the Spring and possibly fixed with two other residents' problems and have one contractor fix all. The Board will have a work session on Monday, January 22nd at 7 p.m. Bill No. 2001-06 Alderman Beard moved to place Bill No. 2001-06 on its first Payment of Bills reading, said Bdl authorizing the payment of certain indebtedness listed therein, seconded by Alderman Legaard, the vote was: Aye: Aldermen Flaws, Super, Darata, Beard, I.egaard and Morse. Motion carries. Ordinance No. 2001-06 Alderman Darata moved to place Bill No. 2001-06 on its second Approved reading and upon passage of same, become Ordinance No. 2001-06, seconded by Alderman Beard, the vote was: Aye: Aldermen Sailer, Darata, Beard, I.egaard and Morse and Flaws. Motion carries. Bdl No. 2001-07 Alderman Darata moved to place B~71 No. 2001-07 on its first Ratifying the Acceptance reading, said Bill ratifying the acceptance of bids on of bids on $6,780,899.87 $6,780,899.87, seconded by Alderman Morse, the vote was: Aye: Aldermen Dsrsta, Legaard, Morse, Beard, Super and Flaws. Motion carries. Ordinance No. 2001-07 Aldermaa Flaws moved to place Bdi No. 2001-07 on its second Approved reading, and upon passage of same become Ordinance No. 2001-07, by seconded by Alderman Beard, the vote was: Aye: Aldermen Super, Morse, Darata, legaard, Beard and Flaws. Motion carries. Bill No. 2001-08 Alderman Darata moved to place Bill No. 2001-OS on its first Amending the Mun. Code reading, said Bill amending the municipal code of the City of by adding Sec. 200.050 Riverside by adding Sea 200.500 of relating to reporting relating of various incident report by the Public Safety Department, seconded by Alderman Beard, the vote was. Aye: Aldermen Morse, Darata, Legaard, Beard and Flaws and Super. Motion carries. Ordinance No. 2001-OS Alderman Flaws moved to place BiII No. 2001-OS on its second Approved reading, and upon passage of same become Ordinance No. 2001-08, by seconded by Alderman Beard, the vote was: Aye: Aldermen Darata, Legaard, Beard, Flaws, Morse and Super. Bill No. 2001-09 Amending Title II of the Mun. Code, Chapt. 210 relating to offenses concerning morals and safety Motion carves. Alderman Morse moved to place Bill No. 2001-09 on its first reading, said Bill amending Title II of the Municipal Code of the City of Riverside, Chapter 210 relating to offenses concerning morals and safety, seconded by Alderman Darata, the vote was: Aye: Aldermen Flaws, Darata, Legaard, Beard, Morse and Super. Motion carries. Ordinance No. 2001-09 Alderman Beard moved to place Bill No. 2001-09 on its second Approved reading, and upon passage of same become Ordinance no. 2001-09, seconded by Alderman Morse, the vote was: Aye: Aldermen Darata, Legaard, Beard, Morse, Super and Beard. Motion carries. Bill No. 2001-10 Alderman Darata moved to place Bill No. 2001-10 on its first Amending the Mun. Code reading, said Bill amending the Municipal Code of the City of by adding Sections to Art. II Riverside by adding Sections to Article II, Chapter 210, related to Chapt. 210, related to P.S. Public Safety and Protection, seconded by Alderman Morse, the & protection vote was: Aye: Aldermen Legaard, Beard, Morse, Sailer, Flaws and Darata. Motion carries. Ordinance No. 2001-10 Alderman Morse moved to place Bill No. 2001-10 on its second Approved reading, and upon passage of same become Ordinance No. 2001-10, seconded by Aldermen Beard, Morse, Super, Beard, Legaard and Darata. Aye: Aldermen Beard, Morse, Flaws, Super, Darata and Legaard. Motion carries. Bill No. 2001-12 Amending Art. III of the Mun. Code Chapt. 305, See 305.020 by adding certain provisions to Chapt. 305, Sec. 305.060 Alderman Beard moved to place Bill No. 2001-12 on its Tirst reading, said Bill amending Article III of the Municipal Code of the C5ty of Riverside, Missoari, Chapter 305, Section 305.020 by adding certain provisions thereto and farther amending Chapter 305 by adding Section 305.060, seconded by Alderman Morse, the vote was: Aye: Aldermen Morse, Super, Flaws, Legaard, Darata and Beard. Ordinance No. 2001-12 Alderman Morse moved to place Bill No. 2001-i2 on its second Approved reading, and upon passage of same become Ordinance No. 2001-12, seconded by Alderman Flaws, the vote was: Aye: Aldermen Flaws, Super, Morse, Beard, Darata and Legaard. Motion carries. Bill No. 200(1-11 Alderman Morse moved to place Bill No. 2001-11 on its first Amending Title III of the Mun. reading, said Bill amending Title III of the Municipal Code of the Code, Chapt. 395, Sec. 385.140(A) relating to maintenance of financial responsibr7ity for motor vehicles Ordinance No. 2000-i1 Approved Bill No. 2001-13 Approving the execution of an agreement for con- sulting services of Universal Construction City of Riverside, Missouri, Chapter 395, Section 385.140(A) relating to maintenance of financial responsibility for motor vehicles, seconded by Alderman Flaws, the vote was: Aye: Aldermen Super, Flaws, Morse, Darata, Legaard and Beard. Motion carries. Alderman Morse moved to place Bill No. 2001-11 on its second reading, and upon passage of same become Ordinance No. 2001-11, seconded by Alderman Darata, the vote was: Aye: Aldermen Flaws, Morse, Darata, Legaard, Beard and Super. Motion carries. Alderman Beard moved to place Bill No. 2001-13 on its first reading, said Bill approving and authorizing the execution of an agreement for consaiting services with Universal Construction, Ina, seconded by Alderman Morse, the vote was: Aye: Aldermen Morse, Darata, Legaard, Beard, Super and Flaws. Motion carries. Ordinance No. 2001-13 Alderman Flaws moved to place Bill No. 2001-13 on its second Approved reading, and upon passage of same become Ordinance No. 2001-13, seconded by Alderman Morse, the vote was: Aye: Aldermen Darata, Legaard, Beard, Super, Flaws and Morse. Motion carries. Alderman Darata mentioned the trash in the City along the streets, in the ditches and would like to see it picked up. Alderman Super said the trss6 pick up the first day went we1L Only two cans were noticed in the streets. Recess A brief recess was called at 8:55 p.m. Reconvene All Aldermen and the Mayor responded to roll call and the meeting recoevened at 9:05 p.m. Motion for Closed Session Alderman Flaws moved that the meeting go into closed session pursuant to Y2SMo 610.021(1) Legal issues, RSMo 610.021(2), Real Estate, RSMo 610.021(3], Personnel Isaues with the Attorney, seconded by Alderman Beard, the vote was: Aye: Aldermen Super, Darata, Morse, Legaard, Beard and Flaws. Motion carries. Motion for Open Session Alderman Darata moved that the meeting go into open session, seconded by Alderman Super, the vote was: Aye: Aldermea Darata, Morse Legaard, Beard, haws and Super.
