Riverside Coainlunity Center
Bucher, Willis & Ratliff furnished display boards showing the proposed street
improvements, property boundaries, right-of-ways and easements. An attendance list,
project handouts, and comment forms were also handed out. Tape recorders were furnished
for those who wished to make a verbal comment. The design plans were also available to
help answer mono detailed questions.
After reviewing the handouts and viewing the display boards the attendees asked questions
of representatives of Bucher, Willis & Ratliff and the City Engineer. Their concerns were
discussed at the meeting and they were also encouraged to leave written or verbal .

Comment or Concern:
Mr. Dowd is concerned about losing the parking along the shoulder of the street 811 the
way along the property. He is specifically concerned with the trucks that cuaetltly park in
front of the office to inquire about whcrc to unload their shipment which he says is an
average of about once per day for about f -2 minutes duration. These trucks will then back
into either of the two driveways as there is no room for them to tum around once mey
enter the yard. He wants to have a parking lane for these trucks along the street in front of
the buildings.
Response: Due to inadequate space between. the proposed street and the buildings, it is
not practical to ~ovide a lane here for truck parking. In order for a parking lane to be
included. the sidewalk would have to be eliminated, which would savenly itnpaet the
effort to include foot traffic along the 6111 length of the street improvements.
Riverside I?UblicSafety Officer, Chief Wylie Simpson, says that, although it will be
technically unlawful to pazk oa this proposed street, the 1oca1 police department would
not have a problem with trucks parking there for a few minutes to get instructions ss long
as they were not causing a traffic probleat_ He added that they would not permit any
loading, unloading or customer parking there.
BWR recommends that ao changes be made to the proposed improvements. Future
options the owner:nay have include I) acquiring additional property on. the north side or
2) the possibility of adding a new entrance onto Ytiverway Blvd. on the south side of the
property. Both of these options may allow better traffic flow for trucks through the yard.

Mr. Potter wears to make sure at Ieast 1 Iane of the driveway is kept open to the public at
all times dutiag library hours. Fie is also concerned about the grade of the driveway.

will become oven steeper. They saggcsted moving the driveway further to the cast if it
would he as improvement.
Response: The contractor will be repaired to maintain access to alI of the businesses
during canstruction_
?he current driveway slope is approximately 11 % at its steepest point The ptc~posed
driveway reconstructed in its current locatioa will maintain the same maximum slope of
11%. The APWA maximum tecomtnended slope outside the right-of--way is 15~v, so we
are weal within the design criteria here. After reviewing the cross-sections, it was
determined that there would be no advantage to moving the driveway to the east as the
grade at those Iocadions would be just as steep.

Comment or Concern:
Ms. Myer is concerned about access to the parking in front of the building housing seven
small offices. She sees no need for a sidewalk on bar side of the street and trqueaW roll
over type curbs along the sweet in front of her building. She is concerned about loosing
all of the parking for these offices. Ms. Myer also had questions oa the width of the
proposed driveways, distance from the ptt~posed street and sidewalk to the building and
so-forth, because the map was printed in metric units and she wants to know the distance
in feet. She was concerned that the drainage between the building and the street was not
going to be properly taken care of. Contractors working on previous construction on
Riverside Street caused damage to the pavement at the west end of the property. Ms Myer
wants the City to resurface this lot in return for any cotlstructioa easement invlovit~g tine
Gateway Road improvements.
Response: R sketch was pt+epaned showing the distances converted into feet for the
clearances is question. In order for access to tranain along the entire Iength of the
building. the sidewalk would have to be eliminated, which would severely impact the
effort to include foot traffic along the full length of the street improvements.
The existing pavement along the front of the building is almost entirely within existing
City right of-way. ALso, this remaining pavement between the proposed sidewalk and the
building would be inadequate for standard parking maneuvers, For these reasons, new
sidewalks are being provided for access to the parking areas on the east and west ends of
the building. The cxiating pavement between the sidewallc and the building will be
removed and replaced with sod so that it can be easily maintained. This area would be an
excellent area for landscaping by the City, which we believe, would further improve the
value of the property.
The Ciry will need to address the request to resurface the Iarge parking area at the west
end of the building, which is outside the scope of this project-

Mr. Rule is concerned that the proposed street layout eliminates his access to NW
Gateway Road. He would like to have a route to get to the street here even though it may
require crossing throu~r the adjacent parking lot on another property-
Response: The geometry of the proposed intersection of NW Gateway Road and NW
Vivian Road together with the location of the property on the comer of the intersection,
makes it unsafe to locate a driveway for this property dineetJy onto ]VW Gateway Road.
However, we have come up with a solution to the problem that involves the Corner Cafe
to sharing an access with the property directly to the south. FiIger Oil Company owns this
property, which is currently vacant
The driveway for the adjacent property was moved north closer to the property line and
will sern bath Filger Oil Company and Corner Cafe. An outlet has been added between
the two properties to allow Corner Cafe traffic access to the driveway. A sketch has been
made showing this proposed arrangement.
Since Corner Cafe traffic will need to pass onto Filgcs Oil Company property, Filger Oil
Company will need to grant Corner Cafe an "Tngress/Egress Easement." BWR
recommends this be done in the form of a writteA legal document between the two
property owners and filed with the Cot2ary Register of Deeds. The attached sketch shows
the driveway/entrance layout and the repaired "IngressJEgress Basement "

Mr. Brenner owes property on Riverview Road just west of Deb's Diner. This street is a
dead end that is aoeeBSed from the "out thru" on tfte NW corner of the intersection of NW
Gateway Road and NW Vivion Road. lie was concerned that with the proposed layout of
the intersection, he would not have access to his property. He noticed that the "cut thcu"
had baen blocked off on the north end and he was assuming it would remain a one way
sR eel and he would sot be able to come northbound to Riverview 5tree[ to his house.
Response: With the intersection improvements, it is planned to eliminate the "cut thtu"
and modify it so that it is used as local access only, To do this the north card was tnodifted
to become an entrance to Deb's Dinar only. The south portion of the original "cnt tbru°
will be widened to allow 2-way traffic to serve the residences on Riverside Stnx-t and to
provide a south entrance to Deb's Dinar. This will become an extension of Riverview
Street and is already inside of City rigbt-of-way. Attached is a sketch showing the layout
of this street.
