HomeMy WebLinkAbout2022-02-15 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, February 15, 2022 7:00 p.m. Mayor Pro Tern Jill Beck called the Regular Session Meeting to order at 7:02 p.m. Those in attendance were Mayor Pro Tern Jill Beck, Aldermen Mike Fuller, Rob Milner, and Sal LoPorto. Mayor Kathy Rose and Aldermen Nathan Cretsinger and Dawn Cockell were absent. Also present were Finance Director Nate Blum, City Clerk Robin Kincaid, Public Works Director Torn Wooddell, City Engineer Travis Hoover, Police Chief Chris Skinrood, Fire Marshal Keith Payne, Human Resources Manager Amy Strough, and IT Manager Jason Ketter. City Attorney Paul Campo was also present. PLEDGE OF ALLEGIANCE Mayor Pro Tern Beck led the Pledge of Allegiance. PUBLIC COMMENT None. CONSENT AGENDA Alderman LoPorto moved to approve the consent agenda as presented, second by Alderman Milner. Yes: LoPorto, Milner, Beck, and Fuller. Motion carried 4-0. MINUTES OF 02-01-2022 Alderman LoPorto moved to approve the minutes of the February 1, 2022, meeting, second by Alderman Milner. Yes: LoPorto, Milner, Beck, and Fuller. Motion carried 4-0. COURT REPORT Alderman LoPorto moved to approve the court report for the month of January 2022, second by Alderman Milner. Yes: LoPorto, Milner, Beck, and Fuller. Motion carried 4-0. RESOLUTION 2022-014 Alderman LoPorto moved to approve Resolution 2022-014 Home Docks Dues approving an invoice from the Missouri Home Dock Cities Association regarding dues for lobbyist and marketing services, second by Alderman Milner. Yes: LoPorto, Milner, Beck, and Fuller. Motion carried 4-0. 1 REGULAR AGENDA RESOLUTION 2022-013 Alderman LoPorto moved to approve Resolution 2022-013 Bill Pay authorizing the expenditure of funds for fiscal year 2021-2022, for weeks ending February 4th and February 11" in the amount of $316,307.15, second by Alderman Milner. Yes: LoPorto, Milner, and Fuller. No: none Abstain: Beck. Motion carried 3-0-1. RESOLUTION 2022-015 Alderman LoPorto moved to approve Resolution 2022-004 Opposition to VLTs opposing the purchase, construction and/or operation of illegal gaming facilities, devices that are not subject to the same constitutional and statutory restrictions imposed on Missouri's existing licensed riverboat gambling facilities, second by Alderman Milner. Yes: LoPorto, Milner, Beck, and Fuller. Motion carried 4-0. RESOLUTION 2022-016 Finance Director Nate Blum explained the cost savings from the Purchase Smart Pro Tech original bid that was negotiated for the firewall/gateway/security project for all city IT equipment. Alderman Milner moved to approve Resolution 2022-016 approving the purchase from Smart Pro Technologies, LLC for equipment and services related to the Firewall/Gateway/Security Project and approving a related agreement, second by Alderman LoPorto. Yes: Milner, LoPorto, Fuller, and Beck. Motion carried 4-0. CITY ADMINISTRATOR Nothing to report. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING City Engineer Travis Hoover reported that curb replacement project will be going again soon in the High Drive, High Drive Terrace, Hillside and South Drive area, the small lot project on 40' Street will have a bid packet to you at the next meeting or two to get that project underway, and the same for 41st street and Horizons Parkway streetlight project. FINANCE Finance Director Nate Blum reviewed by PowerPoint presentation with the January 2022 financial status with 58% of the year passed and fund balances to this point. FIRE Fire Marshal Keith Payne reported that their department had been keeping busy, status quo, no major issues, and their monthly report is in the packet for review. 7 POLICE Police Chief Chris Skinrood explained the January 2022 report shows substantially lower numbers than last month, not sure why, but we will see what happens with the February numbers. It was announced last week that Officer Madison Crowdes was selected to be the next K-9 Officer. There was a dog purchased last week and we are in the naming phase now. She leaves the next two weeks and will be gone 6 weeks for training. Questions were answered from the Board about the new dog and various theft issues. PUBLIC WORKS Public Works Director Tom Wooddell announced that his crew is preparing for this week's snow event. Next week is President's Day, so trash will be pushed back to Saturday. We hope that it will not be pushed this Saturday, but that will depend on the snow. As soon as something is known, Robin will be getting it on the website. There was a discussion of possible commingling of trash and recycle by our trash company, and Tom assured the Board that he will visit with the company regarding this issue. LEVEE BOARD City Engineer Travis Hoover reported that the West Creek Crossing under 1-635 is back underway and probably about halfway through. He also answered questions from the Board. MAYOR'S DISCUSSION No report. BOARD OF ALDERMEN Alderman Milner— Nothing to report. Alderman LoPorto — Nothing to report. Alderman Fuller— Nothing to report. Alderman Beck— Nothing to report. MOTION TO ADJOURN Alderman Fuller moved to adjourn the meeting at 7:16 p.m., second by Alderman Milner. Yes: Fuller, Milner, LoPorto, and Beck. Motions carried 4-0. • Robin Kincaid, City Clerk 3
