Those in endance were Mayor Betty Burch, Aldermen Andy Morse, Pam Darata, Ray Beard, Rochelle I~egaard, Ray Beard and George Flaws. Also pres t were David Blackburn, City Administrator, Louise Rusick, City Clerk, Wylie Simpson, olive Chief, John McClellan, City Administrator's Office. Minutes, January 16, 2001 Alderman Darata moved that the minutes of January 16, 2001, be Approved approved as corrected, seconded by Alderman Morse, the vote was: Aye: Aldermen Darata, Legaard, Beard, Morse, Super and Flaws. Motion carries. Building Permit/ ecial Use Several issues need to be addressed and John McClellan, will Permit Tabled for location prepare a list for Baljit Singh and Harmit Singh, 10900 65'~ Ten. 1914 NW Platte oad Apt.101, Shawnee, Kansas 66203. Alderman Morse moved to table request for approval of a Building Permit and Special Use Permit at 1914 NW Platte Rd. (approved by the Planning Commission on January 25m) until Feb. 20m at the seconded by Alderman Darata, the vote was: Aye: Aldermen Darata, Legaard, Beard, Morse, Super and Flaws. Motion carries. Building Pernut Alderman Morse moved to approve a Building Permit for Larry 2501 NW Platte Rd. Tsevis, 409 W. Locust, Blue Springs, Mo. for Larry's Nursery at Larry's Nursery 2501 NW Platte Road with the condition of receiving a letter Approved from Mr. Tsevis' architect, Michael Jansch, Jansch, Slaggie Architects using one time substantial improvement in flood plain area, foundation plans and structural details, seconded by Alderman Darata, the vote was: Aye: Aldermen Darata, Legaard, Beard, Morse, Super and Flaws. Motion carries. Special Use Permit Alderman Flaws moved to approve a Special Use Permit for Approved for 2501 NW Larry Tsevis, Larry's Nursery, 2501 NW Platte Rd, seconded by Platte Rd., Larry's Nursery Aldem~an Darata, the vote was: Aye: Aldermen Legaard, Beard, Morse, Super, Flaws and Darata. Motion carries. Public Safety Report Chief Simpson said Officer Skinrood would take the ladder truck to Columbia, Mo. on Thursday for Fire School and return on Friday afternoon. City Administrator David mentioned a letter received from the Dept. of Natural Comments Resources regarding proposed monuments that benefit land surveying, engineering, mapping, and any type of activity that requires precise locational data. City to enter into contract Alderman Morse moved to approve the City entering into a with DNR for Geographic contract with the Missouri Department of Natural Resources to Reference System render services to provide geodetic survey monuments that Approved benefit land surveying, seconded by Alderman Darata, the vote was: Aye: Aldermen Super, Morse, Darata, Legaard, Flaws and Beard. Motion carries. An Ordinance for the above will be prepared for the next meeting. Web Site discussion took place. David received information from Infokwik regarding the cost to design a web page for the City. The Board will investigate the web sites Infokwik has installed and discuss at the next meeting. Recycling The Mayor suggested a survey be taken in the City for recycling. Municipal Court Report Mayor Burch presented the Municipal Court Report for January. Aldermen Comments Alderman Darata would like to see K.C. Kids surrounding area to be cleaned up. Dwight Flowers, Codes Enforcement Officer will investigate. She also said she had talked with people that said they would like to see more lighting around Argosy. Alderman Super mentioned Deffenbangh, Ind. trash pick up had gone well, most all cans were set upright. The Jones' at 901 NW Navajo were being treated as a "special pick up." Mayor Burch and Alderman Super talked about their visit to investigate the styles of floodgates available. Recess A brief Recess was called at 8:55 p.m. Reconvene All Aldermen and the Mayor responded to roll call and the meeting reconvened at 9:05 p.m. Furniture Discussion for Roberta Proctor, Hcefer, Wysocki Architects and Dennis Varble, new City Hall discussion Universal Construction explained all changes in the furiture selection and costs associated. Furniture Approved Alderman Super moved to approve furniture cost $108,101.54 for New City Hall for new furniture for the New City Hall, seconded by Alderman Flaws, the vote was: Aye: Aldermen Super, Legaard, Beard, Super and Flaws. No: Alderman Morse. Motion carries. Bill No. 2001-18 Alderman Beard moved to place Bill No. 2001-18 on its first Payment of Bills reading, said Bill authorizing the payment of certain indebtedness listed therein, seconded by Alderman Flaws, the vote was: Aye: Alderman Morse, Super, Flaws, Darata, Legaard and Beard. Motion carries. Ordinance No. 2001-18 Alderman Super moved to place Bill No. 2001-18 on its second Approved reading, and upon passage of same become Ordinance No. 2001- 18, seconded by Alderman Darata, the vote was: Aye: Aldermen Super, Morse, Darata, Legaard, Beard and Flaws. Motion carries. Bill 2001-19 Amending Title N & V the Mun. Code the City relating to inspec- tion & Final Acceptance of Public Improvs. & Subd Alderman Morse moved to place Bill No. 2001-19 on its first reading, said Bill Amending Titles N and V of the Municipal of Code of the City of Riverside, Missouri relating to inspection of and final acceptance of Public Improvements and Subdivisions, seconded by Alderman Beard, the vote was: ivisions 3 r Aye: Aldermen Super, Legaard, Morse, Darata, Beard and Flaws. Motion carries. Ordinance No. 2001-19 Alderman Flaws moved to place Bill No. 2001-19 on its second Approved reading, and upon passage of same become Ordinance No. 2001- 19, seconded by Alderman Morse, the vote was: Aye: Aldermen Super, Morse, Darata, Legaard, Beard and Flaws. Motion carries. Bill No. 2001-20 Alderman Morse moved to place Bill No. 2001-20 on its first Amend. the Mun. Code reading, said Bill amending the Municipal Code of the City of Art. II, Chap. 210 Sec. 210.265 Riverside, Article II, Chapter 210, Section 210.265 related to the related to the safety of children safety of children, seconded by Alderman Flaws, the vote was: Aye: Aldermen Legaard, Beard, Super, Morse, Darata and Flaws. Motion carries. Ordinance No. Alderman Flaws moved to place Bill No. 2001-20 on its second 2001-20 reading, and upon passage of same become Ordinance No. 2001 Approved 20, seconded by Alderman Morse, the vote was: Aye: Aldermen Super, Morse, Darata, Legaard, Beard and Flaws. Motion carries. Bill No. 2001-21 Authorizing the Mayor to enter into a contract with Right-of--Way Associates Alderman Beard moved to place Bill No. 2001-21 on its first reading, said Bill authorizing the Mayor to enter into a contract with Right-Of-Way Associates for Real estate Acquisitior - Services, seconded by Alderman Morse, the vote was: Aye: Aldermen Morse, Darata, Legaard, Beard, Super and Flaws. Motion carries. Ordinance No. 2001-21 Alderman Morse moved to place Bill No. 2001-21 on its second Approved reading and upon passage of same become Ordinance No. 200 sewnded by Alderman Darata, the vote was: Aye: Aldermen Super, Morse, Darata, Legaard, Beard and Flaws. Motion carries. 4 ~ • Y Bill No. 2001-22 Alderman Morse moved to place Bill No. 2001-22 on its first Ratifying appointment reading, said Bill ratifying the appointment of Jessica Jacobson of Jessica Jacobson as a member of the Riverside Pazks and Recreation Committee to Pazk Boazd and setting a term for such appointment, seconded by Alderman Darata, the vote was: Aye: Aldermen Super, Morse, Darata, Legaazd, Beazd and Flaws. Motion carries. Ordinance No. 2001-22 Alderman Super moved to place Bill No. 2001-22 on its second Approved reading and upon passage of same become Ordinance No. 2001- 22, seconded by Alderman Beazd, the vote was: Aye, Alderman Morse, Dazata, Legaard, Beazd, Flaws and Super. Motion carries. Gary Brenner appointed Alderman Super moved to appoint Gary Brenner as an ex-officio as ex-officio member to member of the Pazk Boazd until he moves to the City of Park Boazd Riverside, seconded by Alderman Morse, the vote was: Aye: Aldermen Beard, Super, Morse, Darata, Legaard and Flaws. Motion carries. Motion for Closed Alderman Flaws moved that the meeting go into closed session Session pursuant to RSMo 610.021(1) Legal Issues, RSMo 610.021(2) Real Estate, RSMo 610.021(3) Personnel Issues with the City Attorey, seconded by Alderman Beard, the vote was: Aye: Aldermen Beazd, Morse, Super, Flaws, Darata and Legaazd. Motion carries. Motion for Open Alderman Morse moved that the meeting go into open session, Session seconded by Alderman Beazd, the vote was: Aye: Aldermen Super, Morse, Darata, Legaazd, Beard and Flaws.
