HomeMy WebLinkAbout2022-03-15 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, March 15, 2022 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside. Missouri, on Tuesday, March 15, 2022. Mayor Rose called the meeting to order at 6:07 p.m. Those in attendance were. Mayor Kathy Rose, Aldermen Jill Beck, Mike Fuller, Dawn Cockrell, Nathan Cretsinger, Robert Milner, and Sal LoPorto. Also present were Community Development Director Mike Duffy, City Clerk Robin Kincaid. HR Manager Amy Strough, Police Chief Chris Skinrood, and City Planner Sarah Wagner. Attorneys Matt Gist with MPR and Dane Martin with Graves Garrett were present. MOTION TO ENTER INTO Alderman Beck moved to enter closed session pursuant CLOSED @ 6:07 P.M. to RSMo 610.021 (1) Legal Action and litigation. and RSMo 610.021 (2) Leasing, Purchase, or sale of real estate, RSMo 610.021(3) Hiring, firing, disciplining, or promoting a particular employee, when personal information about the employee is discussed. and RSMo 610.021 (13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, second by Alderman Milner. MOTION TO ADJOURN Alderman LoPorto moved at 6:44 p.m. to adjourn closed session CLOSED @ 6:44 P.M. with no action taken, second by Alderman Cretsinger. REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Mike Fuller. Dawn Cockrell, Jill Beck, Rob Milner, Sal LoPorto, and Nathan Cretsinger. Also present were Community Development Director Mike Duffy, Finance Director Nate Blum. City Clerk Robin Kincaid, Public Works Director Tom Wooddell. City Engineer Travis Hoover, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, Human Resources Manager Amy Strough, City Planner Sarah Wagner, and IT Manager Jason Ketter. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. 1 CONSENT AGENDA Alderman Beck moved to approve the consent agenda as presented. second by Alderman Cockrell. MINUTES OF 03-01-22 Alderman Beck moved to approve the minutes of the March 1. 2022, meeting, second by Alderman Cockrell. Yes: Beck. Cockrell, Milner, Fuller, Cretsinger, and LoPorto. Motion carried 6-0. COURT REPORT Alderman Beck moved to approve the court report for the month of February 2022. second by Alderman Cockrell. Yes: Beck, Cockrell, Milner, Fuller, Cretsinger, and LoPorto. Motion carried 6-0. RESOLUTION 2022-020 Alderman Beck moved to approve Resolution 2022-020 Two Mobile Radios - Fire authorizing the purchase of two (2) Motorola APX4500 Mobile Radios for the Fire Department from Commenco in an amount not to exceed $7,442.18. second by Alderman Cockrell. Yes: Beck, Cockrell, Milner, Fuller, Cretsinger, and LoPorto. Motion carried 6-0. RESOLUTION 2022-021 Alderman Beck moved to approve Resolution 2022-021 declaring Surplus Equipment certain furniture and office equipment to be surplus and authorizing its disposal. second by Alderman Cockrell. Yes: Beck, Cockrell, Milner, Fuller, Cretsinger, and LoPorto. Motion carried 6-0. RESOLUTION 2022-022 Alderman Beck moved to approve Resolution 2022-022 extending Janitorial Services Extension the City of Riverside janitorial services to Town & Country Building Services and approving execution of a contract for 2022-2023 in connection with the provision of such services, second by Alderman Cockrell. Yes: Beck, Cockrell, Milner, Fuller, Cretsinger, and LoPorto. Motion carried 6-0. REGULAR AGENDA PUBLIC HEARING Mayor Rose opened the public hearing at 7:01 p.m. to consider Amend Code Chapter 400.590 amending Riverside Municipal Code Chapter 400: Unified Development Ordinance Section 400.590 Non-Residential Design Standards, in the City of Riverside. Platte County, Missouri. City Planner Sarah Wagner and Community Development Director Mike Duffy explained the suggested amendment to the code to regulate the limited use of metal, showing examples of businesses and the architectural use of metal and that this was heard by the Planning and Zoning Commission and recommended for approval unanimously. Mike and Sarah answered questions asked by the Board. Mayor Rose asked for any further comments and hearing none, she closed the public hearing at 7:11 p.m. BILL NO. 2022-007 City Clerk Robin Kincaid gave first reading of Bill No. 2022-007. Amend Code Chapter 400 Alderman Beck moved to accept first reading and place Bill 2022-007 on second and final reading, second by Alderman Cockrell. Yes: Beck, Cockrell, Milner, LoPorto, Cretsinger, and Fuller. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2022-007. Alderman Milner moved to approve Bill 2022-007 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Milner, Cockrell. Fuller. LoPorto, Beck, and Cretsinger. Motion carried 6-0. PUBLIC HEARING Mayor Rose opened the public hearing at 7:12 p.m. to consider Amend Code Chapter 400.830 amending Riverside Municipal Code Chapter 400: Unified Development Ordinance Section 400.830 Transportation Facilities, in the City of Riverside. Platte County, Missouri. City Planner Sarah Wagner and Community Development Director Mike Duffy explained the suggested amendment to the code to regulate sidewalk specifications and timing of building them. This was heard by the Planning and Zoning Commission and recommended for approval unanimously. Mike and Sarah answered questions asked by the Board. Mayor Rose asked for any further comments and hearing none, she closed the public hearing at 7:22 p.m. BILL NO. 2022-008 City Clerk Robin Kincaid gave first reading of Bill No. 2022-008. Amend Code Chapter 400 Alderman Cockrell moved to accept first reading and place Bill 2022-008 on second and final reading, second by Alderman Milner. Yes: Cockrell. Milner, Beck, LoPorto. Cretsinger. and Fuller. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2022-008. Alderman Cretsinger moved to approve Bill 2022-008 and enact said bill as ordinance. second by Alderman Cockrell. Yes: Cretsinger, Cockrell, Fuller, Milner. LoPorto. and Beck. Motion carried 6-0. PUBLIC HEARING Mayor Rose opened the public hearing at 7:24 p.m. to consider Planned Development Soccer approval of the planned development for property generally described as: Lots 1-6 Riverside Soccer, in the City of Riverside. Platte County, Missouri. City Planner Sarah Wagner and Community Development Director Mike Duffy introduced this request for signage, showing the electronic signage with messaging along with dimensions and the request to amend the planned development regulation. The Planning Commission heard this and recommended for approval unanimously. Mike and Sarah answered questions asked by the Board. Mayor Rose asked for any further comments and hearing none, she closed the public hearing at 7:35 p.m. 3 BILL NO. 2022-009 City Clerk Robin Kincaid gave first reading of Bill No. 2022-009. Amend PD for Soccer Alderman Milner moved to accept first reading and place Bill 2022-009 on second and final reading. second by Alderman Cockrell. Yes: Milner, Cockrell, Fuller, Beck, LoPorto. and Cretsinger. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2022-009. Alderman Beck moved to approve Bill 2022-009 and enact said bill as ordinance, second by Alderman Cretsinger. Yes: Beck, Cretsinger, LoPorto. Fuller, Milner, and Cockrell. Motion carried 6-0. BILL NO. 2022-010 City Clerk Robin Kincaid gave first reading of Bill No. 2022-010. Final Plat— Lot Split City Planner Sarah Wagner discussed the lot split and that this is at the current Leibrands property, with this action there is possible future development. Questions were answered by Sarah and Mike Duffy. Alderman Beck moved to accept first reading and place Bill 2022-010 on second and final reading. second by Alderman Cockrell. Yes: Beck, Cockrell, Cretsinger, Fuller, LoPorto, and Milner. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2022-010. Alderman Milner moved to approve Bill 2022-010 and enact said bill as ordinance, second by Alderman Cretsinger. Yes: Milner. Cretsinger, Beck, LoPorto. Fuller, and Cockrell. Motion carried 6-0. RESOLUTION 2022-019 Alderman LoPorto moved to approve Resolution 2022-019 Bill Pay authorizing the expenditure of funds for fiscal year 2021-2022. for weeks ending March 4' and March 11th in the amount of $306,771.18, second by Alderman Milner. Yes: LoPorto, Milner, Cockrell, Fuller, and Cretsinger. No: none Abstain: Beck. Motion carried 5-0-1. RESOLUTION 2022-023 Finance Director Nate Blum reported that this is the standard RSM Auditing Services renewal for 2022 audit and is in line with the last several years. The audit will begin mid-July. Alderman Beck requested that we go out for bid next year for auditing services. Alderman LoPorto moved to approve Resolution 2022-023 approving an engagement letter with McGladrey LLP (RSM) for external auditing services, second by Alderman Milner. Yes: LoPorto, Milner, Beck, Cockrell. Cretsinger. and Fuller. Motion carried 6-0. 4 RESOLUTION 2022-024 Community Development Director Mike Duffy stated that this Platte Co Road Tax Support resolution is to support the continuation of the road tax and it being placed on the 2022 ballot for vote. He explained that it is a sales tax and a use tax. being paid by those outside of Riverside as well as our residents, and a significant dollar amount for Riverside to help on our roads. Alderman Beck moved to approve Resolution 2022-024 a resolution of the Riverside Board of Aldermen supporting the placement of the Platte County Roads Tax on the ballot in 2022, second by second by Alderman Cockrell. Yes: Beck, Cockrell, Cretsinger, Fuller. LoPorto, and Milner. Motion carried 6-0. RESOLUTION 2022-025 City Engineer Travis Hoover reported that this is the contract Mowing MoDot ROW extension from last year that was $68,000 for four mows and this year staff thought we should add one more mowing for a total of $85,000. The language allowed us to make additions to the contract with the extension. The Board asked many questions and concerns. There were questions of safety and amount of mowing this entails, that makes sense to hire it out. Concerns of paying this for doing MoDot areas. Alderman Beck moved to approve Resolution 2022-025 extending the contract for MoDot ROW mowing for 2022 and approving the agreement between the city and Lotus Lawncare and Services, LLC for such project, second by Alderman Milner. Yes: Beck, Milner, Cretsinger, and Cockrell. No: Fuller and LoPorto. Motion carried 4-2. RESOLUTION 2022-026 City Engineer Travis Hoover explained that this is Phase III of Platte Co Stormwater Grant the CIPP for old stormwater pipe needing replaced in the Ward I area and in the application, we are requesting $40..000. Alderman Beck moved to approve Resolution 2022-026 approving and endorsing application to the Platte County Commission for funding under the Platte County Stormwater Grant Program. funded by the county-wide dedicated Parks and Recreation Outreach Grant Program, funded by the County-Wide Dedicated Parks and Recreation and Stormwater Quarter-Cent Sales Tax, second by Alderman Cockrell. Yes: Beck. Cockrell, Milner, LoPorto, Fuller, and Cretsinger. Motion carried 6-0. CITY ADMINISTRATOR Brian was absent, but Mike Duffy shared an upstream story, an email from a resident thanking the Police Department for their diligence and taking the time to remind a resident to keep their garage door shut for their safety. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy commented that the RFQ for the Master Plan is going out this week. Discussion of events to get participation in the development of the plan. 5 ENGINEERING City Engineer Travis Hoover reported that curb work is wrapping up. FINANCE Finance Director Nate Blum reviewed by PowerPoint presentation with the February 2022 financial status with two-thirds of the year passed, we will be received the rest of our PILOT payments in the next couple weeks. He highlighted the funds and balances. FIRE Fire Chief Gordon Fowlston reviewed the Fire Department reports of the February 2022 activities. Training is picking up because of COVID being better. Crews are out doing inspection along with Fire Marshal Keith Payne, this helps our ISO rating. Chief Fowlston then showed a shirt that has been created to support the Fire Department and KC Current and these will be made available to the KC Current team and Riverside Board and employees. POLICE Police Chief Chris Skinrood explained the February 2022 report and added that it shows numbers rising. which is common for springtime. Neighborhood thefts continue to be a concern. Madison is in Michigan learning a lot and having fun training her new dog, Zuko. PUBLIC WORKS Nothing to report. Mayor Rose and the Board thanked Public Works for their great work with the snow events recently. LEVEE BOARD City Engineer Travis Hoover announced that there is a meeting tomorrow. The project behind Public Works is still in the works, but they are not ready to move forward just yet. Mayor Rose asked if Travis could look into the levee ground behind the hair salon on NW Gateway, to see if it could be looped as a trail connection. MAYOR'S DISCUSSION Mayor Kathy Rose announced how excited she is to have two of the hearts in the Parade of Hearts in Riverside. There are twenty- one in the Northland, there is an app to download, and you can go around and see them at all their locations. Aldermen Beck and Cockrell went with me to the kickoff celebration along with Elaine from the Park Board and Parks Manager Noel Bennion. It was a wonderful time. St. Patrick's Day is coming up and I hope there is good weather for the parade this year. BOARD OF ALDERMEN Alderman Milner— Nothing to report. Alderman LoPorto — Mr. Blum, you had a lot on your shoulders, stepping in after Donna left, and I don't think any of us had a single concern as you have stepped in with all the complexities, you did not miss a beat with budget and all that. Thank you for all you have done and good luck with your next chapter. Alderman Cretsinger— Thank you staff for all the work on the sidewalk ordinance, which will help clarify issues in the future. I also wondered when the new population signs will be put up. Mike 6 Duffy said that he would investigate the process for the new signage. Will the next meeting be on Monday or Tuesday, with the election? Staff said that the meeting will be on Monday, April 4th due to the election. Alderman Beck— Nothing to report. Alderman Fuller— Offered his sincere condolences to Greg Mills going through his wife's passing. Alderman Cockrell — Nothing to report.
