HomeMy WebLinkAbout2001-03-06Minutes of Regular Meeting of Boazd of Aldermen of City of Riverside, Missouri March 6, 2001 A regulaz meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall of Riverside, Missouri on Mazch 6, 2001. Those in attendance were Mayor Betty Burch, Aldermen Super, Morse, Darata, Legaard, Beard and Flaws. Also present were David Biackbum, City Administrator, Louise Rusick, City Clerk, Chief Wylie Simpson and John McClellan, City Attorneys office. Public Hearing on Brenner Mayor Burch opened the Public Hearing to consider approval of the Ridge Tabled final plat for Brenner Ridge Subdivision. Mayor Burch announced the Public Hearing was being tabled upon the advice of the City Attorney to allow more time to work through the issues pending. Steve Warger, Harrington, Cortelyou, 127 W. lOm Kansas City, Mo 64105 presented the board with the storm drainage study for the project Public Comments Mayor Burch recognized resident, Ed Rule, 3820 NW 52°d Street and he said he was there for the Public Hearing. He thought it would be a bad idea for Riverside to de•annex the property so it would go to the courny and the project could proceed. He also mentioned trading the property near I-29 with the Miller property. Ed asked if the Mayor of Kansas City, Mo. was playing "hazdball" and Mayor Burch said, "yes". Tim Bowers, 4510 Beliview, Kansas City, Mo. and Attorney with White, Shelte said the Miller property project is in the middle of Kansas City, Mo. and Riverside's discussions and the project is being delayed. Mayor Burch stated again, this is a pending issue. Mayor Burch said Kansas City, Mo. would take the (14) lots if we wanted to let them annex the lots. Egress and Ingress is required. Betty Johnson, 5112 NW High, Riverside, Mo. asked if the Kansas City council knew about us trying to annex the (141ots) in Kansas City, Mo. and Mayor Burch said she didn't know. If de-annexation occurred, the (14) lots would go to Kansas City, Mo or the County. Alderman Morse moved to table considering the final plat for Brenner Ridge Subdivision, seconded by Alderman Darata, the vote was: Aye: Aldermen Beard, Morse, Super, Flaws, Dazata and Legaazd. Motion carries. Public Hearing Closed Mayor Burch closed the Public Hearing at 7:50 p.m Minutes, Febnrary 13, 2001 Alderman Super moved that the minutes of Febnrary 13, 2001 be approved, Approved seconded by Alderman Morse, the vote was: Aye: Aldermen Morse, Super, Flaws, Dazata, Legaazd and Beard. Motion carries. Aye: Aldermen Morse, Super, Flaws, Darata, Legaard and Beard. Motion carries. Minutes, February 27, 2001 Alderman Super moved that the minutes of February 27, 2001 be approved, Approved seconded by Alderman Beard, the vote was: Aye: Alderman Beard, Super, Flaws, Darata and Legaard. Abstain: Alderman Morse. Motion carries. Chiefs comments Chief Wylie Simpson announced the death of Scott Redden, Captain Archibald's stepson and said the family wished a donation to a trust fund for the surviving children. By general consent, the board agreed. Chief Simpson summarized to the board the required (Racial Profiling Data) report submitted to the Attorney Generals office on 15 different categories. Sunday, March 11's, City Hall at noon, a farewell party for Marty Rowe will be held. There was a fire in the Green Terrace Trailer Court Tuesday, March 6w in the a.m. and the trailer was completely demolished. Website Discussion Pat Morgan, 100 Avondale, Liberty, Mo. spoke to the board regarding a website for the City. Alderman Beard asked if Riverside would own and control the site and whether or not banner advertising would be on the site. Mr. Morgan said, "yes" we would own the site and stated advertising does not have to be on the site. He said the number of links from outside sources is advantageous. He has done (82) eighty-two sites since 1997. Website design is $2,800 and the number of pages are flexible with an average of approximately (17) seventeen pages. There is a cost of $50.00 a month, hosting fee. He stated we could enter into the site and change whatever we wanted. Sixty days notice is preferred if we wished to discontinue his service, but thirty would be okay. City Administrator Comments: Community Cettter air wndi- WRS Architects looked over the warranties on the larger units and said they are tinning units covered making the price approximately $3,300 for labor and equipment (crane). Levee Issues At the Corp meeting there was discussion about potential timelines for the bidding of the two phases. Recycling It was suggested to put the recycling information out for bidding. It was suggested to survey the trash haulers as to what they'll pick up and the cost. Alderman Morse suggested an unmanned bin with partitions be placed in the City for resident's usage. No action taken. David will be gone to the AGRIPA conference as MARCTT board member March 13s'throughMarch 17'" NW Cherokee drainage Alderman Super looked at the NW Cherokee drainage and said it looked good. Carolyn Glazener, Parks & Carolyn presented a report to the board on activities, revenue and future Recreation Coordinator costs. She said more people are coming to the gym and classes. Presentation & Request Request for $1,191.59 Alderman Morse moved to approve Carolyn's request for $1,191.59 for brochure printing and mailing brochure mailing and printing 5,000 brochures to cover to fall, seconded by Approved Alderman Legaard, the vote was: Aye: Aldermen Morse, Super, Flaws, Darata, Legaard and Beard. Motion carries. Change Order for the New Alderman Morse moved to approve the change order for $876.00 for vinyl floor City Hall for vinyl floor covering in the holding and booking room of the new City Hall, seconded by covering in the holding and Alderman Darata, the vote was: booking room Approved Aye: Aldermen Morse, Super, Flaws, Darata, Legaazd and Beard. Motion carries. Global Crossing Telewmm- Alderman Beard moved to approve the proposal from Global Crossing unications for new and for the new and old City Hall's telephone service for local, long distance and old City Hall's telephone interne[ access, seconded by Alderman Morse, the vote was: service Aye: Aldermen Morse, Super, Flaws, Darata, Legaazd and Beard. Motion carries Karen Gordy's comments Karen Gordy, 5110 NW High Drive Terr. asked the boazd again when the clumps and the sunken in spots in her yard and the comer stone has cracked. This will be investigated. Betty Johnson's comments Betty Johnson said her yazd needed attention, too and would like someone to look at it. She asked if the boundaries have been changed for Riverside, Mayor Burch said she was not aware of this ever happening. Seal-O-Matic Bid mentioned Seal-O-Matic's bid for paving on Homestead Road and Terrance, the basketball and tennis court at E.H. Young Park is $8,000. Municipal Court Report Mayor Burch announced receiving the Municipal Court Report for February. Spring Clean Up Dates Alderman Beard moved to approve Spring Clean Up dates as April 27, 28, 29 and May 4,5,6 which will be at the Public Works Building, seconded by Alderman Legaard, the vote was: Aye: Aldermen Morse, Super, Flaws, Dazata, Legaard and Beard. Motion carries. Request from Scherer Truck Alderman Flaws moved to approve a temporary tent (20x40) to be placed at to place a tent temporarily Scherer Trucking for installing equipment on a lazge order of Ford pickups for Approved (45) forty-five days, subject to Chief Simpson's inspection. The tent will be placed soon and Chief Simpson will inform the City Clerk of the date, seconded by Alderman Morse, the vote was: Aye: Aldermen Morse, Super, Flaws, Darata, Legaard and Beard. Motion carries. Recess A brief recess was called at 8:50 p.m. Reconvene All Aldermen and the Mayor responded to roll call and the meting reconvened at 9:00 p.m: Mayor Burch announced the Economic Development Council would have a luncheon March 22od. Bill No. 2001-26 Alderman Beard moved to place Bill No. 2001-26 on its first reading, said Payment of Bills Bill authorizing the payment of certain indebtedness listed therein, seconded by Alderman Flaws, the vote was: Aye: Aldermen Flaws, Super, Darata, Beard, Legaard and Morse. Motion carries. Ordinance No. 2001-26 Alderman Super moved to place Bill No. 2001-26 on its second reading Approved and upon passage of same, become Ordinance No. 2001-26, seconded by Alderman Morse, the vote was: Aye: Aldermen Super, Darata, Beard, Legaard, Morse and Flaws. Motion carries. Bill No. 2001-27 Alderman Darata moved to place Bill No. 2001-27 on its first reading, Ratifying the Acceptance said Bill ratifying the acceptance of bids on $1,230,750.60, seconded by of bids on $1,230,750.60 Alderman Morse, the vote was: Aye: Aldermen Darata, Legaazd, Morse, Beard, Super and Flaws. Motion carries. Ordinance No. 2001-27 Alderman Morse moved to place Bill No. 2001-27 on its second reading Approved and upon passage of same, become Ordinance No. 2001-27, seconded by Alderman Darata, the vote was: Aye: Aldermen Super, Darata, Beard, Legaard, Morse and Flaws. Motion carries. Bill No. 2001-28 Alderman Morse moved to place Bill No. 2001-28 on its first reading, said Bill Amending Sec. 435.040.B amending Section 435.040.B of the City Code "Permit Procedures for Building, of the City Code "Permit Pro- Change of Use and Grading Permits" to clarify the requirement to submit a site cedures for Building, Change Development Plan Preliminary Plat as Part of the Application, seconded by of Use & Grading Permits" Alderman Dazata, the vote was: to clarify the requirement to submit a site developmern plan and preliminary plat Aye: Aldermen Dazata, Legaazd, Morse, Beazd, Super and Flaws. Ordinance No. 2001-28 Alderman Morse moved to place Bill No. 2001-28 on its second reading, Approved and upon passage of same become Ordinance No. 2001-28, by seconded by Alderman Flaws, the vote was: Aye: Aldermen Super, Morse, Darata, Legaazd, Beazd and Flaws. Motion carries. Bill No. 2001-29 Alderman Morse moved to place Bill No. 2001-29 on its first reading, said Authorizing the City to re- Bill authorizing the City of Riverside, Missouri, to re-appoint Marty F. Rowe Jr. appoint Marty Rowe as a as a reserve Public Safety Officer in the Department of Public Safety setting Reserve Public Safety Officer a salary and start date for same, seconded by Alderman Beazd, the vote was: Aye: Aldermen Morse, Legaazd, Beard, Flaws, Super and Darata. Motion carries. Ordinance No. 2001-29 Alderman Super moved to place Bill No. 2001-29 on its second reading, APPfOVed and upon passage of same become Ordinance No. 2001-29, by seconded by Alderman Darata, the vote was: Aye: Aldermen Super, Morse, Darata, Legaard, Beard and Flaws. Motion carries. Motion for Closed Session. Aldenman Legaard moved that the meeting go into closed session pursuant to RSMo 610.021(1) Legal issues, RSMo 610.021(2), Real Estate, RSMo 610.021(3), Personnel Issues with the Attorney, seconded by Alderman Morse, the vote was: Aye: Aldermen Dazata, Morse, Legaazd, Beard and Flaws and Super. Motion carries.
