HomeMy WebLinkAbout2022-04-04 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Monday, April 4, 2022 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Monday, April 4, 2022. Mayor Rose called the meeting to order at 6:03 p.m. Those in attendance were, Mayor Kathy Rose, Aldermen Jill Beck, Mike Fuller, and Dawn Cockrell. Nathan Cretsinger, Sal LoPorto, Rob Milner. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Community Development Director Mike Duffy, HR Manager Amy Strough, Police Chief Chris Skinrood, and City Attorney Paul Campo. MOTION TO ENTER INTO Alderman LoPorto moved to enter closed session pursuant CLOSED @ 6:03 P.M. to RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021 (2) Leasing, Purchase, or sale of real estate, RSMo 610.021(3) Hiring, firing, disciplining, or promoting a particular employee, when personal information about the employee is discussed, and RSMo 610.021 (13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, second by Alderman Milner. Yes: LoPorto, Milner, Cretsinger, Cockrell, Fuller, and Beck. Motion carried 6-0. MOTION TO ADJOURN Alderman Beck moved at 6:46 p.m. to adjourn closed session CLOSED @ 6:46 P.M. with action taken, second by Alderman Cockrell. Yes: Beck, Cockrell, Cretsinger, Milner, LoPorto, and Fuller. Motion carried 6-0. REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Mike Fuller, Dawn Cockrell, Jill Beck, Rob Milner, Sal LoPorto, and Nathan Cretsinger. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, Human Resources Manager Amy Strough, IT Manager Jason Ketter, and City Attorney Paul Campo. PUBLIC COMMENT None. 1 CONSENT AGENDA Alderman Beck moved to approve the consent agenda as presented, second by Alderman Cretsinger. Yes: Beck, Cretsinger, LoPorto, Milner, Cockrell, and Fuller. Motion carried 6-0. MINUTES OF 03-15-22 Alderman Beck moved to approve the minutes of the March 15, 2022 meeting, second by Alderman Cretsinger. Yes: Beck, Cretsinger, LoPorto, Milner. Cockrell, and Fuller. Motion carried 6-0. MINUTES OF 03-21-22 Alderman Beck moved to approve the minutes of the March 21, 2022 meeting, second by Alderman Cretsinger. Yes: Beck, Cretsinger, LoPorto, Milner, Cockrell, and Fuller. Motion carried 6-0. RESOLUTION 2022-027 Alderman Beck moved to approve Resolution 2022-027 Bill Pay authorizing the expenditure of funds for fiscal year 2021-2022, for weeks ending March 18th, March 25th, and April 1st in the amount of $283,918.61, second by Alderman Cretsinger. Yes: Beck, Cretsinger, LoPorto, Milner, Cockrell, and Fuller. Motion carried 6-0. RESOLUTION 2022-028 Alderman Beck moved to approve Resolution 2022-028 SJR Park Use Agreement approving a park use agreement with SJR Media Group, LLC. second by Alderman Cretsinger. Yes: Beck, Cretsinger, LoPorto, Milner, Cockrell, and Fuller. Motion carried 6-0. RESOLUTION 2022-029 Alderman Beck moved to approve Resolution 2022-029 Declare Surplus Equipment declaring certain Public Works and Fire Department equipment to be surplus, and authorizing its disposal, second by Alderman Cretsinger. Yes: Beck, Cretsinger, LoPorto, Milner, Cockrell, and Fuller. Motion carried 6-0. REGULAR AGENDA BILL NO. 2022-011 City Clerk Robin Kincaid gave first reading of Bill No. 2022-011. Lease of Property — Sign Community Development Director Mike Duffy explained the need for this agreement for a sign at the soccer complex on ground that belongs to the City until they acquire that parcel in accordance with the development agreement. Alderman Milner moved to accept first reading and place Bill 2022-011 on second and final reading, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Cretsinger, Fuller, and LoPorto. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2022-011. Alderman Milner moved to approve Bill 2022-011 and enact said bill as ordinance. second by Alderman LoPorto. Yes: Milner, LoPorto, Fuller, Cretsinger, Cockrell, and Beck. Motion carried 6-0. 7 RESOLUTION 2022-030 City Engineer Travis Hoover explained that this change order to CO 1 Concrete Street Maint. the contract for concrete work, this is final change order to take care of the overruns and changes, but it is still within the budget for this year. Travis answered questions from the Board. Alderman Beck moved to approve Resolution 2022-030 approving Change Order#1 to the agreement with Phoenix Concrete, LLC for 2020 Street Maintenance — Concrete resulting in a revised contract amount of$1,387,581.29 for such purposes, second by Alderman Cretsinger. Yes: Beck, Cretsinger, LoPorto, Fuller, Cockrell, and Milner. Motion carried 6-0. Liquor License Approval Alderman Beck moved to approve the picnic not-for-profit Everybody's Fav — 06.10.22 liquor license contingent upon State of Missouri approval for the Everybody's Favorite Barbeque & Hot Sauce Festival, Managing Agent Richard Spaulding, event dates — June 10-12, 2022, at EH Young Park, second by Alderman Milner. Yes: Beck, Milner, Cockrell, LoPorto, Cretsinger, and Fuller. Motion carried 6-0. CITY ADMINISTRATOR City Administrator Koral reminded the Board of election day tomorrow and the polls are open 6 a.m. to 7 p.m., we encourage everyone to get out and vote. Koral reviewed information on staffing shortages article from the KC Business Journal, Riverside current staffing numbers, incentives available for hiring, and streamlining our hiring process. The board will still approve all new hires, but staff could extend offers prior, making the process more efficient. City Wide garage sales are this Friday and Saturday, the Easter Egg Hunt is Saturday, April 16th with ribbon cuttings at our Hearts from the Parade of Hearts that same day. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy explained the RFQ for the comprehensive plan is out and we have had six firms respond so far. We are also pulling together conceptual ideas for how our outreach needs to be structured to be more inclusive with all of our community. We will be forming a steering committee for the selection process of the Comprehensive Plan RFQ. ENGINEERING Nothing to report. FINANCE Nothing to report. FIRE Nothing to report. POLICE Nothing to report. PUBLIC WORKS Nothing to report. LEVEE BOARD City Engineer Travis Hoover reported that the project under 1-635 and East of Horizons Parkway is finished up and now they are moving to the project behind Public Works. MAYOR'S DISCUSSION Mayor Kathy Rose added to the comments Brian made earlier, that she has reached out to the artists of the Hearts on display in Riverside and they will be attending the ribbon cutting first at 10:45 a.m. at the Clock Tower/Welcome Plaza and then at EH Young about 11:45 a.m. for ribbon cutting at that Heart display. April with the Riverside Chamber and Lori Boji with the Community Center will have hot dogs and ice cream treats and various other things for all to enjoy. The "Teal Mobile" will be there from KC Current, along with a police vehicle and a fire truck. I have had communication with the new apartment complex manager for the now called Riverside Heights and Riverside View apartments in Ward 3. They are owned by the same group and the manager for both complexes is just wonderful. She is excited about getting the Crime Free program going up there and they are making upgrades to the apartments. We also discussed having one of our ice cream events for the residents and getting some of the tenants involved in our diversity and inclusion meetings as well. Brian, Mike, and I will be going to Jefferson City next week for the NRCC Legislative Days and we are looking forward to that. BOARD OF ALDERMEN Alderman LoPorto — Nothing to report. Alderman Milner— Nothing to report. Alderman Cockrell — Nothing to report. Alderman Fuller— Nothing to report. Alderman Beck— I hope that everyone able to attend the events on April 16th, will go and enjoy the morning, I am not able to attend, but I do hope there is a great turnout. Alderman Cretsinger— I believe I heard that we are in the endemic? Mayor Rose commented that she was not sure of that, but it is reported that there are zero Covid patients in the hospital at this time. Nathan stated that it is very exciting news. Mayor Rose reminded everyone to go vote tomorrow. MOTION TO ADJOURN Alderman Beck moved to adjourn the meeting at 7:26 p.m., second by Alderman Milner.
