Missouri, on Tuesday, May 17, 2022. Mayor Rose called the meeting to order at 6:03 p.m. Those in attendance were. Mayor Kathy Rose, Aldermen Jill Beck, Mike Fuller, Dawn Cockrell, Robert Milner, Nathan Cretsinger. and Sal LoPorto. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, HR Manager Amy Strough, Police Chief Chris Skinrood, Public Works Director Tom Wooddell, and Community Development Director Mike Duffy. City Attorney Paul Campo was also present. MOTION TO ENTER INTO Alderman Fuller moved to enter closed session pursuant to CLOSED @ 6:03 P.M. RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021 (2) Leasing, Purchase, or sale of real estate, RSMo 610.021(3) Hiring, firing, disciplining, or promoting a particular employee, when personal information about the employee is discussed, and RSMo 610.021 (13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, second by Alderman LoPorto. Yes: Fuller, LoPorto, Beck, Cretsinger. Cockrell, and Milner. Motion carried 6-0. MOTION TO ADJOURN Alderman Beck moved at 6:39 p.m. to adjourn closed session CLOSED @ 6:39 P.M. with action taken, second by Alderman Cockrell. REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Mike Fuller, Dawn Cockrell, Jill Beck, Rob Milner, Nathan Cretsinger, and Sal LoPorto. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, Human Resources Manager Amy Strough, Capital Projects/Parks Manager Noel Challis Bennion, and IT Manager Jason Ketter. City Attorney Paul Campo was also present. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. 1 PUBLIC COMMENT None. PRESENTATION Beyond the Bell — English Landing Elementary represented by Principal Dr. Merri Beth Means, Assistant Principal Angela Doss, Jennifer Steele, Kristine Douglas, and Steve — Therapy Dog, two students — Zander and Richard, presented a PowerPoint of the 2021-2022 school year highlights and shared personal accomplishments. They thanked the Board for their support of the program that is helping so many Riverside residents and not possible without this added financial funding. ALDERMAN FULLER Alderman Mike Fuller rose to leave the meeting, he is moving out of the City and is resigning his position as Alderman for Ward I. Mayor Kathy Rose thanked him for his many years of service to the residents of Riverside. He left the meeting at 7:18 p.m. PROCLAMATION Mayor Rose read the proclamation for National Public Works Week, May 15-21, 2022, and presented it to Public Works Director Tom Wooddell. PROCLAMATION Mayor Rose read the proclamation for MARC 50 — Forward Day — June 10, 2022, and presented it to Lauren Palmer, MARC Director of Local Government Services. CONSENT AGENDA Alderman Beck moved to approve the consent agenda as presented, second by Alderman Cretsinger. Yes: Beck, Cretsinger, Cockrell, Milner, and LoPorto. Motion carried 5-0. MINUTES OF 05-03-22 Alderman Beck moved to approve the minutes of the May 3, 2022 meeting, second by Alderman Cretsinger. Yes: Beck, Cretsinger, Cockrell, Milner, and LoPorto. Motion carried 5-0. COURT REPORT Alderman Beck moved to approve the court report for the month of April 2022, second by Alderman Cretsinger. Yes: Beck, Cretsinger, Cockrell, Milner. and LoPorto. Motion carried 5-0. RESOLUTION 2022-041 Alderman Beck moved to approve Resolution 2022-041 MPR Annual Premium Renew authorizing the purchase of workers compensation. commercial property, equipment, and liability insurance from Midwest Public Risk of Missouri for the annual premium renewal in an amount not to exceed $528,602.78, second by Alderman Cretsinger. Yes: Beck, Cretsinger, Cockrell, Milner, and LoPorto. Motion carried 5-0. RESOLUTION 2022-042 Alderman Beck moved to approve Resolution 2022-042 Annual Health Insurance designating an agent and accepting certain health, dental, and vision insurance benefits beginning July 1, 2022, second by Alderman Cretsinger. Yes: Beck, Cretsinger, Cockrell, Milner, and LoPorto. Motion carried 5-0. RESOLUTION 2022-043 Alderman Beck moved to approve Resolution 2022-043 Purchase Portable Radios authorizing the purchase of thirteen Motorola APX6000 portable radios for the Fire Department from Motorola Solutions in an amount not to exceed $60,000.00, second by Alderman Cretsinger. Yes: Beck, Cretsinger, Cockrell, Milner, and LoPorto. Motion carried 5-0. REGULAR AGENDA BILL NO. 2022-016 City Clerk Robin Kincaid gave first reading of Bill No. 2022-016. Final Plat Montebella 4th Community Development Director Mike Duffy showed pictures of Phase 4 that is regarding this plat and included Phase 3 location so the Board would be aware of the entire development. Phase 4 will add 29 more single-family residential lots and was heard by the Planning & Zoning Commission last week and they recommended approval unanimously. Alderman Beck moved to accept first reading and place Bill 2022-016 on second and final reading, second by Alderman Cretsinger. Yes: Beck, Cretsinger, Milner, LoPorto, and Cockrell. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2022-016. Alderman Milner moved to approve Bill 2022-016 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Cretsinger, and LoPorto. Motion carried 5-0. BILL NO. 2022-017 City Clerk Robin Kincaid gave first reading of Bill No. 2022-017. Final Plat Palisades Lot 70-71 Community Development Director Mike Duffy explained that this is a plat in Palisades 2nd phase and is simply changing a lot line for a person that owns the two lots. Discussion was held by the Board. Duffy answered questions. and stated that the Planning and Zoning Commission recommended approval unanimously. Alderman LoPorto moved to accept first reading and place Bill 2022-017 on second and final reading, second by Alderman Cockrell. Yes: LoPorto, Cockrell, Cretsinger, Milner, and Beck. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2022-017. Alderman Milner moved to approve Bill 2022-017 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Milner. Cockrell, LoPorto, Beck. and Cretsinger. Motion carried 5-0. BILL NO. 2022-018 City Clerk Robin Kincaid gave first reading of Bill No. 2022-018. Water Main Extension Agmnt City Engineer Travis Hoover stated that this is the first step for the 40th Street Project. It is a necessary agreement with Missouri American Water to get everything connected from one end to the next. Alderman LoPorto moved to accept first reading and place Bill 2022-018 on second and final reading, second by Alderman Beck. Yes: LoPorto, Beck, Cockrell, Cretsinger. and Milner. Motion carried 5-0. BILL NO. 2022-029 City Clerk Robin Kincaid gave first reading of Bill No. 2022-029. Repeal Ord &Approve MCPL City Administrator Brian Koral discussed reasons why the first Ordinance passed by the Board is repealed and that this will be the final agreement with complete Exhibits and a few other tweaks to the agreement. Alderman Beck moved to accept first reading and place Bill 2022-029 on second and final reading, second by Alderman Cretsinger. Yes: Beck, Cretsinger, LoPorto, Milner, and Cockrell. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2022-029. Alderman Milner moved to approve Bill 2022-029 and enact said bill as ordinance, second by Alderman Beck. Motion carried 5-0. 6 RESOLUTION 2022-039 City Administrator Koral discussed in detail the breakdown PS Renovation Bid Award staff reviewed of bids and the Board's request for consideration and comparisons of construction days for completion and the low bid with expense of prolonged rentals and staff displacement. PowerPoint graphs were shown, discussion was held by Board and staff along with their individual comments for their decision, and direction was given for the Board to select the resolution for consideration between the two options in the packet. Alderman LoPorto moved to approve Resolution 2022-039 awarding the bid for additions and renovation to the Riverside Public Safety Building and approving the agreement between the City and Crossland Construction Company, Inc. for construction of such project, second by Alderman Milner. Yes: LoPorto, Milner, Cretsinger, Cockrell, and Beck. Motion carried 5-0. RESOLUTION 2022-040 Alderman LoPorto moved to approve Resolution 2022-040 Bill Pay authorizing the expenditure of funds for fiscal year 2021-2022, for weeks ending May 6th and May 13th in the amount of $256,824.49, second by Alderman Milner. Yes: LoPorto, Milner, Cockrell, and Cretsinger. No: none Abstain: Beck. Motion carried 4-0-1. RESOLUTION 2022-044 Human Resources Manager Amy Strough explained this Incentive & Retention Program modification to the policy adding a moving expense reimbursement to improve our recruitment incentives. We hope this will be helpful with perspective employees. Alderman Milner moved to approve Resolution 2022-044 approving the City of Riverside recruitment incentive and retention program policy, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Cretsinger, and LoPorto. Motion carried 5-0. CITY ADMINISTRATOR City Administrator Brian Koral reviewed the staffing update for our city. Our staff, Amy, and various departments, have taken great efforts to fill vacancies, including seven new hires in one meeting. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy gave a brief update that there will be interviews with four firms on Friday afternoon for the update of the Master Plan. Mayor Rose, Alderman Beck, and staff members will be included on the interview panel. He then discussed the flyer placed at the Board's places regarding KC Rising group and details of their goals and ideas that are opportunities that we may look at with our planning group. ENGINEERING City Engineer Travis Hoover announced that the next street maintenance concrete project is coming up soon and he reviewed and showed slides of the sidewalk, trail, and curb that are on the list for fiscal year 2023. Mayor Rose asked Noel about the Vivion 7 Road Trail and how that project is moving along. Noel explained the easement acquisition takes longer because of MoDot approval that may take up to a one-year time frame. FINANCE Interim Finance Director Brian Koral reviewed by PowerPoint presentation with the May 2022 financial status with 83% of the year passed. He highlighted the funds and balances. Brian answered questions from the Mayor and Board. He also announced that there were four interviews for the Senior Accountant position with none meeting expectations. so we are reposting that opening and will be interviewing more candidates in a few weeks. FIRE Fire Chief Gordon Fowlston reviewed the Fire Department reports of the April 2022 activities. Call volumes have increased a bit. Fire Marshal Keith Payne is filling the role of Emergency Management well. POLICE Police Chief Chris Skinrood explained the April 2022 report and added that it shows things are about the same as the previous month, just a slight increase. Chris answered a few questions from the Board. PUBLIC WORKS Public Works Director Tom Wooddell announced that the HHW will be at Platte Landing Park in Parkville on Saturday, May 21' from 8 a.m. to noon. Curbside yard waste is this Friday, May 20th, have your stuff out this Friday morning. LEVEE BOARD Nothing to report. MAYOR'S DISCUSSION Mayor Kathy Rose thanked Rob and Jill for meeting with the group and Mike and Brian helped getting this group together, having great conversation and I look forward to the next one. On May 24th the Riverside Chamber and some of Riverside Board and staff are invited to go on a KCI Tour at 3:30 p.m. This is the last opportunity for a tour because they are stopping all tours in June for inside work and completion. Let Brian, Robin, or I know if you wish to attend. Brian has sent out an invite for the Parade of Hearts evening event where the bidding on the hearts will take place and it is at the Midland Theater. BOARD OF ALDERMEN Alderman Beck— It is exciting to get our Reaching Riverside group together and hope we can start expanding the group. Our first event is scheduled for June 11" at 1 p.m. Alderman Cretsinger— I was fortunate to sit in on that group meeting too and it was excellent. I appreciate Rob and Jill taking leadership roles with that group. 8 Alderman LoPorto — I know he left the meeting, but just want to say, that I don't think anyone could question Mike Fuller's passion for this City and thank you to him for his many years he put into working with us, this board, and I wish him the best of luck. Alderman Milner— Same sentiments towards Mike Fuller and I will miss his presence. I really enjoyed the meeting we had as well and excited about the future it will bring and having the many other members from the community was also exciting to see.
