R-2022-048 Application to MARC for Bike/PED Highway Barrier Removal Project
RESOLUTION NO. R-2022-048 A RESOLUTION APPROVING AND ENDORSING A MULTI-JURISDICTIONAL APPLICATION TO THE MID AMERICA REGIONAL COUNCIL (MARC) FOR A PLANNING SUSTAINABLE PLACES (PSP) GRANT FOR PRELIMINARY DESIGN OF A MULTI-COUNTY REGIONAL BIKE/PED HIGHWAY BARRIER REMOVAL PROJECT (MISSOURI RIVER TRAIL CONNECTOR). WHEREAS,the City of Kansas City,the City of North Kansas City, and the City of Riverside deem it a high priority to improve quality of life for all citizens through parks and trails,and WHEREAS,the three cities have been constructing trails in their respective communities and linking them to larger trail networks outside of their boundaries,and WHEREAS,there is a gap in the trail network that links the City of Riverside to the City of North Kansas City,passing through the City of Kansas City which is depicted as"Proposed Study Corridors"on the attached map,and WHEREAS,the three cities have identified a possible trail connection linking all three communities and desire to begin preliminary planning and design to eventually construct the project, and WHEREAS,the three cities wish to make a joint application for a PSP grant through MARC to fund the preliminary planning and design,and WHEREAS,the Board of Aldermen of the City of Riverside agree to enter into an Inter Local Agreement with the City of Kansas City and the City of North Kansas City to comply with all program guidelines and requirements of said PSP grant if such application shall be funded by MARC, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE,MISSOURI,AS FOLLOWS: THAT the Board of Aldermen support the submittal of a PSP grant application for consideration by MARC and will authorize matching funds in the amount of$25,000 if the grant is awarded and the City of Kansas City authorizes matching funds in the amount of$50,000 and the City of North Kansas City authorizes matching funds in the amount of$25,000,and FURTHER THAT the Mayor, the City Administrator, and other appropriate City officials are hereby authorized to take any and all actions as may be deemed necessary or convenient to carry out and comply with the intent of this Resolution and to execute and deliver for and on behalf of the City all certificates, instruments, agreements and other documents, as may be necessary or convenient to perform all matters herein authorized.
