HomeMy WebLinkAbout2001-04-10Minutes of Regular Meeting of Board of Aldermen of City of Riverside, Missouri April 10, 2001 A regulaz meeting of the Boazd of Aldermen of the City of Riverside, Missouri was held in the City Hall of Riverside, Missouri on April 10, 2001. Those in attendance were Mayor Betty Burch, Aldermen Super, Dazata, Legaazd, Beazd, Flaws and Super. Alderman Morse, Absent Also present were David Blackburn, City Administrator, Louise Rusiclz, City Clerk, Chief Wylie Simpson and John McClellan, City Attorneys office. Change Order for the Alderman Beard moved to approve the change order, at a cost of 8,000 NW Gateway Bridge to remove the existing concrete under the old barrier curb at the bridge for $8,000 Approved on NW Gateway, seconded by Alderman Legaard, the vote was: Aye: Aldermen Flaws, Super, Dazata, Beazd and Legaazd. Absent: Alderman Morse. Motion carves. City to accept maintenance Alderman Dazata moved to approve the City of Riverside to accept and ownership of West Platte maintenance and ownership of West Platte and NW Gateway to and NW Gateway the intersection from the Mo. State Highway Dept., seconded by Approved Alderman Legaazd, the vote was: Aye: Aldermen Flaws, Super, Dazata, Beard and Legaard. Absent: Alderman Morse. Motion carries. Bill No. 2001-38 Alderman Flaws moved to place Bill No. 2001-38 on its first reading, Ratifies Certification said Bill ratifying the certification of the election held on Apri13, 2001, of Election 4-3-O1 seconded by Alderman Dazata, the vote was: Aye: Aldermen Dazata, Legaazd, Beazd, Super and Flaws. Absent: Alderman Morse. Motion carries. Ordinance No. 2001-38 Alderman Legaazd moved to place Bill No. 2001-38 on its second Approved reading and upon passage of same, become Ordinance No. 2001-38, seconded by Alderman Flaws, the vote was: Aye: Alderman Legaazd, Beazd, Super, Flaws and Dazata. Absent: Alderman Morse. Motion carries. Bill No. 2001-39 Alderman Dazata moved to place Bill No. 2001-39 on its first reading, Employment of said Bill authorizing the employment of Edwazd A. Trader as Edwazd A Trader Pazks/Mamtenance Worker for the City of Riverside, Missouri, and setting a salary for same, seconded by Alderman Beazd, the vote was: Aye: Aldermen Flaws, Super, Dazata, Beazd and Legaard. Absent: Alderman Morse. Motion carries. Ordinance No. 2001-39 Alderman Flaws moved to place Bill No. 2001-39 on its second Approved reading and upon passage of same, become Ordinance No. 2001-39, seconded by Alderman Legaard, the vote was: Aye: Aldermen Beard, Super, Flaws, Darata and Legaard. Absent: Alderman Morse. Motion carries. Bill No. 2001-40 Alderman Beard moved to place Bill No. 2001-40 on its first reading, Employment of said Bill authorizing the City of Riverside, Missouri, to employ Michael Donald Moats Michael Donald Moats as a full time Public Safety Officer, DetectivelSergeant in the Department of Public Safety, setting a salary and start date for same, seconded by Alderman Flaws, the vote was: Aye: Aldermen Beard, Super, Flaws, Darata and Legaazd. Absent: Alderman Morse Motion carries. Ordinance No. 2001-40 Alderman Legaazd moved to place Bill No. 2001-40 on its second Approved reading and upon passage of same, become Ordinance No. 2001-40, seconded by Alderman Beard, the vote was: Aye: Aldermen Beazd, Super, Flaws, Darata and Legaard. Absent: Alderman Morse. Motion carries. Recess A briefrecess was called at 7:40 p.m. Reconvene All Aldermen and the Mayor responded to roll call and the meeting reconvened at 8:05 p.m. Mayor Burch's comments Mayor Burch read a letter of appreciation from Sonja Wood, Program Specialist for the National Flood Insurance Program for the Mayor's assistance in coordinating the meeting room for the NFIP training seminar on Mazch 6'". Seventy-three (73) people registered for the seminaz. Alderman Ray Beard chosen Alderman Flaws moved to approve Alderman Ray Beazd as Mayor as Mayor Fro Tem Fro Tem, seconded by Alderman Legaazd, the vote was: Aye: Aldermen Burris, Flaws, Dazata and Legaazd. Abstain: Alderman Beazd. Absent: Alderman Morse. Comments by Aldermen Aldermen Legaazd expressed her excitement about the levee, the and Mayor business it will bring to the downtown azea, the new City Hall and new Fire Truck. Alderman Burris said he is looking forwazd to the movement of the levee project, NW Gateway improvements and Alderman Legaazd asked about the box in the creek on NW SOs' Street and Mayor Burch said we would go out for bid. Mayor Burch said property owner, Lou Baldin agreed to sign a Permanent easement and fifteen trees (15) will be replaced at an approximate cost of $300. Alderman Darata said she is anxious to seethe work in progress to be completed. Alderman Beard welcomed Alderman Chazles Bums to the Board and said the Boazd would move forwazd on projects and they will make more progress. He mentioned he took Carl Struthers, Mo. State Land Surveyors from Rolla, Mo. on a tour of the City to view preliminary azeas to set the surveyor mazkings. They should be set in the next ninety days. Alderman Flaws said the City has a long way to go and appreciates everyone that has contributed to the City. Alderman Flaws also asked about the Community Center meeting rooms being opened for rental on holidays. He was reminded the Board chose to have the rooms closed at that time. John McClellan's comments John said the fourth concrete structure (wall) will be at NW Riverway and NW Argosy. City Administrator's comments David Blackburn asked the boazd to approve a new address for the new City Hall. Motion withdrawn Alderman Legaazd moved to approve 2920 NW Vivion Road for the new City Hall, seconded by Alderman Burns. Alderman Legaazd withdrew the motion, with no objections. Alderman Burris withdrew the second to the motion, with no objections. 3 t Mayor Burch granted permission to withdraw the motion. It was decided the Mayor would discuss the 3000 NW Vivion Rd. address with the Tax Center after April 15a`. The financial report from Heather Ramey, Sr. Accountant will be discussed at the next meeting. Adjournment By general consent, the meeting adjo at 8:45 .m. ty Clerk
