BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, June 7, 2022
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
June 7, 2022.
Mayor Rose called the meeting to order at 6:00 p.m. Those in attendance were, Mayor Kathy
Rose, Aldermen Jill Beck, Dawn Cockrell, Nathan Cretsinger, Sal LoPorto, and Rob Milner.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, City Planner Sarah
Wagner, Capital Projects/Parks Manager Noel Bennion, Police Chief Chris Skinrood, and City
Attorney Paul Campo. Special Counsel Joe Bednar was also present.
MOTION TO ENTER INTO Alderman LoPorto moved to enter closed session pursuant
CLOSED @ 6:00 P.M. to RSMo 610.021 (1) Legal Action and litigation, and RSMo
610.021 (2) Leasing, Purchase, or sale of real estate, RSMo
610.021(3) Hiring, firing, disciplining, or promoting a particular
employee, when personal information about the employee is
discussed, RSMo 610.021 (12) Sealed bids and related
documents, until the bids are opened, and sealed proposals and
related documents or any documents related to a negotiated
contract until a contract is executed, or all proposals are
rejected, and RSMo 610.021 (13) Individually identifiable
personnel records, performance ratings or records pertaining to
employee or applicant for employment, second by Alderman
Cretsinger.
Yes: LoPorto, Cretsinger, Beck, Milner, and Cockrell.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Cretsinger moved at 7:05 p.m. to adjourn closed
CLOSED @ 7:05 P.M. & session with action taken and to reconvene after open session,
RECONVENE AFTER OPEN second by Alderman Milner.
Yes: Cretsinger, Milner, Beck, Cockrell, and LoPorto.
Motion carried 5-0.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at
7:07 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Dawn Cockrell, Jill Beck, Rob Milner,
Sal LoPorto, and Nathan Cretsinger.
Also present were City Administrator Brian Koral, City Planner Sarah Wagner, City Clerk Robin
Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Police Chief Chris

Skinrood, Fire Chief Gordon Fowlston, Human Resources Manager Amy Strough, Capital
Projects/Parks Noel Challis Bennion, and City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
CONSENT AGENDA Alderman Beck moved to approve the consent agenda as
presented, second by Alderman Cockrell.
Yes: Beck, Cockrell, Milner, Cretsinger, and LoPorto.
Motion carried 5-0.
MINUTES OF 05-17-22 Alderman Beck moved to approve the minutes of the May 17,
2022, meeting, second by Alderman Cockrell.
Yes: Beck, Cockrell, Milner, Cretsinger, and LoPorto.
Motion carried 5-0.
MINUTES OF 05-31-22 Alderman Beck moved to approve the minutes of the May 31,
2022, special meeting, second by Alderman Cockrell.
Yes: Beck, Cockrell, Milner, Cretsinger, and LoPorto.
Motion carried 5-0.
REGULAR AGENDA
BILL NO. 2022-030 City Clerk Robin Kincaid gave first reading of Bill No. 2022-030.
CO1 Houston - Fill Dirt City Engineer Travis Hoover explained this is for the fill dirt
contract for this year. We have been working on the 40 West and
Rinker East project. We have a few more weeks to go, I am
asking for $50,000, and I am trying to manage the cost as
reasonably as possible and save having another change order.
Alderman LoPorto moved to accept first reading and place Bill
2022-030 on second and final reading, second by Alderman Beck.
Yes: LoPorto, Beck, Cretsinger, Milner, and Cockrell.
Motion carried 5-0.
City Clerk Kincaid gave second reading of Bill No. 2022-030.
Alderman Milner moved to approve Bill 2022-030 and enact
said bill as ordinance, second by Alderman Cockrell.
Yes: Milner, Cockrell, LoPorto, Beck, and Cretsinger.
Motion carried 5-0.
BILL NO. 2022-031 City Clerk Robin Kincaid gave first reading of Bill No. 2022-031.
PT Fire Hire -Sands Alderman Beck moved to accept first reading and place Bill
2022-031 on second and final reading, second by Alderman
Cretsinger.
Yes: Beck, Cretsinger, LoPorto, Milner, and Cockrell.
Motion carried 5-0.
City Clerk Kincaid gave second reading of Bill No. 2022-031.
Alderman Milner moved to approve Bill 2022-031 and enact
said bill as ordinance, second by Alderman Cockrell.
Yes: Milner, Cockrell, Cretsinger, Beck, and LoPorto.
Motion carried 5-0.

BILL NO. 2022-032 City Clerk Robin Kincaid gave first reading of Bill No. 2022-032.
MOU SRO Park Hill School Police Chief Chris Skinrood stated that this is the annual contract
for the school resource officer and is also setting rates for
officers that work events for the school district.
Alderman LoPorto moved to accept first reading and place Bill
2022-032 on second and final reading, second by Alderman
Milner.
Yes: LoPorto, Milner, Cretsinger, Cockrell, and Beck.
Motion carried 5-0.
City Clerk Kincaid gave second reading of Bill No. 2022-032.
Alderman Milner moved to approve Bill 2022-032 and enact
said bill as ordinance, second by Alderman Cockrell.
Yes: Milner, Cockrell, LoPorto, Beck, and Cretsinger.
Motion carried 5-0.
RESOLUTION 2022-046 Alderman LoPorto moved to approve Resolution 2022-046
Bill Pay authorizing the expenditure of funds for fiscal year 2021-2022,
for weeks ending May 20th, May 27m, and June 3' in the amount
of $221,233.51, second by Alderman Milner.
Yes: LoPorto, Milner, Cockrell, and Cretsinger.
No: None
Abstain: Beck.
Motion carried 4-0-1.
RESOLUTION 2022-048 Capital Projects/ Parks Manager Noel Challis Bennion reviewed
MARC PSP Grant all that are participating in this Planning Sustainable Places Grant
project and that this resolution is approval of the letter from the
Board to accompany the grant. Riverside would have a $25,000
match.
Alderman Cretsinger moved to approve Resolution 2022-048
approving and endorsing a multi-jurisdictional application to the
Mid America Regional Council (MARC) for a planning sustainable
places (PSP) grant for preliminary design of a multi-county
regional bike/ped highway barrier removal project (Missouri River
Trail Connector), second by Alderman Milner.
Yes: Cretsinger, Milner, LoPorto, Cockrell, and Beck.
Motion carried 5-0.
RESOLUTION 2022-049 Capital Projects/Parks Manager Noel Challis Bennion explained
RoofLink Agreement this is for special inspections on the roofs for the Public Safety
Renovation Project with fees at $1500 a day and not to exceed
$45,000. Public Works Director Tom Wooddell helped explain the
work needed by a certified inspector to oversee changes and
issues daily, it is a very valuable service.
Alderman Milner moved to approve a resolution approving an
agreement with Rooflink, LLC related to special inspections,
second by Alderman Beck.
Yes: Milner, Beck, Cretsinger, Cockrell, and LoPorto.
Motion carried 5-0.

RESOLUTION 2022-050 Capital Projects/Parks Manager Noel Challis Bennion stated
Quality Vending for Pool this is for the pool to have healthy drinks available during
swimming season and then answered questions from the Board.
Alderman Cretsinger moved to approve a resolution approving an
agreement with Quality Vending & Coffee Co. for vending at the
Riverside Municipal Pool, second by Alderman Milner.
Yes: Cretsinger, Milner, Beck, Cockrell, and LoPorto.
Motion carried 5-0.
Liquor License Approval Alderman Milner moved to approve the picnic not-for-profit
Loud & Local - 09.17.22 liquor license contingent upon State of Missouri approval for the
Loud and Local, Managing Agent April Roberson, event dates —
September 17, 2022, at EH Young Park (two stands), second by
Alderman Beck.
Yes: Milner, Beck, Cockrell, LoPorto, and Cretsinger.
Motion carried 5-0.
CITY ADMINISTRATOR City Administrator Koral announced that there are several items
on the calendar for June. This Saturday, June 11'h at 1 p.m. at the
Riverside View we will have the outreach event to engage
residents in multi-family homes. We were at Gatewoods last
weekend and had a good turnout there. There will be the snow
cone truck, hot dogs, and music to help get people plugged into
our city. On June 25'h we will have our annual EShredding event
and later that day an Open House at the community center. You
have been invited to the Parade of Hearts Carnival at the Midland
and the hearts will be bid for purchase online and at the event. We
purchased a cow from the "Cow Parade" years ago, so we may
look at having one of these. Discussion was held among the
Board about possibly bidding, purchasing, etc. Alderman Beck
moved to authorize City Staff to bid on one of the Parade of
Hearts Heart for the City at an amount not to exceed $15,000,
second by Alderman Cretsinger.
Yes: Beck, Cretsinger, Milner, Cockrell, LoPorto.
Motion carried 5-0.
The IMPA Conference is at Argosy this week and our Human
Resource Manager Amy Strough has been awarded the Carl K.
Wettengel Achievement Award for her outstanding service. Our
new Finance Director Erika Benitez is at a conference for
professional development this week as well.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING City Engineer Travis Hoover was able to drive out during the rain
and found areas that need some repair. At the bottom of the hill
on Meramac we will be closing the road on Monday, June 20,
2022 to work on a storm sewer repair that crosses the road and a
couple curb inlets will be repaired.

PUBLIC WORKS Nothing to report.
LEVEE BOARD City Engineer Hoover reported that the Corp of Engineers is
working on the relief wells, drilling behind the Public Works
building and working on storm sewers there too. No timeline yet,
but work has started.
MAYOR'S DISCUSSION Mayor Kathy Rose reported that they attended the PCEDC
luncheon last Friday. The speaker was hilarious and enjoyed him
greatly. We had two residents that retired and moved to Arizona,
they both served the City at one time or another, and they passed
away within five weeks of each other. They are having a memorial
get together here on Saturday, June 11`h. We also lost another
long-time resident of Riverside, former Alderman of Ward II, Jim
Wedua, lost his wife this past week. Looking forward to the
Parade of Hearts Event. June 25th there is the event at the
Community Center and there will be a mechanical bull.
BOARD OF ALDERMEN Alderman Cockrell — Nothing to report.
Alderman Milner— Nothing to report.
Alderman LoPorto — Nothing to report.
Alderman Cretsinger— I am glad I got to attend the Northland
Chamber Education Event. Thank you to all the educators out
there, I know it cannot be easy these days.
Alderman LoPorto — Asked if we spray for mosquitos, and Public
Works Director Wooddell said that they do not spray but treat the
standing water areas.
Alderman Cretsinger— I have had an issue with the technology on
my phone to work with Word and Mac documents and wondered if
our IT might be able to help me with that soon. Koral responded
that we will have Jason touch base with Nathan.
Alderman Beck— Is excited for the event this weekend. We will
have these all through July.
MOTION TO RECONVENE Alderman Milner moved to enter back into closed session
CLOSED @ 7:40 P.M. pursuant to RSMo 610.021 (13) Individually identifiable
personnel records, performance ratings or records pertaining to
employee or applicant for employment, second by Alderman
Cockrell.

MOTION TO ADJOURN Alderman Beck moved to adjourn closed session with
CLOSED @ 8:15 P.M. action taken at 8:15 p.m., second by Alderman LoPorto.

MOTION TO ADJOURN Alderman Cretsinger moved to adjourn the meeting at 8:16 p.m.,
second by Alderman Cockrell.
