Mayor Rose called the meeting to order at 6:05 p.m. Those in attendance were, Mayor Kathy Rose, Aldermen Jill Beck, Dawn Cockrell, Sal LoPorto, Rob Milner, and Nathan Cretsinger(by Zoom). Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Police Chief Chris Skinrood, HR Manager Amy Strough, and City Attorney Paul Campo. Attorney Matt Gist by Zoom. MOTION TO ENTER INTO Alderman Beck moved to enter closed-session pursuant CLOSED @ 6:05 P.M. RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021 (2) Leasing, Purchase, or sale of real estate, RSMo 610.021(3) Hiring, firing, disciplining, or promoting a particular employee, when personal information about the employee is discussed, 610.021(12) Sealed bids and related documents, until the bids are opened; and sealed proposals and related documents or any documents related to a negotiated contract until a contract is executed, or all proposals are rejected, and RSMo 610.021 (13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, second by Alderman LoPorto. MINUTES OF 06-21-22 Alderman LoPorto moved to approve the minutes of the June 21, 2022, meeting, second by Alderman Milner. Yes: LoPorto, Milner, Cockrell, Palma, Cretsinger, and Beck. Motion carried 6-0. 2 RESOLUTION 2022-060 Alderman LoPorto moved to approve Resolution 2022-060 Bill Pay authorizing the expenditure of funds for fiscal year 2021-2022, for weeks ending June 24th and July 1st in the amount of $160,045.55, second by Alderman Milner. Yes: LoPorto, Milner, Cockrell, Palma, Cretsinger, and Beck. • Motion carried 6-0. RESOLUTION 2022-061 Alderman LoPorto moved to approve Resolution 2022-061 American Red Cross Agmnt authorizing the City of Riverside to enter into a services agreement with and pay certain funds to the American Red Cross, second by Alderman Milner. Yes: LoPorto, Milner, Cockrell, Palma, Cretsinger, and Beck. Motion carried 6-0. RESOLUTION 2022-062 Alderman LoPorto moved to approve Resolution 2022-062 Feed Northland Kids Agmnt authorizing the City of Riverside to enter into a services agreement with and pay certain funds to Feed Northland Kids, second by Alderman Milner. RESOLUTION 2022-063 Alderman LoPorto moved to approve Resolution 2022-063 KCADC Agmnt authorizing the City of Riverside to enter into a services contract with Kansas City Area Development Council, second by Alderman Milner. RESOLUTION 2022-064 Alderman LoPorto moved to approve Resolution 2022-064 LevelUp Kids, Inc.Agmnt authorizing the City of Riverside to enter into a services agreement with and pay certain funds to Miles of Smiles/LevelUp Kids, Inc., second by Alderman Milner. RESOLUTION 2022-065 Alderman LoPorto moved to approve Resolution 2022-065 MOCSA Agreement authorizing the City of Riverside to enter into a services agreement with and pay certain funds to the Metropolitan Organization to Counter Sexual Assault, second by Alderman Milner. RESOLUTION 2022-066 Alderman LoPorto moved to approve Resolution 2022-066 Northland Health Care Access authorizing the City of Riverside to enter into a services agreement with and pay certain funds to Northland Health Care Access, second by Alderman Milner. Motion carried 6-0. 3 RESOLUTION 2022-067 Alderman LoPorto moved to approve Resolution 2022-067 Northland Neighborhoods Inc authorizing the City of Riverside to enter into a services agreement with and pay certain funds to Northland Neighborhoods, Inc., second by Alderman Milner. RESOLUTION 2022-068 Alderman LoPorto moved to approve Resolution 2022-068 NRCC Services Agreement authorizing the City of Riverside to enter into a services agreement with the Northland Regional Chamber of Commerce, second by Alderman Milner. Yes: LoPorto, Milner, Cockrell, Palma, Cretsinger, and Beck. Motion carried 6-0. RESOLUTION 2022-069 Alderman LoPorto moved to approve Resolution 2022-069 Park Hill School Agmnt authorizing the City of Riverside to enter into a services agreement with and pay certain funds to Park Hill School District, second by Alderman Milner. Yes: LoPorto, Milner, Cockrell, Palma, Cretsinger, and Beck. Motion carried 6-0. RESOLUTION 2022-070 Alderman LoPorto moved to approve Resolution 2022-070 Platte Co. Health Dept. Agmnt authorizing the City of Riverside to enter into a services agreement with the Platte County Health Department, second by Alderman Milner. RESOLUTION 2022-071 Alderman LoPorto moved to approve Resolution 2022-071 PCEDC Services Agreement authorizing the City of Riverside to enter into a services contract with Platte County Economic Development Council, second by Alderman Milner. RESOLUTION 2022-072 Alderman LoPorto moved to approve Resolution 2022-072 Platte Senior Services Agmnt authorizing the City of Riverside to enter into a services agreement with and pay certain funds to Platte Senior Services, Inc., second by Alderman Milner. RESOLUTION 2022-073 Alderman LoPorto moved to approve Resolution 2022-073 Riverside Chamber Agmnt authorizing the,City of Riverside to enter into a services contract with the Riverside Chamber of Commerce, second by Alderman Milner. Yes: LoPorto, Milner, Cockrell, Palma, Cretsinger, and Beck. Motion carried 6-0. 4 RESOLUTION 2022-074 Alderman LoPorto moved to approve Resolution 2022-074 Synergy Services Agmnt authorizing the City of Riverside to enter into a services agreement with and pay certain funds to Synergy Services, second by Alderman Milner. Yes: LoPorto, Milner, Cockrell, Palma, Cretsinger, and Beck. Motion carried 6-0. RESOLUTION 2022-076 Alderman LoPorto moved to approve Resolution 2022-076 Kubota Tractor Purchase authorizing the purchase of a 2022 Kubota MX 6000HSTC tractor for the Public Works Department through Coleman Equipment Inc., Smithville, Missouri in an amount not to exceed $39,506.54, second by Alderman Milner. Yes: LoPorto, Milner, Cockrell, Palma, Cretsinger, and Beck. Motion carried 6-0. REGULAR AGENDA RESOLUTION 2022-075 Alderman LoPorto moved to approve Resolution 2022-075 YMCA Services Agreement authorizing the City of Riverside to enter into a services agreement with and pay certain funds to the YMCA of Greater Kansas City, second by Alderman Milner. Yes: LoPorto, Milner, Cockrell, Palma, and Cretsinger. No: None. Abstain: Beck. Motion carried 5-0-1. BILL NO. 2022-038 City Clerk Robin Kincaid gave first reading of Bill No. 2022-038. Final Plat of Replat Montebella Community Development Director Mike Duffy explained this is a request for a small change to two lots that have already been built on, just move a lot line between the two houses. Duffy showed the line of change through PowerPoint slides. The Planning Commission heard this last week and recommended approval unanimously. Both property owners approve and signed off on it. Alderman LoPorto moved to accept first reading and place Bill 2022-038 on second and final reading, second by Alderman Cockrell. Yes: LoPorto, Cockrell, Beck, Palma, Cretsinger, and Milner. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2022-038. Alderman Milner moved to approve Bill 2022-038 and enact said bill as ordinance, second by Alderman Beck. Yes: Milner, Beck, Palma, Cretsinger, LoPorto, and Cockrell. Motion carried 6-0. BILL NO.2022-039 City Clerk Robin Kincaid gave first reading of Bill No. 2022-039. Amend City Admin Agreement Alderman Beck moved to accept first reading and place Bill 2022-039 on second and final reading, second by Alderman Milner. Yes: Beck, Milner, LoPorto, Cockrell, Cretsinger, and Palma. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 20221039. 5 Alderman Milner moved to approve Bill 2022-039 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Milner, Cockrell, LoPorto, Beck, Palma, and Cretsinger. Motion carried 6-0. BILL NO. 2022-040 City Clerk Robin Kincaid gave first reading of Bill No. 2022-040. Adopt Compensation Plan HR Manager Amy Strough explained this is the formal adoption of the pay ranges that were previously adopted with the 2022-2023 Budget approval. It shows the detail of all departments ranges with the changes. Alderman Milner moved to accept first reading and place Bill 2022-040 on second and final reading, second by Alderman Cockrell. Yes: Milner, Cockrell, Palma, LoPorto, Cretsinger, and Beck. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2022-040. Alderman Milner moved to approve Bill 2022-040 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Cretsinger, Palma, and LoPorto. Motion carried 6-0. RESOLUTION 2022-077 Alderman LoPorto moved to approve Resolution 2022-077 OMNI Employment Mngmnt. accepting the proposal of OMNI Employment Management Services to provide Human Resource Services and approving execution of a contract in connection with the provision of such services, second by Alderman Beck. Yes: LoPorto, Beck, Cretsinger, Cockrell, Milner, and Palma. Motion carried 6-0. RESOLUTION 2022-078 City Administrator Brian Koral reviewed the need to amend the Amend 2022-2023 Budget budget that was adopted at the last meeting, but the transaction with the library was unable to close prior to our end of the year, so this moves the $1,350,000 expenditure that did not occur into this year's budget and the spreadsheet Exhibit A shows the move. Alderman Beck moved to approve the Resolution 2022-078 amending the fiscal year 2022-2023 annual budget for the City of Riverside, Missouri, second by Alderman Milner. Yes: Beck, Milner, LoPorto, Cockrell, Cretsinger, and Palma. Motion carried 6-0. CITY ADMINISTRATOR City Administrator Koral reminded the Board that curbside trash and recycle will be delayed to Saturday this week due to the July 4th holiday observance. Also, there will be a Reaching Riverside event this Saturday at 11 a.m. by the Riverside Townhomes with bounce houses, ice cream truck and hot dog truck. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy discussed wayfinding signage and we are looking at a second phase for five more signs to be installed. This consolidates some of our signs so there will be less clutter. There is a sign increase of approximately $1,500 more per sign, partially because of the install cost and the 6 general inflation factor. General consensus of the Board is to move,forward with this project. ENGINEERING Nothing to report. FINANCE Nothing to report. FIRE Fire Chief Gordon Fowlston addressed the Board with a fireworks update. There were no major issues, thankfully. There have been a few heat related calls come in, so everyone needs to be cautious. POLICE Nothing to report. PUBLIC WORKS Nothing to report. Mayor Rose told staff that fireworks were shot off in the park even though they were not to shoot them on City property. A truck rutted up an area near a shelter over the weekend, otherwise the Pubic Works crew have the parks looking great! LEVEE BOARD Nothing to report. MAYOR'S DISCUSSION Mayor Kathy Rose congratulated Steve Palma and welcomed him to the Board. The Comprehensive Plan is coming around quickly. We need to be preparing for this and want to be aggressive. It will be RDG from Iowa, they will help us include everyone and it will be about a 10-month process. The Missouri Gaming Commission met here last week for one of their relicensing hearings, it went very well, and I also want to thank Jason for helping get the recording going, so they did not have to find a replacement court recorder. Thank you to all the staff that helped get that meeting coordinated for the Commission. The Park Hill South football team is going to do a volunteer day that Noel is coordinating where they will possibly build a few things for the dog park and do some trail maintenance projects. RedX has some walls going up, it is very exciting. I hear that they have taken their old firetruck, had it refurbished, and it is going to be put inside the new building then the walls will be completed around it. I am thankful for our new employees, our new budget, and moving forward. BOARD OF ALDERMEN Alderman LoPorto— Nothing to report. Alderman Cockrell — I am looking forward to the Reaching Riverside event coming up and our neighborhood will be on July 14th Alderman Milner—Welcome Steve, glad you are part of the team. I really enjoy going to the park and I have noticed that every time I am there, the Pickle Ball Courts are very busy. That is really cool. I am very excited about the Reaching Riverside event too. 7 Alderman Palma—Thank you everyone, it is an honor to be here. Alderman Beck—Welcomed Alderman Palma. I am also looking forward to the Reaching Riverside event and hope that we are reaching areas that may not have had these opportunities previously. Brian Koral announced that we will be picking up our Heart soon and it is exciting. Mayor Rose would like to see the Heart in different areas of our City.
