Boazd of Aldermen of City of Riverside, Missouri
May 15, 2001
A regulaz meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the
City Hall of Riverside, Missouri on May 15, 2001.
Those in attendance were Mayor Betty Burch, Aldermen Burns, Morse, Darata, Legaazd, Beazd
and Flaws.
Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, Deborah Polk
and John McClellan, City Attorneys office.
Minutes, May 1, 2001 Alderman Morse moved that the minutes of February 1, 2001 be
Approved approved as corrected, seconded by Alderman Burris, the vote was:
Aye: Aldermen Morse, Bums, Flaws, Darata, Legaazd and Beazd.
Motion carries.
Mayor's comments Mayor Burch said Mr. and Mrs. Poe's easements aze being prepared.
Mayor Burch read Alderman Morse's letter of resignation.
Bill No. 2001-53 Alderman Beazd moved to place Bill No. 2001-53 on its first reading,
Payment of Bills said Bill authorizing the payment of certain indebtedness listed therein,
seconded by Alderman Legaard, the vote was:
Aye: Aldermen Flaws, Bums, Darata, Beazd, Legaard and Morse.
Motion carries.
Ordinance No. 2001-53 Alderman Flaws moved to place Bill No. 2001-53 on its second reading
Approved and upon passage of same, become Ordinance No. 2001-53, seconded
by Alderman Morse, the vote was:
Aye: Aldermen Flaws, Darata, Beard, Legaard, Morse and Bums.
Motion cazries.
Bill No. 2001-54 Alderman Morse moved to place Bill No. 2001-54 on its first reading,
Payment of Bills said Bill authorizing the payment of certain indebtedness listed therein,
seconded by Alderman Beazd, the vote was:
Aye: Aldermen Bums, Dazata, Beazd, Legaard, Morse and Flaws.
Motion carries.
Ordinance No. 2001-54 Alderman Flaws moved to place Bill No. 2001-54 on its second reading
Approved and upon passage of same, become Ordinance No. 2001-54, seconded
by Alderman Morse, the vote was:
Aye: Aldermen Legaard, Beard, Morse, Burris, Flaws and Dazata.
Motion carries.
Universal Construction Grant Ackerman explained to the Board the revised sheets for the
Representative, Grant Riverside Public Safety Facility. Request for Proposals from architects
Ackerman will be published and due to be turned in by July 9s'.
Alderman Beard moved to approve the Riverside Public Safety Facility
Project Budget for the total project costs of $3,733,736., seconded by
Alderman Morse, the vote was:
Aye: Alderman Beazd, Morse, Flaws, Burris, Darata and Legaard.
Motion Carries.
Jim Trimble Jim Trimble, Gatewoods Development spoke regazding SOs' Street.
Gatewoods Development When the cost estimate is determined for Gatewoods share on 50's
Discussion Street, a letter of credit will be posted.
He explained there aze minor revisions being done on the Gatewoods
Development Subdivision plats; adding utility easements and the
Mayor's name change. There is a units to lot configuration change. An
additional plan is to be submitted for the change of topography in 5 or 6
lots. Twenty-three houses will be started at one time. A fiftl- floor plan
is added to fit the lot. The homes will be sold as Is` phase, the north 23
lots, 2°d phase, south 23 lots and 3`~ phase, 2°d plat.
A letter of credit/bond will be submitted to cover repairs for two years.
The Boazd must see all amended covenants.
Mr. Trimble explained these are patio homes, a side yazd on one side
only, zero lot line and tenants will comply with the Home Association.
Deborah Polk spoke on the Deborah spoke on the proposed Gateway Redevelopment Plan/tJse Tax
proposed Gateway Rede- Increment Financing (TIF). The development area is only being
velopment Plan/[Jse Tax declared now. Criteria, guidelines and maintenance services aze needed
TIF to provide drawing and legal description. Bid proposals will be
submitted at the next Board meeting.
There will be a TIF Commission Public Hearing on June 27`" at 5 p.m.
and the Boazd of Aldermen will hold a Public Hearing in July on the
matter.
Open House, June 23`d Mayor Burch announced June 23`~ as open house for the City Hall's
for new City Hall grand opening.
Alderman comments Alderman Bums asked why there wasn't a zip code posted at the post
office. This will be investigated.
SOa' Anniversary Advertising will be placed in the Kansas City Staz on June 20s'
Advertising for the City's 50`s Anniversary.
50`s Street discussion It was mentioned 50`s Street would be finished down to the creek.
Motion for Closed Session Alderman Darata moved that the meeting go into closed session
pursuant to RSMo 610.021(1) Legal issues, RSMo 610.021(2), Real
Estate, RSMo 610.021(3), Personnel Issues with the Attorney,
seconded by Alderman Flaws, the vote was:
Aye: Aldermen Dazata, Morse, Legaazd, Beard and Flaws and Burris.
Motion carries.
Motion for Open Session Alderman Beard moved that the meeting go into open session,
seconded by Alderman Flaws, the vote was:
Aye: Aldermen Dazata, Morse Legaard, Beazd, Flaws and Bums.
Motion cazries.
Generator at new City Hall It was unanimously agreed the stone around the generator at the new
City Hall shall be buff in color.
Approval to hire Alderman Beazd moved to approve hiring Amy Shorts for the position
Amy Shorts, Secretary of Secretary, with a review after 6 months and $25,000 annually, with
benefits, seconded by Alderman Morse, the vote was:
Aye: Aldermen Morse, Legaard, Beard, Flaws, Bums and Dazata.
Motion carries.
Approval to hire Alderman Beazd moved to approve hiring Brian Anderson for the
Brian Anderson, position of Maintenance Worker I, with a review after 6 months and
Maintenance Worker I $24,750 annually, with benefits, seconded by Alderman Burris, the vote
was:
Aye: Aldermen Legaazd, Beazd, Flaws, Burris, Darata and Morse.
Motion carries.
Approval to hire Alderman Beazd moved to approve hiring Chris Brenner to the
Chris Brenner position of Maintenance Worker/Public Works as seasonal at $8.00 per
as seasonal Maintenance hour, seconded by Alderman Dazata, the vote was:
