REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, August 16, 2022
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
August 16, 2022.
Mayor Rose called the meeting to order at 6:09 p.m. Those in attendance were, Mayor Kathy
Rose, Aldermen Jill Beck, Dawn Cockrell, Robert Milner, and Steve Palma.
Alderman Sal LoPorto and Nathan Cretsinger were absent.
Also present were Acting City Administrator Mike Duffy, City Clerk Robin Kincaid, and City
Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Cockrell moved to enter closed session pursuant to
CLOSED @ 6:09 P.M. RSMo 610.021 (1) Legal Action and litigation, and RSMo
610.021 (2) Leasing, Purchase, or sale of real estate, RSMo
610.021(3) Hiring, firing, disciplining, or promoting a particular
employee, when personal information about the employee is
discussed, and RSMo 610.021 (13) Individually identifiable
personnel records, performance ratings or records pertaining to
employee or applicant for employment, second by Alderman
Beck.
Yes: Cockrell, Beck, Milner, and Palma.
Motion carried 4-0.
MOTION TO ADJOURN Alderman Cockrell moved at 7:00 p.m. to adjourn closed session
CLOSED @ 7:00 P.M. with no action taken, second by Alderman Beck.
Yes: Cockrell, Beck, Palma, and Milner.
Motion carried 4-0.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at
7:02 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Dawn Cockrell, Jill Beck, Rob Milner,
and Steve Palma.
Aldermen Sal LoPorto and Nathan Cretsinger were absent.
Also present were Acting City Administrator Mike Duffy, City Clerk Robin Kincaid, Public Works
Director Tom Wooddell, City Engineer Travis Hoover, Police Captain Mike Costanzo, Fire
Marshal Keith Payne, Human Resources Manager Amy Strough, Capital Projects/Parks
Manager Noel Challis Bennion, Finance Director Erika Benitez, and IT Manager Jason Ketter.
City Attorney Paul Campo was also present.

PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT Capital Projects/Parks Manager Noel Bennion introduced Alyssa
Campbell and Lily Holtam, Girl Scout Cadets that want to present -
a Silver Award Project they would like to do for at the dog park.
They provided information, a PowerPoint presentation, and
answered questions from the Mayor and Board. Following
discussion, Alderman Milner moved to approve the Dog Park
Improvement Project for Campbell and Holtam to provide for their
Silver Award in Girl Scouts, second by Alderman Beck.
Yes: Milner, Beck, Cockrell, and Palma.
CONSENT AGENDA Alderman Milner moved to approve the consent agenda as
presented, second by Alderman Cockrell.
Yes: Milner, Cockrell, Palma, and Beck.
Motion carried 4-0.
MINUTES OF 08-02-22 Alderman Milner moved to approve the minutes of the August 2,
2022 meeting, second by Alderman Cockrell.
Yes: Milner, Cockrell, Palma, and Beck.
Motion carried 4-0.
COURT REPORT Alderman Milner moved to approve the court report for the month
of July 2022, second by Alderman Cockrell.
Yes: Milner, Cockrell, Palma, and Beck.
Motion carried 4-0.
RESOLUTION 2022-088 Alderman Milner moved to approve Resolution 2022-088
Award SAK Construction CIPP awarding construction of the 2022 Indian Hills CIPP project and
approving the agreement between the City and SAK Construction,
LLC for construction of such project, second by Alderman
Cockrell.
Yes: Milner, Cockrell, Palma, and Beck.
Motion carried 4-0.
REGULAR AGENDA
BILL NO.2022-045 City Clerk Robin Kincaid gave first reading of Bill No. 2022-045.
Amend City Code - Noise Community Development Director Mike Duffy reminded the Board
that this was discussed at the last meeting, and this is the
amendment to the code to make the changes to allow for a waiver
from the noise ordinance for specific situations. Mike answered
questions from the Board.
Alderman Milner moved to accept first reading and place Bill
2022-045 on second and final reading, second by Alderman
Cockrell.
Yes: Milner, Cockrell, Beck, and Palma.
Motion carried 4-0.

City Clerk Kincaid gave second reading of Bill No. 2022-045.
Alderman Milner moved to approve Bill 2022-045 and enact
said bill as ordinance, second by Alderman Cockrell.
Yes: Milner, Cockrell, Palma, and Beck.
Motion carried 4-0.
RESOLUTION 2022-087 Alderman Milner moved to approve Resolution 2022-087
Bill Pay authorizing the expenditure of funds for fiscal year 2021-2022 and
2022-2023 for weeks ending August 5th and August 12'h in the
amount of$434,365.52, second by Alderman Cockrell.
Yes: Milner, Cockrell, and Palma.
No: None.
Abstain: Beck.
Motion carried 3-0-1.
RESOLUTION 2022-089 Community Development Director Mike Duffy explained that this
RDG Agreement Approval approves the agreement for RDG Planning & Design to begin our
Comprehensive Planning update and the next resolution will
approve the first task order to begin the work. There will be 10
meetings all around the city and many other details are within the
agreement. This will be done over 10 to 12 months.
Alderman Milner moved to approve Resolution 2022-089
approving an agreement for comprehensive planning services
between the City of Riverside Missouri and RDG Planning &
Design, second by Alderman Cockrell.
Yes: Milner, Cockrell, Beck, and Palma.
Motion carried 4-0.
RESOLUTION 2022-090 Alderman Beck moved to approve Resolution 2022-090
Task Order#1 RDG approving task order number 1 with RDG Planning & Design,
second by Alderman Milner.
Yes: Beck, Milner, Palma, and Cockrell.
Motion carried 4-0.
Liquor License Approval Alderman Beck moved to approve the Beer and Light Wine
Tree Hugger Truck, LLC liquor license contingent upon State of Missouri approval for The
Tree Hugger Truck LLC, Managing Agent Phillip Newman at 7601
E. 75h Street, Kansas City, MO 64138, second by Alderman
Cockrell.
Yes: Beck, Cockrell, Milner, and Palma.
Motion carried 4-0.
CITY ADMINISTRATOR Acting City Administrator Mike Duffy asked Captain Mike
Costanzo to come and share information and pictures about the
Jr. Police Academy. It is a great outreach program for our Police
Department.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report.

FINANCE Finance Director Erika Benitez showed by PowerPoint
presentation for the July 30, 2022 financial status with 8.33% of
the budget year passed. She highlighted the funds and balances
for income and expenses. The investment portfolio was shown
and opportunity for questions was offered.
FIRE Fire Marshal Keith Payne reviewed the Fire Department report
and announced that Saturday, October 1, 2022 from 11 a.m. to 3
p.m. will be the Annual Fire and Police Open House with many fun
activities, Public Works equipment, and food for the residents to
enjoy.
POLICE Police Captain Mike Costanzo reviewed the July 2022 activity
report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION Mayor Rose commented on how wonderful the mowing looks off
Hwy 9 and 1-635, I am so glad we have that contract to get that
done. She also told everyone to see the Current artwork done by
the guy that lives next to the Jockey Club. I am very excited to get
RDG on board and a steering committee with a broad mix of
residents and business owners to hear all their perspectives.
Noel, Mike, Erika, and I attended the NRCC luncheon today. Dani
Welniak has joined the KC Current as Executive Director of
Communications and she gave a report about the exciting
happenings for them. Reaching Riverside was a huge success
last Saturday, big "shout out" to Police, Fire, and Mike! Thank you
for all you did to get it all set up and ready to go, again, we made
a difference. It was wonderful!
BOARD OF ALDERMEN Alderman Cockrell —What is the date for RedX opening? Mike
explained that they hope to open shortly after the first of the year.
Alderman Beck— Excellent Reaching Riverside event! It was so
much fun to engage with the community. I am happy that RDG
was selected and think that they will do a great job, that we are
approachable, and they are very creative. I think they will truly
capture our uniqueness of Riverside.
Alderman Palma— Nothing to report.
Alderman Milner— I too, want to say Reaching Riverside was very
wonderful, although very hot, but it was very impressive to hear
the length of time that many of the residents have lived in the El
Chap apartments. These events have helped us meet many
residents, have conversations with them, and there are some that
will be phenomenal as committee members. These events have

helped give voice to our residents and have been so successful. It
makes me very proud to meet so many people that love living in
Riverside.

second by Alderman Cockrell.
