AN ORDINANCE APPROVING A LETTER OF UNDERSTANDING WITH THE CITY
OF NORTH KANSAS CITY REGARDING THE EXCHANGE OF PROPERTY AND
SERVICES
BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE,
MISSOURI AS FOLLOWS:
SECTION 1 — AGREEMENT APPROVED. That the Riverside Board of Aldermen hereby
approves the Letter of Understanding with the City of North Kansas City, Missouri, attached
hereto in its substantial form, relating to the exchange of property and services, and the Board
further authorizes the Mayor to sign an acceptance document on behalf of the City, which is also
attached hereto.
SECTION 2 — AUTHORITY GRANTED. The Mayor, the City Administrator, Police Chief
and other appropriate City officials are hereby authorized to take any and all actions as may be
deemed necessary or convenient to carry out and comply with the intent of this Ordinance and to
execute and deliver for and on behalf of the City all certificates, instruments, agreements and
other documents, as may be necessary or convenient to perform all matters herein authorized.
SECTION 3 — EFFECTIVE DATE. This Ordinance shall be in full force and effect from and
after its passage and approval.
BE IT REMEMBERED that the above was read two times by heading only, PASSED AND
APPROVED by a majority of the Board of Aldermen and APPROVED by the Mayor of the
City of Riverside this 6th day of September 2022.

Acceptance
This document shall evidence the City of Riverside, Missouri's acceptance of Letter of
Understanding dated August 11, 2022, from the City of North Kansas City, Missouri regarding
the exchange of property and services.

The North Kansas City Police Department is in the process of hiring Brandon Spencer as
a Police Officer. Spencer is currently employed by the City of Riverside as a Police Officer. It is
our understanding that Spencer has recently received a new bullet-resistant vest for his use in that
position and that this vest is the property of the City of Riverside.
Should Spencer successfully complete the hiring process, the North Kansas City Police
Department would like to offer the City of Riverside eight (8) full-day rentals of our police firing
range, a value of$800, in exchange for the City of Riverside declaring Spencer's bullet-resistant
vest as surplus property and allowing him to bring it with him to North Kansas City if/when he
separates service.
We appreciate the consideration of this request and will be happy to discuss any questions
or concerns.
