HomeMy WebLinkAbout2022-09-06 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, September 6, 2022 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivian Road, Riverside, Missouri, on Tuesday, September 6, 2022. Mayor Rose called the meeting to order at 6:02 p.m. Those in attendance were, Mayor Kathy Rose, Aldermen Jill Beck, Dawn Cockrell, Sal LoPorto, Nathan Cretsinger, and Steve Palma. Alderman Rob Milner was absent. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Community Development Director Mike Duffy, and City Attorney Paul Campo. MOTION TO ENTER INTO Alderman LoPorto moved to enter closed session pursuant CLOSED @ 6:02 P.M. to RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021 (2) Leasing, Purchase, or sale of real estate, RSMo 610.021(3) Hiring, firing, disciplining, or promoting a particular employee, when personal information about the employee is discussed, and RSMo 610.021 (13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, second by Alderman Cretsinger. Yes: LoPorto, Cretsinger, Palma, Cockrell, and Beck. Motion carried 5-0. MOTION TO ADJOURN Alderman Beck moved at 7:00 p.m. to adjourn closed CLOSED @ 7:00 P.M. session with action taken, second by Alderman Cockrell. Yes: Beck, Cockrell, Palma, LoPorto, and Cretsinger. Motion carried 5-0. REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at 7:07 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Dawn Cockrell, Jill Beck, Sal LoPorto, Nathan Cretsinger, and Steve Palma. Alderman Rob Milner was absent. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, City Engineer Travis Hoover, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, Human Resources Manager Amy Strough, Capital Projects/Parks Noel Challis Bennion, and City Attorney Paul Campo. 1 PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. CONSENT AGENDA Alderman Beck moved to approve the consent agenda as presented, second by Alderman Cretsinger. Yes: Beck, Cretsinger, Palma, Cockrell, and LoPorto. Motion carried 5-0. MINUTES OF 08-16-22 Alderman Beck moved to approve the minutes of the August 16, 2022, meeting, second by Alderman Cretsinger. Yes: Beck, Cretsinger, Palma, Cockrell, and LoPorto. Motion carried 5-0. RESOLUTION 2022-091 Alderman Beck moved to approve Resolution 2022-091 Bill Pay authorizing the expenditure of funds for fiscal year 2021-2022 and 2022-2023 for weeks ending August 19th, August 26th, and September 2nd in the amount of$1,096,340.39, second by Alderman Cretsinger. Yes: Beck, Cretsinger, Palma, Cockrell, and LoPorto. Motion carried 5-0. RESOLUTION 2022-092 Alderman Beck moved to approve Resolution 2022-092 Purchase 2 Police Explorers authorizing the purchase of two Ford 2023 Explorer Police Interceptors for the Police Department through Shawnee Mission Ford off the Mid America Regional Council Government Bid for cooperative fleet pricing in an amount not to exceed $88,013.00, second by Alderman Cretsinger. Yes: Beck, Cretsinger, Palma, Cockrell, and LoPorto. Motion carried 5-0. RESOLUTION 2022-093 Alderman Beck moved to approve Resolution 2022-093 Purchase Ammunition authorizing and approving the purchase of ammunition from Gulf States Distributors in an amount not to exceed $11,750.00 off the State of Missouri Cooperative purchase contract, second by Alderman Cretsinger. Yes: Beck, Cretsinger, Palma, Cockrell, and LoPorto. Motion carried 5-0. RESOLUTION 2022-094 Alderman Beck moved to approve Resolution 2022-094 Purchase 2 F-550s for PW authorizing the purchase of two Ford 2023 F-550 cab and chassis units for the Public Works Department through Shawnee Mission Ford off the Mid America Regional Council Government Bid for cooperative fleet pricing in an amount not to exceed $126,000.00, second by Alderman Cretsinger. Yes: Beck, Cretsinger, Palma, Cockrell, and LoPorto. Motion carried 5-0. 2 RESOLUTION 2022-095 Alderman Beck moved to approve Resolution 2022-095 Purchase 2 F-550s Equipment authorizing Public Works to purchase new supporting accessory equipment for the 2023 Ford F-550 cab and chassis units through American Equipment Co in Kansas City, Kansas off the MARC Government Equipment pricing and install in an amount not to exceed $100,000.00, second by Alderman Cretsinger. Yes: Beck, Cretsinger, Palma, Cockrell, and LoPorto. Motion carried 5-0. RESOLUTION 2022-096 Alderman Beck moved to approve Resolution 2022-096 Purchase Ford F-150 for PW authorizing the purchase of a new 2022 Ford F-150 pickup truck for the Public Works Department trough Shawnee Mission Ford, Shawnee, Kansas off the Mid America Regional Council Government Bid for cooperative fleet pricing in an amount not to exceed $41,521.00, second by Alderman Cretsinger. Yes: Beck, Cretsinger, Palma, Cockrell, and LoPorto. Motion carried 5-0. RESOLUTION 2022-097 Alderman Beck moved to approve Resolution 2022-097 granting Proxy for Levee Annual Mtg. and approving the execution of a proxy for the annual meeting of landowners of Riverside-Quindaro Bend Levee District; directing the Industrial Development Authority of the City of Riverside, Missouri to execute a proxy related thereto, and authorizing such other related documents and actions in connection there with, second by Alderman Cretsinger. Yes: Beck, Cretsinger, Palma, Cockrell, and LoPorto. Motion carried 5-0. RESOLUTION 2022-098 Alderman Beck moved to approve Resolution 2022-098 Snyder & Assoc. Agreement approving an assignment of a services agreement to Snyder& Associates Engineers and Planners, Inc. by Aylett Surveying and Engineering Co., Inc, second by Alderman Cretsinger. Yes: Beck, Cretsinger, Palma, Cockrell, and LoPorto. Motion carried 5-0. RESOLUTION 2022-099 Alderman Beck moved to approve Resolution 2022-099 MO Guide Sign Program approving the Missouri Supplemental Guide Sign Program participation application, second by Alderman Cretsinger. Yes: Beck, Cretsinger, Palma, Cockrell, and LoPorto. Motion carried 5-0. RESOLUTION 2022-100 Alderman Beck moved to approve Resolution 2022-100 Amino Bros Co Agreement approving a license agreement with Amino Bros. Co., Inc., second by Alderman Cretsinger. Yes: Beck, Cretsinger, Palma, Cockrell, and LoPorto. Motion carried 5-0. 3 RESOLUTION 2022-101 Alderman Beck moved to approve Resolution 2022-101 Award Asphalt 2022 Bid awarding the bid for construction of the 2022 Street Maintenance Asphalt and approving the agreement between the City and Seal- O-Matic Paving Company for construction of such project, second by Alderman Cretsinger. Yes: Beck, Cretsinger, Palma, Cockrell, and LoPorto. Motion carried 5-0. REGULAR AGENDA PUBLIC HEARING Mayor Rose opened the public hearing at 7:00 p.m. in Chapter 100-TLI Real Estate accordance with the Chapter 100 requirements to provide an opportunity for any affected taxing district to provide comments in support of or in opposition to a plan for industrial development before consideration by the City. Any representative of a political subdivision or other taxing jurisdiction affected by the plan may provide comments at this time, for the Plan for an Industrial Development Project located at 4300 NW Belgium Blvd, Suite 150, in the City of Riverside, Platte County, Missouri. Community Development Director Mike Duffy and David Martin with Gilmore and Bell explained the purpose of the request for the project and answered questions from the Board. Mayor Rose asked for any further comments and hearing none, she closed the public hearing at 7:08 p.m. BILL NO. 2022-046 City Clerk Robin Kincaid gave first reading of Bill No. 2022-046. Chapter 100-TLI Real Estate Alderman Beck moved to accept first reading and place Bill 2022-046 on second and final reading, second by Alderman Cockrell. Yes: Beck, Cockrell, Cretsinger, LoPorto, and Palma. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2022-046. Alderman Beck moved to approve Bill 2022-046 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Beck, Cockrell, Cretsinger, Palma, and LoPorto. Motion carried 5-0. BILL NO.2022.047 City Clerk Robin Kincaid gave first reading of Bill No. 2022-047. Community Center Hire-Rew Alderman Cretsinger moved to accept first reading and place Bill 2022-047 on second and final reading, second by Alderman Beck. Yes: Cretsinger, Beck, Palma, Cockrell, and LoPorto. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2022-047. Alderman Cretsinger moved to approve Bill 2022-047 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Cretsinger, Cockrell, Palma, LoPorto, and Beck. Motion carried 5-0. 4 BILL NO. 2022-048 City Clerk Robin Kincaid gave first reading of Bill No. 2022-048. Range Use Agreement Police Chief Chris Skinrood explained that the City was Approached with the possibility of allowing Officer Spencer to take the tactical vest specifically to fit him with him to NKC in exchange for firearms range use for our officers. The cost is equivalent to range use for almost an entire year. Alderman LaPorte moved to accept first reading and place Bill 2022-048 on second and final reading, second by Alderman Beck. Yes: LoPorto, Beck, Cockrell, Palma, and Cretsinger. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2022-048. Alderman LePorto moved to approve Bill 2022-048 and enact said bill as ordinance, second by Alderman Cockrell. Yes: LoPorto, Cockrell, Beck, Cretsinger, and Palma. Motion carried 5-0. BILL NO. 2022-049 City Clerk Robin Kincaid gave first reading of Bill No. 2022-049. MOU with PCHD-Closed Fire Chief Gordon Fowlston reported to the Board that this and the next ordinance have both been in effect for many years. With position changes that have taken place for our City and the County, this updates the necessary documents for the closed point of dispensing and the open point dispensing. Alderman Cretsinger moved to accept first reading and place Bill 2022-049 on second and final reading, second by Alderman Beck. Yes: Cretsinger, Beck, Palma, LePorto, and Cockrell. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2022-049. Alderman Cockrell moved to approve Bill 2022-049 and enact said bill as ordinance, second by Alderman LaPorte. Yes: Cockrell, LoPorto, Cretsinger, Beck, and Palma. Motion carried 5-0. BILL NO. 2022-050 City Clerk Robin Kincaid gave first reading of Bill No. 2022-050. MOU with PCHD—Open Alderman LoPorto moved to accept first reading and place Bill 2022-050 on second and final reading, second by Alderman Cockrell. Yes: LoPorto, Cockrell, Cretsinger, Palma, and Beck. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2022-050. Alderman Cretsinger moved to approve Bill 2022-050 and enact said bill as ordinance, second by Alderman Beck. Yes: Cretsinger, Beck, Cockrell, LoPorto, and Palma. Motion carried 5-0. BILL NO. 2022-051 City Clerk Robin Kincaid gave first reading of Bill No. 2022-051. Omnia Master Agreement Capital Projects/Parks Noel Challis Bennion stated that passing this ordinance and master agreement makes it possible to purchase the Public Safety Building Project office furniture from this cooperative purchase. 5 Alderman Cockrell moved to accept first reading and place Bill 2022-051 on second and final reading, second by Alderman Beck. Yes: Cockrell, Beck, Palma, LoPorto, and Cretsinger. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2022-051. Alderman Beck moved to approve Bill 2022-051 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Beck, Cockrell, Cretsinger, LoPorto, and Palma. Motion carried 5-0. RESOLUTION 2022-102 City Engineer Travis Hoover explained that this request is for the Task Order#8- McClure Jumping Branch Trail Study specifically for the Gatewoods area. This gets us started on the flood study for this project. Alderman Beck moved to approve Resolution 2022-102 approving Task Order Number 8 with McClure, second by Alderman Cockrell. Yes: Beck, Cockrell, Palma, LoPorto, and Cretsinger. Motion carried 5-0. RESOLUTION 2022-103 Capital Projects Noel Bennion reported this is about a $33,000 CO 1 —Crossland Const. increase to the contract due to finding electrical conduits in a wall that was being demolished, that were not identified on the original drawings. Questions were answered by staff. Alderman Beck moved to approve Resolution 2022-103 approving Change Order Number 8 with McClure, second by Alderman Cockrell. Yes: Beck, Cockrell, Cretsinger, Palma, and LoPorto. Motion carried 5-0. CITY ADMINISTRATOR City Administrator Koral announced that there a copy of the new FY2023 City Budget for each of the Board members and these are available electronically as well. Also, at your places are a little card that will direct citizens interested in becoming a police officer to our recruiting information on the web page. He then shared an Upstream from Ordinary story about the teamwork of staff and a citizen helping a man in an accident by reading emails received regarding this incident. Kudos to our emergency services. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING Capital Projects/Parks Noel Bennion discussed the pool renovation project with an addition to it by considering a restroom upgrade and renovation as well. Slides and information were shared along with discussion of cost and questions were asked. General consensus from the Board directed staff to move forward with the restroom upgrade and bring details and costs back to the Board. FINANCE Nothing to report. 6 FIRE Fire Chief Gordon Fowlston gave an update on the victim in the car accident that Brian discussed. The family is most grateful to the City of Riverside Emergency Services for saving his life. POLICE Nothing to report. PUBLIC WORKS Nothing to report. LEVEE BOARD Hoover reported that there is a meeting in a week. MAYOR'S DISCUSSION Mayor Kathy Rose reviewed her experience with the Oscar Mayer Weinermobile on Saturday at the Red X, and they had the largest turnout of all locations with over 750 people. They hope to have the new Red X store complete by March 2023, they may open sooner but are struggling with the appropriate timing for the opening date. American Family is working with our K-9 Officer to provide a vest for our K-9 and we appreciate that. Brian, Mike, and I will be attending the MML Annual Conference next week. Park Hill South Homecoming Parade is Oct. 8'h, let me know if you are able to participate and ride with us in the parade and I'll get the names turned in. Residents in Merimac in Ward 3 are planning a block party, we will get the details and share that information with everyone. BOARD OF ALDERMEN Alderman Cretsinger— Hats off to Jill and Rob and all those helping and effort in the Reaching Riverside Program. I am so glad to see the success of that program. Alderman LoPorto—The canal in Horizons has very little water, has there been complaints? City Administrator and City Engineer Hoover explained the process that is being done to repair issues. We hope to have it fixed in a couple of weeks. I wanted to share a story from a neighbor that is so happy to live in Riverside and is very appreciative of the police department presence and the city as a whole. He lived in O'Fallon for many years and is happy to be here. Alderman Beck— I have been riding on the trails a lot and they are so amazing. My sister rode with me this last weekend and she commented on how wonderful they are. Thank you for all the work on these trails. Alderman Palma — I use the trails a lot as well and they are amazing. My neighbors are so impressed with our city and proud to live in this City. The Police presence is so wonderful, noticed, and appreciated.
