HomeMy WebLinkAbout2022-09-20 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, September 20, 2022 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, September 20, 2022. Mayor Rose called the meeting to order at 6:01 p.m. Those in attendance were, Mayor Kathy Rose, Aldermen Sal LoPorto, Nathan Cretsinger, Jill Beck, Dawn Cockrell, Robert Milner, and Steve Palma. Also present were Acting City Administrator Mike Duffy, City Clerk Robin Kincaid, Police Chief Chris Skinrood, and City Attorney Paul Campo. MOTION TO ENTER INTO Alderman Cretsinger moved to enter closed session pursuant to CLOSED @ 6:01 P.M. RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021 (2) Leasing, Purchase, or sale of real estate, RSMo 610.021(3) Hiring, firing, disciplining, or promoting a particular employee, when personal information about the employee is discussed, and RSMo 610.021 (13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, second by Alderman Beck. Yes: Cretsinger, Beck, Cockrell, Milner, Palma, and LoPorto. Motion carried 6-0. MOTION TO ADJOURN Alderman Beck moved at 6:55 p.m. to adjourn closed session CLOSED @ 6:55 P.M. with action taken, second by Alderman Milner. Yes: Beck, Milner, Palma, Cretsinger, LoPorto, and Cockrell. Motion carried 6-0. REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Sal LoPorto, Nathan Cretsinger, Dawn Cockrell, Jill Beck, Rob Milner, and Steve Palma. Also present were Acting City Administrator Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, Human Resources Manager Amy Strough, Finance Director Erika Benitez, and IT Manager Jason Ketter. City Attorney Paul Campo was also present. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. CONSENT AGENDA Alderman Beck moved to approve the consent agenda as presented, second by Alderman Cockrell. Yes: Beck, Cockrell, LoPorto, Cretsinger, Palma, and Milner. Motion carried 6-0. MINUTES OF 09-06-22 Alderman Beck moved to approve the minutes of the September 6, 2022 meeting, second by Alderman Cockrell. Yes: Beck, Cockrell, LoPorto, Cretsinger, Palma, and Milner. Motion carried 6-0. COURT REPORT Alderman Beck moved to approve the court report for the month of August 2022, second by Alderman Cockrell. Yes: Beck, Cockrell, LoPorto, Cretsinger, Palma, and Milner. Motion carried 6-0. RESOLUTION 2022-104 Alderman Beck moved to approve Resolution 2022-104 Bill Pay authorizing the expenditure of funds for fiscal year 2022-2023 for weeks ending September 9°M1 and September 16" in the amount of $377,678.19, second by Alderman Cockrell. Yes: Beck, Cockrell, LoPorto, Cretsinger, Palma, and Milner. Motion carried 6-0. REGULAR AGENDA BILL NO. 2022-052 City Clerk Robin Kincaid gave first reading of Bill No. 2022-052. Hire Communications-Crowley Alderman LoPorto moved to accept first reading and place Bill 2022-052 on second and final reading, second by Alderman Milner. Yes: LoPorto, Milner, Cretsinger, Palma, Beck, and Cockrell. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2022-052. Alderman Cretsinger moved to approve Bill 2022-052 and enact said bill as ordinance, second by Alderman Milner. Yes: Cretsinger, Milner, Beck, LoPorto, Palma, and Cockrell. Motion carried 6-0. BILL NO. 2022-053 City Clerk Robin Kincaid gave first reading of Bill No. 2022-053. Hire Police- Persell Alderman Cretsinger moved to accept first reading and place Bill 2022-053 on second and final reading, second by Alderman Cockrell. Yes: Cretsinger, Cockrell, LoPorto, Beck, Milner, and Palma. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2022-053. Alderman Milner moved to approve Bill 2022-053 and enact said bill as ordinance, second by Alderman Beck. Yes: Milner, Beck, Palma, Cockrell, LoPorto, and Cretsinger. Motion carried 6-0. 2 BILL NO.2022-054 City Clerk Robin Kincaid gave first reading of Bill No. 2022-054. Graves Garrett—Agreement Alderman Cretsinger moved to accept first reading and place Bill 2022-054 on second and final reading, second by Alderman Beck. Yes: Cretsinger, Beck, Milner, Cockrell, LoPorto, and Palma. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2022-054. Alderman Milner moved to approve Bill 2022-054 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Palma, Cretsinger, and LoPorto. Motion carried 6-0. BILL NO. 2022-055 City Clerk Robin Kincaid gave first reading of Bill No. 2022-055. CBC Real Estate Settlement Alderman Cretsinger moved to accept first reading and place Bill 2022-055 on second and final reading, second by Alderman Beck. Yes: Cretsinger, Beck, Palma, Milner, LoPorto, and Cockrell. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2022-055. Alderman Milner moved to approve Bill 2022-055 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Milner, Cockrell, Palma, Cretsinger, LoPorto, and Beck. Motion carried 6-0. CITY ADMINISTRATOR Acting City Administrator Mike Duffy gave a recap of the Reaching ----- ------ Riverside event in Homestead, it was very successful. We will be having an event in North Crest and Ward Ill, possibly on a weeknight. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING City Engineer Travis Hoover gave an update on the Horizons and 415'Street Project, the intersection where signals will be installed. We will be bringing a resolution to you for this work in the near future. FINANCE Finance Director Erika Benitez showed by PowerPoint presentation for the August 31, 2022 financial status with 16.7% of the budget year passed. She highlighted the funds and balances for income and expenses. The investment portfolio was shown and opportunity for questions was offered. FIRE Fire Chief Gordon Fowlston reviewed the August 2022 Fire activities report with all items remaining fairly steady. The man that was rescued from the vehicle that had the heart attack is doing better. We hope to have the citizen that helped rescue the victim at a meeting to be recognized for his courageous efforts. POLICE Police Chief Chris Skinrood reviewed the August 2022 stets. Citations have increased. Garage doors being left open is 3 sporadic but continues to be watched and door hangers are placed for reminders. PUBLIC WORKS Public Works Director Tom Wooddell reported that they will begin reseeding both EH Young Park and Renner Brenner Park next week. Mayor Rose commented on how nice they have the park looking. LEVEE BOARD City Engineer Hoover reported that the levee board has finished up the relief well project that was behind the Public Works building. He also announced the Annual Landowners Levee District meeting is on October 199" at noon. MAYOR'S DISCUSSION Mayor Rose shared that the Senior Fair is Thursday, September 22nd at the Community Center. Parking will be an issue, so we should find parking away from our regular parking lot. The new stained concrete looks great out front. BOARD OF ALDERMEN Alderman LoPorto— Nothing to report. Alderman Cockrell — Nothing to report. Alderman Cretsinger— I am glad to see Rob back tonight. Alderman Beck—Thank you to staff for a great Reaching Riverside event last week. Thank you to our City Engineer for lowering the curb at the trail entrance at Jumping Branch. Alderman Milner— Nothing to report. Alderman Palma — Nothing to report. MOTION TO ADJOURN Alderman Beck moved to adjourn the meeting at 7:19 p.m., second by Alderman Cockrell.
