REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, October 4, 2022
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
October 4, 2022.
Mayor Rose called the meeting to order at 6:01 p.m. Those in attendance were, Mayor Kathy
Rose, Aldermen Jill Beck, Dawn Cockrell, Sal LoPorto, Nathan Cretsinger (by zoom), Rob
Milner (by zoom), and Steve Palma.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Community
Development Director Mike Duffy, and City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Palma moved to enter closed session pursuant
CLOSED@6:01 P.M. to RSMo 610.021 (1) Legal Action and litigation, and RSMo
610.021 (2) Leasing, Purchase, or sale of real estate, RSMo
610.021(3) Hiring, firing, disciplining, or promoting a particular
employee, when personal information about the employee is
discussed, and RSMo 610.021 (13) Individually identifiable
personnel records, performance ratings or records pertaining to
employee or applicant for employment, second by Alderman
Cockrell.
Yes: Palma, Cockrell, LoPorto, Beck, Cretsinger, and Milner.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Beck moved at 6:37 p.m. to adjourn closed
CLOSED @ 6:37 P.M. session with action taken, second by Alderman Cockrell.
Yes: Beck, Cockrell, Palma, Milner, Cretsinger, and LoPorto.
Motion carried 6-0.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at
7:00 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Dawn Cockrell, Jill Beck, Sal
LoPorto, Steve Palma, Nathan Cretsinger (by zoom), and Rob Milner (by zoom).
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover,
Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, Fire Marshal Keith Payne, Human
Resources Manager Amy Strough, Finance Director Erika Benitez, Capital Projects/Parks Noel
Challis Bennion, and City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT
None.
PROCLAMATION
Mayor Rose read the proclamation for Fire Prevention Week —
Oclober 9-15, 2022 and presented it to Fire Chief Gordon
Fowlston and Fire Marshal Keith Payne.
CONSENT AGENDA
Alderman LoPorto moved to approve the consent agenda with
Resolution R-2022-110 removed for further discussion, second by
Alderman Beck.
Yes: LoPorto, Beck, Cockrell, Cretsinger, Milner, and Palma.
Motion carried 6-0.
MINUTES OF 09-20-22
Alderman LoPorto moved to approve the minutes of the
September 20, 2022 meeting, second by Alderman Beck.
Yes: LoPorto, Beck, Cockrell, Cretsinger, Milner, and Palma.
Motion carried 6-0.
RESOLUTION 2022-105
Alderman LoPorto moved to approve Resolution 2022-105
Bill Pay
authorizing the expenditure of funds for fiscal year 2022-2023 for
weeks ending September 23`d and September 30' in the amount
of $370,289.53, second by Alderman Beck.
Yes: LoPorto, Beck, Cockrell, Cretsinger, Milner, and Palma.
Motion carried 6-0.
RESOLUTION 2022-106
Alderman LoPorto moved to approve Resolution 2022-106
Appoint Fajkus Park Board
appointing Stephanie Fajkus to the Park Board of Riverside
Missouri, second by Alderman Beck.
Yes: LoPorto, Beck, Cockrell, Cretsinger, Milner, and Palma
Motion carried 6-0.
RESOLUTION 2022-107
Alderman LoPorto moved to approve Resolution 2022-107
Purchase Scag Spreader
authorizing the purchase of a 2022 Scag STS60-21 BV stand on
spreader/sprayer for the Public Works Department through
Coleman Equipment Inc, Smithville, Missouri in an amount not to
exceed $15,212.76, second by Alderman Beck.
Yes: LoPorto, Beck, Cockrell, Cretsinger, Milner, and Palma
Motion carried 6-0.
RESOLUTION 2022-108 Alderman LoPorto moved to approve Resolution 2022-108
Purchase Emergency Equip. authorizing the purchase of emergency equipment for two Ford
2023 Explorer Police Interceptors through 911 customs in an
amount not to exceed $14,345.00, second by Alderman Beck.
Yes: LoPorto, Beck, Cockrell, Cretsinger, Milner, and Palma
Motion carried 6-0.
RESOLUTION 2022.109 Alderman LoPorto moved to approve Resolution 2022-109
Award Tow & Storage Bid awarding the bid for vehicle towing and storage services to Glad
Rents, Inc., second by Alderman Beck.
Yes: LoPorto, Beck, Cockrell, Cretsinger, Milner, and Palma
Motion carried 6-0.
REGULARAGENDA
RESOLUTION 2022-110 Alderman Cretsinger asked Noel to explain what the task order
Task Order 3-Waters Edge was for and she explained that this will be for the upgrades and
design work for the pool locker rooms, restroom and possible
party space.
Alderman Cretsinger moved to approve Resolution 2022-109
awarding the bid for vehicle towing and storage services to Glad
Rents, Inc., second by Alderman Beck.
Yes: Cretsinger, Beck, Milner, LoPorto, Palma, and Cockrell.
Motion carried 6-0.
BILL NO. 2022-057 City Clerk Robin Kincaid gave first reading of Bill No. 2022-057.
Fire Hire- Stegman Alderman Beck moved to accept first reading and place Bill
2022-057 on second and final reading, second by Alderman
Cockrell.
Yes: Beck, Cockrell, LoPorto, Palma, Milner, and Cretsinger.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2022-057.
Alderman Beck moved to approve Bill 2022-057 and enact
said bill as ordinance, second by Alderman Cockrell.
Yes: Beck, Cockrell, Palma, Milner, Cretsinger, and LoPorto.
Motion carried 6-0.
RESOLUTION 2022-111 Capital Projects Noel Bennion explained that this change order
CO 2---Crossland Const. is evident and the sewer pipe was degraded with a large hole in it
and needing replaced. For you information, in the future as well,
we are taking opportunities for deducts when they come about.
Alderman Beck moved to approve Resolution 2022-111 approving
Change Order #2 to the agreement with Crossland Construction
Company, Inc. for additions & renovations Riverside Public Safety
resulting in a revised contract amount of $4,447,085.03 for such
purposes, second by Alderman Cockrell.
Yes: Beck, Cockrell, Palma, Milner, LoPorto, and Cretsinger.
Motion carried 6-0.
RESOLUTION 2022-112 Capital Projects Noel Bennion reported this is a deduct from units
CO 3 - Crossland Const. being able to be salvaged and reused in the renovated building.
Alderman Beck moved to approve Resolution 2022-112 approving
Change Order # 3 to the agreement with Crossland Construction
Company, Inc. for additions & renovations Riverside Public Safety
resulting in a revised contact amount of $4,444,549.22, second by
Alderman Palma.
Yes: Beck, Palma, LoPorto, Cretsinger, Milner, and Cockrell.
Motion carried 6-0.
RESOLUTION 2022-113 Capital Projects Noel Bennion stated that this is a deduct due to
CO4-Crossland Const. a couple windows being salvaged and placed back into use.
Alderman Cretsinger moved to approve Resolution 2022-113
approving Change Order # 4 to the agreement with Crossland
Construction Company, Inc. for additions & renovations Riverside
Public Safety resulting in a revised contact amount of
$4,441,028.31, second by Alderman LoPorto.
Yes: Cretsinger, LoPorto, Cockrell, Milner, Palma, and Beck.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator Koral stated that the Open House for Public
Safety and Public Works was held on Saturday in the City Hall
parking lot and there could not have been better weather for the
day. It was great to see the public come and visit with all the city
employees. The snow cone guy and the hot dog guy were on site
as well. Park Hill South Homecoming Parade is this weekend and
Carved/Trunk or Treat is the next weekend, October 15". 1 do
have an upstream story to share that came from an email thanking
Officer DiGeronimo for her care and the kind way she treated the
person she arrested, taking time to get to know a suspecUarrestee
makes a positive impact. This made for a good impression on
herself, the department and the City. This was submitted by Sgt.
Paul Campbell. Brian then shared a photo taken this morning
when Chief Skinrood met an 8-year-old boy at the coffee shop
today that offered to buy the Chief a drink. His Grandma shared a
story that an officer made an impact on him years ago and has
stuck with him. The Chief gave him a challenge coin and another
memorable, positive encounter with law enforcement.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy gave an update on
---- - --- the Riverway Boulevard Project that was started two years ago. It
was submitted to Rep. Graves for funding, but it was not available
then. We kept in contact with his office and MARC then Noel,
Travis, and I worked on a good application and resubmitted. Our
project has scored as #5 out of 51. We have a meeting next week
with the STP committee and we will be advocating for the project
that will be in the 2025-2026 funding cycle, it could be started
sooner and reimbursements made.
ENGINEERING Nothing to report.
FINANCE Nothing to report.
FIRE Nothing this evening. Mayor Rose commented on how
outstanding the event was for our residents and the children.
POLICE Nothing to report.
PUBLIC WORKS Public Works Director Tom Wooddell announced that the Linear
Fountain has been dyed pink for Breast Cancer Awareness Month
and the waterfall is suffering pump issues, is hardly running, but
the crew is hopeful to get it repaired soon.
LEVEE BOARD Hoover reported that the annual landowners meeting is October
1 g`h.
MAYOR'S DISCUSSION Mayor Kathy Rose reported that there was a group of 14 that went
on the DC Fly -In trip. We got to visit with Hawley's staff,
Congressman Cleaver and Graves and their staffs, discussing
important issues for the Northland. It was a really good trip.
Thursday will be the groundbreaking for the KC Current Stadium. I
got to go to their last home game, there was such a great turnout
and there were so many young girls' soccer teams in attendance.
We also hope to have an open house at the training center at
some point. I received a call from Zeke Young and discussed the
"vision' for the store opening and the old store coming down. The
new store is going to be beautiful.
BOARD OF ALDERMEN Alderman Beck — Nothing to report.
Alderman Milner — Thanks everyone for the prayers, support, and
positive vibes from the Riverside family from all he has been going
through the last few weeks. Besides me being in the parade this
weekend as an alderman, my son has been elected as the
sophomore candidate so he will be in the parade with us.
Alderman Cretsinger— I look forward to being in person at the next
meeting and I am also looking forward to being in the parade on
Saturday as well.
Alderman LoPorto — Nothing to report.
Alderman Cockrell — Nothing to report.
Alderman Palma — Nothing to report.
Mayor Rose announced that a "mini' Reaching Riverside is
happening on Merimac on Saturday after the parade.
MOTION TO ADJOURN Alderman Beck moved to adjourn the meeting at 7:30 p.m.,
second by Alderman Cockrell.
