HomeMy WebLinkAbout2022-11-01 Regular Meeting MinutesMINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, November 1, 2022 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, November 1, 2022. Mayor Rose called the meeting to order at 6:00 p.m. Those in attendance were, Mayor Kathy Rose, Aldermen Jill Beck, Dawn Cockrell, Sal LoPorto, Nathan Cretsinger, Rob Milner, and Steve Palma. Also present were City Administrator Brian Korai, City Clerk Robin Kincaid, HR Manager Amy Strough, and City Attorney Paul Campo. MOTION TO ENTER INTO CLOSED @ 6:01 P.M. MOTION TO ADJOURN CLOSED @ 6:53 P.M. Alderman Beck moved to enter closed session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021(3) Hiring, firing, disciplining, or promoting a particular employee, when personal information about the employee is discussed, and RSMo 610.021 (13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, second by Alderman LoPorto. Yes: Beck, LoPorto, Cretsinger, Cockrell, Milner, and Palma. Motion carried 6-0. Alderman Beck moved at 6:53 p.m. to adjourn closed session with no action taken, second by Alderman Cockrell. Yes: Beck, Cockrell, Cretsinger, LoPorto, Palma, and Milner. Motion carried 6-0. REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at 7:03 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Dawn Cockrell, Jill Beck, Sal LoPorto, Steve Palma, Nathan Cretsinger, and Rob Milner. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, Human Resources Manager Amy Strough, Finance Director Erika Benitez, Capital Projects/Parks Noel Challis Bennion, IT Manager Jason Ketter, and City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. 1 PROCLAMATION Mayor Rose read the proclamation for National Veterans Small Business Week, October 31 thru November 4, 2022. CONSENT AGENDA MINUTES OF 10-18-22 RESOLUTION 2022-118 Bill Pay RESOLUTION 2022-119 Polimorphic, Inc. Agreement REGULAR AGENDA PUBLIC HEARING AMEND CODE 400 BILL NO. 2022-059 Amend Code Chapt. 400 Alderman Cretsinger moved to approve the consent agenda as presented, second by Alderman Milner. Yes: Cretsinger, Milner, LoPorto, Palma, Cockrell, and Beck. Motion carried 6-0. Alderman Cretsinger moved to approve the minutes of the October 18, 2022 meeting, second by Alderman Milner. Yes: Cretsinger, Milner, LoPorto, Palma, Cockrell, and Beck. Motion carried 6-0. Alderman Cretsinger moved to approve Resolution 2022-118 authorizing the expenditure of funds for fiscal year 2022-2023 for weeks ending October 21st and October 28th in the amount of $275,533.79, second by Alderman Milner. Yes: Cretsinger, Milner, LoPorto, Palma, Cockrell, and Beck. Motion carried 6-0. Alderman Cretsinger moved to approve Resolution 2022-119 approving an agreement with Polimorphic, Inc. for constituent request management software, second by Alderman Milner. Yes: Cretsinger, Milner, LoPorto, Palma, Cockrell, and Beck. Motion carried 6-0. Mayor Rose announced the open public hearing at 7:05 p.m. to consider amending Riverside Municipal Code Chapter 400: Unified Development Ordinance Section 400.650 Signs Exempt from Regulations, for the City of Riverside, Missouri. Community Development Director Mike Duffy explained the reason for this amendment, for significant iconic signs, and non -conforming. He also explained the process for designation and regulations for such signs. This will add a new section to our City Codes. The Planning Commission approved this unanimously at their meeting. Mayor Rose asked if there were any further comments, hearing none, she closed the public hearing at 7:12 p.m. City Clerk Robin Kincaid gave first reading of Bill No. 2022-059. Alderman Cretsinger moved to accept first reading and place Bill 2022-059 on second and final reading, second by Alderman LoPorto. Yes: Cretsinger, LoPorto, Beck, Cockrell, Palma, and Milner. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2022-059. Alderman Milner moved to approve Bill 2022-059 and enact said bill as ordinance, second by Alderman LoPorto. Yes: Milner, LoPorto, Cretsinger, Palma, Beck, and Cockrell. Motion carried 6-0. 2 BILL NO. 2022-060 Clay Co. Prisoner Housing City Clerk Robin Kincaid gave first reading of Bill No. 2022-060. Alderman Palma moved to accept first reading and place Bill 2022-060 on second and final reading, second by Alderman Beck. Yes: Palma, Beck, LoPorto, Milner, Cockrell, and Cretsinger. Motion carried 6-0. Chief Chris Skinrood answered questions of the Board. City Clerk Kincaid gave second reading of Bill No. 2022-060. Alderman Milner moved to approve Bill 2022-060 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Milner, Cockrell, LoPorto, Palma, Beck, and Cretsinger. Motion carried 6-0. CITY ADMINISTRATOR City Administrator Koral commented that we would be having a Veterans Day Luncheon on Wednesday, November 9th at noon here in the chambers. The Metro Chiefs Annual Awards of Valor will be at the Argosy on Thursday, November 10th and there was a calendar invite that went out for that, just click yes and we will get you registered for that event. Brian explained a storm water issue at the RedX area that was discussed at the levee district meeting and a PowerPoint slide was shown to further explain the proposed plan. He pointed out the city -maintained water retention area with new fencing as well. We are working through this issue and wanted to keep you as the Board aware of these discussions. An Upstream Stories were shared. First, was the trail ribbon cutting prior to the meeting this evening. Second, the KC Current picture and that they had the most in attendance for women's soccer, in history. Third, Brian played a video that was made by the Park Hill Scholl about the "Beyond the Bell" program that the City of Riverside sponsors. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING Capital Projects/Parks Noel Challis Bennion reviewed the swimming pool goals, shared information received on the grants, and general contractor concerns along with bidding results. She then shared two options for the Board to consider and give direction to staff. Noel answered questions from the Board. General consensus of the Board was to move forward with the Option 1. Noel then moved on to the Public Safety Renovation Project and the metal roof coping concern that has been determined. Our roofing consultant says that standard procedure it to replace with new and the contractor priced the job reusing the metal coping from the building. This will cause an approximate change order increase of $35,650.00 but is recommended by our roof consultant. Koral stated that staff is seeking direction tonight and a change order will come for your consideration at the next meeting. FINANCE Nothing to report. 3 FIRE Nothing to report. POLICE Nothing to report. PUBLIC WORKS Nothing to report. LEVEE BOARD Nothing to report. MAYOR'S DISCUSSION Mayor Kathy Rose stated that Governor Parsons will be in our city tomorrow at the Horizons office building at 12:15 to sign two bills. Halloween is over and now we are on the run with one holiday event after another. We have had lovely weather the last few days. Mark your calendars with all the events coming! BOARD OF ALDERMEN Alderman Cockrell — I appreciate all the trails it all connects now, and I love it. Our road looks fantastic, Seal a Matic did a great job. Alderman LoPorto — We had an encounter with a neighbor and developer that might need someone from the city to intervene. Halloween was great, Fire and Police were in the area, it was awesome. Alderman Cretsinger— Exciting to see the street work being done in Phase 3 and 4. What is the progress on rock on the vacant lot? Korai responded to the question. Alderman Beck — A huge thank you to Police, Fire, and Mayor Rose for attending the 3rd annual Halloween Parade last Saturday. The weather was perfect, and everyone loves seeing all the little ones and the Fire and Police that help and have their vehicles there. We had about 50 kids and probably 50 adults. I also want to thank Travis for getting the sidewalk entry lowered at the Jumping Branch Trail extension. Alderman Palma— I am very appreciative of the trail being done as well. It is also great to see the pickle ball courts used so much too. Seeing so many of our facilities being used is awesome. Alderman Milner — It was a great great job on the parade, and I want to thank Alderman Beck for her communication with that to get the good participation. The Fieldhouse Townhomes are sure popping up fast, do we know when these will be done and how many there will be? Korai answered that we are not sure on the completion date, but there are 128 units, so that is 32 townhomes. Is there any discussion on the pool for them and the accessibility for our subdivision? Alderman Beck said that she would keep them posted on the progress, as she is on the HOA Board. 4 MOTION TO ADJOURN Alderman Milner moved to adjourn the meeting at 7:58 p.m., second by Alderman Cockrell.
