HomeMy WebLinkAbout2022-12-06 Regular Meeting MinutesMINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, December 6, 2022 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, December 6, 2022. Mayor Rose called the meeting to order at 6:00 p.m. Those in attendance were, Mayor Kathy Rose, Aldermen Jill Beck, Dawn Cockrell, Sal LoPorto (by Zoom), and Steve Palma. Aldermen Nathan Cretsinger and Rob Milner were absent. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Community Development Director Mike Duffy, City Attorney Paul Campo, and Special Counsel Joe Bednar. MOTION TO ENTER INTO Alderman Palma moved to enter closed session pursuant to CLOSED @ 6:01 P.M. RSMo 610.021 (1) Legal Action and litigation, 610.021 (2) Leasing, Purchase, or sale of real estate, RSMo 610.021(3) Hiring, firing, disciplining, or promoting a particular employee, when personal information about the employee is discussed, and RSMo 610.021 (13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, second by Alderman Beck. Yes: Palma, Beck, Cockrell, and LoPorto. Motion carried 4-0. MOTION TO ADJOURN Alderman Beck moved at 7:05 p.m. to adjourn closed CLOSED @ 7:05 P.M. session with no action taken, second by Alderman Cockrell. Yes: Beck, Cockrell, LoPorto, and Palma. Motion carried 6-0. REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at 7:08 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Dawn Cockrell, Jill Beck, Sal LoPorto (by Zoom), and Steve Palma. Aldermen Nathan Cretsinger and Rob Milner were absent. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, City Engineer Travis Hoover, Human Resources Manager Amy Strough, Capital Projectr/Parks Noel Challis Bennion, IT Manager Jason Ketter, City Attorney Paul Campo, and Special Counsel Joe Bednar. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance PUBLIC COMMENT None. CONSENT AGENDA Alderman Beck moved to approve the consent agenda as presented, second by Alderman Cockrell. Yes: Beck, Cockrell, Palma, and LoPorto. Motion carried 4-0. MINUTES OF 11-15-22 Alderman Beck moved to approve the minutes of the November 15, 2022 meeting, second by Alderman Cockrell. Yes: Beck, Cockrell, Palma, and LoPorto. Motion carried 4-0. RESOLUTION 2022-126 Alderman Beck moved to approve Resolution 2022-126 Bill Pay authorizing the expenditure of funds for fiscal year 2022-2023 for weeks ending November 180, November 2511, and December 2n0 in the amount of $768,165.28, second by Alderman Cockrell. Yes: Beck, Cockrell, Palma, and LoPorto. Motion carried 4-0. RESOLUTION 2022-127 Alderman Beck moved to approve Resolution 2022-127 MOU with MARC approving a memorandum of understanding with Mid -America Regional Council, second by Alderman Cockrell. Yes: Beck, Cockrell, Palma, and LoPorto. Motion carried 4-0. RESOLUTION 2022-128 Alderman Beck moved to approve Resolution 2022-128 Patek 8 Assoc. Agreement approving and authorizing an agreement by and between the City of Riverside, Missouri and Pal and Associates, LLC, regarding consulting and lobbying services, second by Alderman Cockrell. Yes: Beck, Cockrell, Palma, and LoPorto. Motion carried 4-0. RESOLUTION 2022-129 Alderman Beck moved to approve Resolution 2022-129 McClure Task Order 9 approving task order number 9 with McClure, second by Alderman Cockrell. Yes: Beck, Cockrell, Palma, and LoPorto. Motion carried 4-0. RESOLUTION 2022-130 Alderman Beck moved to approve Resolution 2022-130 CO 7 Crossland Construction approving change order 7 to the agreement with Crossland Construction Company, Inc. task order number 9 with McClure, second by Alderman Cockrell. Yes: Beck, Cockrell, Palma, and LoPorto. Motion carried 4-0. REGULAR AGENDA BILL NO. 2022-062 City Clerk Robin Kincaid gave first reading of Bill No. 2022-062. City to Lease Property Special Counsel Joe Bednar addressed the Board and explained that the bill before them is a lease agreement between the City and Live Nation, to lease a portion of the Horizons area to build a 17,000 seat amphitheater and that the development agreement is in the process of development. He answered questions of the Board. Alderman Beck moved to accept first reading and place Bill 2022-062 on second and final reading, second by Alderman Cockrell. Yes: Beck, Cockrell, LoPorto, and Palma. Motion carried 4-0. City Clerk Kincaid gave second reading of Bill No. 2022-062. Alderman Beck moved to approve Bill 2022-062 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Beck, Cockrell, Palma, and LoPorto. Motion carded 4-0. RESOLUTION 2022-131 Capital Projects/Parks Noel Bennion explained that this is the Charter Communications cable tv service for the Public Safety Renovation, this will be the Monthly fee once the project is completed. Alderman Beck moved to approve Resolution 2022-131 approving a service order with Charter Communications Operating, LLC, second by Alderman Cockrell. Yes: Beck, Cockrell, LoPorto, and Palma. Motion carded 4-0. RESOLUTION 2022-132 Capital Projects/Parks Noel Bennion explained that this is the Palmiter Artwork Purchase EH Young signage sculpture discussed at the last meeting, and this is the artist payment for creation and our purchase of the artwork. City Administrator added that there would be a portion of support for this project from the Tourism Commission as there has been for previous projects, to offset some costs. Alderman Beck moved to approve Resolution 2022-132 approving the agreement with Seth Emerson Palmiter for the creation, purchase, and sale of artwork, second by Alderman Cockrell. Yes: Beck, Cockrell, Palma, and LoPorto. Motion carried 4-0. RESOLUTION 2022-133 Capital Projects/Parks Noel Bennion reported that this PS Project Furniture Purchase provides furniture for offices, conference rooms, lobby, and police break room and it does include contract discount pricing for being part of the OMNIA cooperative purchasing. Alderman Palma moved to approve Resolution 2022-133 authorizing the purchase of furniture for the Public Safely Building (Project No. 537-086) through Interior Landscapes in an amount of $188,013.10, second by Alderman Cockrell. Yes: Palma, Cockrell, Beck, and LoPorto. Motion carried 4-0. RESOLUTION 2022-134 City Engineer Travis Hoover reported that this is the asphalt CO 1 Seal-O-Matic Paving Co. project that was done a few weeks ago at High Drive, Woodland, and 52"d Street. We had an overage of, just over $3,000, this is the first and final change order for this project. Alderman Beck moved to approve Resolution 2022-134 approving change order 1 to the agreement with Seal-O-Matic Paving Company, Inc for 2022 Street Maintenance -Asphalt resulting in a revised contract amount of $389,747.11 for such purposes, second by Alderman Palma. Yes: Beck, Palma, LoPorto, and Cockrell. Motion carried 4-0. RESOLUTION 2022-135 IT Manager Jason Ketter stated that this is for some changes due CO3 Kenton Brothers to some development projects and needs with the new Public Safety Renovation Project. Alderman Cockrell moved to approve Resolution 2022-135 approving change order 3 to the agreement with Kenton Brothers Locksmiths, Inc for additional equipment and labor identified during the City Complex Video and Access Control Project resulting in a revised contract amount of $739,036.68 for such purposes, second by Alderman Beck. Yes: Cockrell, Beck, Palma, and LoPorto. Motion carried 4-0. LIQUOR LICENSE City Clerk Robin Kincaid explained the details and request for Red X License Change Red X to serve liquor by the drink, tastings, and sell packaged as well. Alderman Beck moved to approve the All -Inclusive Retail Liquor by the Drink and Sunday Sales for Red X, contingent upon State of Missouri approval, Managing Agent Zeke Young, located at 2101 NW Platte Road, Riverside, Missouri, second by Alderman Palma. Yes: Beck, Palma, LoPorto, and Cockrell. Motion carried 4-0. CITY ADMINISTRATOR City Administrator Koral Commented that it has been a busy week, showing a photo of the Welcome Plaza tree lighting that was on December 1", it was a beautiful evening, great attendance, and adding a big thank you to our Public Works Crew for their getting all our facilities decked out in more ways than we knew possible for the nice event. Sunday morning, December 4d' was the annual Shop with a Cop/Firefighter where we served 50 kids that got to have positive interaction while shopping with our Police, Fire, and Dispatcher teams. Red X had a fundraiser to donate and help with this event along with our FPAL golf tournament that is held in the summer. We had a Wal-Mart worker come over and let us know that she was one of those children that participated seventeen years ago, and another shopper asked what the group was doing there, after being told, she went to the ATM withdrew some cash, handed it to Holly, and asked that it help get more gifts for the children. Today was the Annual Senior Christmas Luncheon and we had Police, Fire, Public Works, and staff helping with that wonderful event. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING Nothing to report. FINANCE Nothing to report. FIRE Nothing to report. POLICE Nothing to report. PUBLIC WORKS Nothing to report. LEVEE BOARD Hoover responded, there will be a meeting next week. MAYOR'S DISCUSSION Mayor Kathy Rose commented that this truly has been a December to remember, we kicked it off with the Tree Lighting and it was wonderful with a good turnout. The Shop with a Cop/Firefighter was such a great experience. The Senior Dinner is my all-time favorite event. Our numbers are not as big, but we were able to share stories and the team, the food, everything was awesome! It truly was all hands on deck to make a wonderful event. I am looking forward to a couple other events this month. BOARD OF ALDERMEN Alderman LoPorto — Nothing to report.
