REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, January 3, 2023
6:00 P.M.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
January 3, 2023.
Mayor Rose called the meeting to order at 6:10 p.m. Those in attendance were, Mayor Kathy
Rose, Aldermen Jill Beck, Dawn Cockrell, Sal LoPorto, Steve Palma, Nathan Cretsinger, and
Rob Milner (arrived at 6:23 p.m.).
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Police Chief Chris
Skinrood, HR Manager Amy Slrough, and City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Beck moved to enter closed session pursuant to
CLOSED @ 6:10 P.M. RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021(3)
Hiring, firing, disciplining, or promoting a particular employee,
when personal information about the employee is discussed,
and RSMo 610.021 (13) Individually identifiable personnel
records, performance ratings or records pertaining to employee
or applicant for employment, second by Alderman Cockrell.
Yes: Beck, Cockrell, Cretsinger, LoPorto, and Palma.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Beck moved at 6:27 p.m. to adjourn closed
CLOSED @ 6:27 P.M. session with action taken, second by Alderman Cockrell.
Yes: Beck, Cockrell, Palma, Milner, Cretsinger, and LoPorto.
Motion carried 6-0.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at
7:01 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Dawn Cockrell, Jill Beck, Sal
LoPorto, Steve Palma, Rob Milner, and Nathan Cretsinger.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Police Chief Chris Skinrood,
Fire Marshal Keith Payne, City Engineer Travis Hoover, Human Resources Manager Amy
Strough, Capital Projects/Parks Noel Challis Bennion, IT Manager Jason Ketter, Finance
Director Erika Benitez, and City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
PROCLAMATION
Mayor Rose read the proclamation for the 2023 Shen Yun
Performing Arts, Barbara Gay with the Fulan Dafa Association of
Kansas City, Missouri was present to accept the proclamation.
CONSENT AGENDA
Alderman Milner moved to approve the consent agenda as
presented, second by Alderman Beck.
Yes: Milner, Beck, Cockrell, Palma, LoPorto, and Cretsinger.
Motion carded 6-0.
MINUTES OF 12-20-22
Alderman Milner moved to approve the minutes of the December
20, 2022 meeting, second by Alderman Beck.
Yes: Milner, Beck, Cockrell, Palma, LoPorto, and Cretsinger.
Motion carried 6-0.
RESOLUTION 2023-001
Alderman Milner moved to approve Resolution 2023-001
Bill Pay
authorizing the expenditure of funds for fiscal year 2022-2023 for
weeks ending December 2V and December 30' in the amount of
$108,526.86, second by Alderman Beck.
Yes: Milner, Beck, Cockrell, Palma, LoPorto, and Cretsinger.
Motion carried 6-0.
REGULARAGENDA
PUBLIC HEARING
Mayor Rose announced the public hearing to consider a Special
Outdoor Storage SUP
Use Permit for Outdoor Storage at 3910 NW Helena Road,
3910 NW Helena Rd
in the City of Riverside, Missouri remains open from the last
meeting and asked for a Motion to continue the public hearing to
January 17, 2023.
Alderman Milner moved to continue the public hearing to the
January 17, 2023 regular meeting, second by Alderman Cockrell.
Yes: Milner, Cockrell, LoPorto, Cretsinger, Palma, and Beck.
Motion carried 6-0.
BILL NO.2023.001 City Clerk Robin Kincaid gave first reading of Bill No. 2023-001.
Impose 3% Sales Tax Ballot City Attorney Paul Campo answered questions from the Mayor
and Board regarding this bill.
Alderman Milner moved to accept first reading and place Bill
2023-001 on second and final reading, second by Alderman
Cockrell.
Yes: Milner, Cockrell, LoPorto, Beck, Palma, and Cretsinger.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2023-001.
Alderman Milner moved to approve Bill 2023-001 and enact
said bill as ordinance, second by Alderman Cockrell.
Yes: Milner, Cockrell, Beck, Palma, Cretsinger, and LoPorto.
Motion carried 6-0.
RESOLUTION 2023-002 Capital Projects/Parks Noel Bennion explained that this is the
Line Creek Trail Connector connector we have discussed at Renner Brenner Park under
Gateway Avenue and back up to Gateway Avenue sidewalk to
avoid the crosswalk at Gateway and Vivion. We have grant funds
to help with this project. This project is within budget. Noel
answered questions of the Board.
Alderman Milner moved to approve Resolution 2023-002 awarding
the bid for the Line Creek Trail Connector and approving the
agreement between the City and Dondlinger and Sons
Construction Company, Inc. for construction of such project,
second by Alderman Beck.
Yes: Milner, Beck, Palma, Cockrell, Cretsinger, and LoPorto.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator Koral showed a video produced for the
community to help spread the Riverside story and it will be
available on our website.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy discussed deer
population and a census that may be taken by the USDA in
various necessary areas of Riverside to help our community and
the deer population. He explained a few different management
programs to help with our deer population. Possible options were
discussed, and questions were answered. The census will take
place within the next few weeks. Mike then announced that the
Riverway Boulevard Project was submitted to MARC for STP
Funds for two round -a -bouts at Tullison and West Platte and it
was approved by their full board for the 2025-2026 funding year.
The excellent work that Capital Projects/Parks Manager Noel
Bennion did on this grant application is what made MARC take
note and get this approval.

MAYOR'S DISCUSSION
Mayor Kathy Rose commented that the Strategic Planning
Committee needs to have a kick-off meeting. I hoped to have 12
members and I have 8-9, so 1 think that is enough that we can get
this organized. Aldermen Milner and Beck we also need to get
our Reaching Riverside meetings planned out for the year. Lastly,
I want to thank everyone, every single department went above
and beyond, for the help of make my Mother's celebration of life,
just perfect. I know that she is at peace. Thank you.

Alderman LOPort0— Nothing to report.
Alderman Cockrell — Your Mom's service was beautiful, she was a
great lady, 1 loved her dearly, and she did the city well. I am sorry
for your loss.
Alderman Milner — Sorry for your loss. Happy New Year to
everybody.
Alderman Palma — Sorry for your loss also. Public Works, when
the snow hits, we know you are out there, taking care of the
streets, plowing, like clockwork, and we appreciate it. There are
always a number of people talking about the great service you
provide.
Alderman Beck — Also, condolences for your loss and I wish
everyone a Happy New Year.
Alderman Cretsinger—Asked Mike Duffy a timeframe on the
Phase I clean up so I may have an answer when asked. Duffy
said that he would get that answer and let him know.
MOTION TO ADJOURN Alderman Cretsinger moved to adjourn the meeting at 7:41 p.m.,
second by Alderman Cockrell.
Yes: Cretsinger, Cockrell, LoPorto, Milner, Palma, and Beck.
Motions carried 6-0.
