HomeMy WebLinkAbout2001-07-17 Minutes of Regular Meeting of Boazd of Aldermen of City of Riverside, Missouri July 17, 2001 A regulaz meeting of the Boazd of Aldermen of the City of Riverside, Missouri was held in the City Hall of Riverside, Missouri on July 17, 2001 at 7:00 p.m. Those in attendance were Mayor Betty Burch, Aldermen Burris, Wedua, Darata, Legaard, Beard and Flaws. Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, Wylie Simpson, Director of Public Safety, John McClelland and Deborah Polk, City Attorneys office. Motion for Closed Alderman Beard moved that the meeting go into closed session, Session pursuant to RSMo 610.021(1), Legal Issues and 610.2021(2) Real Estate with the City Attorney, seconded by Alderman Wedua, the vote was: Aye: Aldermen Burris, Dazata, Legaard, Beard and Flaws and Wedua. Motion carries. Motion for Open Alderman Legaard moved that the meeting go into open session, Session seconded by Alderman Darata, the vote was: Aye: Aldermen Darata, Legaazd, Beard, Flaws, Wedua and Burris. Motion carries. Captain Archibald's comments Tom expressed appreciation, on behalf of the men and women employees of Public Safety for all the hard work performed by the Mayor, City Administrator and Board on the 2001-02 budget. Minutes, June 21, 2001 Alderman Legaazd moved that the minutes of June 21, 2001 be Approved approved, seconded by Alderman Flaws, the vote was: Aye: Aldermen Burris, Flaws, Darata, Legaazd, Beazd and Wedua. Motion carries. Minutes, June 26, 2001 Alderman Darata moved that the minutes of June 26, 2001 be Approved approved, seconded by Alderman Wedua, the vote was: Aye: Aldermen Burris, Flaws, Darata, Legaard, Beard and Wedua. Motion carries. Minutes, June 28, 2001 Alderman Flaws moved that the minutes of June 28, 2001 be Approved approved, seconded by Alderman Legaard, the vote was: Aye: Aldermen Burris, Flaws, Darata, Legaard, Beard and Wedua. Motion carries. Minutes, July 3, 2001 Alderman Flaws moved that the minutes of July 3, 2001 be Approved approved as corrected, seconded by Alderman Wedua, the vote was: Aye: Aldermen Burris, Flaws, Darata, Legaard, Beazd and Wedua. Motion carries. Minutes, July 10, 2001 Alderman Beard moved that the minutes of July 10, 2001 be Approved approved, seconded by Alderman Bums, the vote was: Aye: Aldermen Burris, Flaws, Darata, Legaard, Beard and Wedua. Motion carries. John Jackson, Project Manager John asked for closure of the contracts on the new City Hall. He said Universal Construction completion of all work should end Friday, July 19a'. Mayor Burch said most all retentions were being paid with the bill ordinance presented this evening. Visitor from Boy Scout Cody Roth, 7118 N. Robinhood Ln, Kansas City, Mo. observed the Troop 314 meeting, in order to obtain a merit badge. Minutes of June 19, 2001 Alderman Burris moved to amend the June 19'" minutes on page 2, Approved to be Amended paragraph one, third sentence, to read, " in their present form and continue the applications for further hearing at the request of the applicant to submit additional information" seconded by Alderman Wedua, the vote was: Aye: Aldermen Burris, Flaws, Dazata, Legaard, Beard and Wedua. Motion carries. Brenner Ridge Discussion Tom Nero, Jack Miller Properties said all items required were not ready and more time is needed, thus will continue proceeding to do so. Gatewoods Development LLC The boazd reviewed several pages in the covenants and asked questions covenants discussion and corrections to be made in several places. Page 27, leave out "wood shingles, masonite" page 27 (e) and page 34 (26) contradictory-uncleaz, page 36, #37 discussion of height limitations, (Public Works will be asked the height of City's playground equipment) page 35, Home Occupations- Mr. Trimble said this would be in addition to what the City required. Page 30 (paza.10) Amount of pets each, page 31, paza. 14, white lighting only, page 34, paza. 29-c fences, page 34 (f) "zero lot line." page 36 (38(b) Mr. Trimble said the reason is variation on pie shaped lots. Page 34 (paza.27) explained metal clad, page 36, #34 No portable basketball goals. Revised covenants will be given to the City Administrator and the City Clerk will be notified when Gatewoods Development representatives aze ready to return to the boazd for consideration of the revised covenants. Discussion for Bids are to be obtained for the project on Apache Court Bids to be obtained for a unit price for 10" full depth, saw cut, 8" concrete, 2" type 3 For project on Apache Ct. surface mix, removal and clean up, lowest price per squaze yazd, will measure and pay for what they do and pay per square yard removal and clean up Construction Manager Alderman Legaard moved to accept J.E. Dunn Construction J.E. Dunn Construction Company's proposal for Construction Manager for the new Public New Public Safety Facility Safety Facility, seconded by Alderman Bums, the vote was: Approved Aye: Aldermen, Flaws, Darata, Legaard, Bums, Beard and Wedua. Motion carries. Bell Tower Discussion The bids received were from Vanum Construction Co., $149,000, ninety days completion, and Banderas, $199,971, sixty days completion. The City Administrator is to obtain more information and this discussion is continued to a later date. Box culvert bid discussion The box culvert information will prepazed for bid. Shafaz, Kline & Warren Alderman Beazd moved to approve Shafar, Kline & Wanen, Inc. 11100 Civil Engineering & Land W. 91s` St, Overland Park, Kansas to render Civil Engineering and Surveying Services for NW Land Surveying services, in connection with extension of 50 Street 50`s St. extension (Phase II) (Phase II) westerly from the storm sewer crossing approximately 1,320 Approved feet west of NW Gateway, seconded by Alderman Flaws, the vote was: Aye: Aldermen Flaws, Darata, Burris, Legaard, Beard and Wedua. Bill No. 2001-76 Alderman Beard moved to place Bill No. 2001-76 on its first reading, Payment of Bills said Bill authorizing the payment of certain indebtedness listed therein, seconded by Alderman Bums vote was: Aye: Aldermen Flaws, Burns, Darata, Beard, Legaazd and Wedua. Motion carries. Ordinance No. 2001-76 Alderman Flaws moved to place Bill No. 2001-76 on its second reading Approved and upon passage of same, become Ordinance No. 2001-76, seconded by Alderman Wedua, the vote was: Aye: Aldermen Flaws, Darata, Beazd, Legaard, Wedua and Burns. Motion carries. Bill No. 2001-77 Alderman Darata moved to place Bill No. 2001-77 on its first reading, Ratifying the Acceptance said Bill ratifying the acceptance of bids on $6,959,786.32, seconded of bids by Alderman Beard, the vote was: Aye: Aldermen Darata, Legaazd, Bums, Beazd, Wedua and Flaws. Motion carries. Ordinance No. 2001-77 Alderman Flaws moved to place Bill No. 2001-77 on its second Approved reading and upon passage of same, become Ordinance No. 2001-77, seconded by Alderman Beard, the vote was: Aye: Aldermen Burris, Darata, Beard, Legaazd, Wedua and Flaws. Motion carries. Bill No. 2001-78 Alderman Beazd moved to place Bill No. 2001-78 on its first reading, Ratifying the Acceptance said Bill ratifying the acceptance of bids on $1,391,424.53, seconded of bids by Alderman Wedua, the vote was: Aye: Aldermen Darata, Legaard, Bums, Beazd, Wedua and Flaws. Motion carries. Ordinance No. 2001-78 Alderman Beazd moved to place Bill No. 2001-78 on its second Approved reading and upon passage of same, become Ordinance No. 2001-78, seconded by Alderman Wedua, the vote was: Aye: Aldermen Burris, Darata, Beazd, Legaard, Wedua and Flaws. Motion carries. Bill No. 2001-79 Alderman Beard moved to place Bill No. 2001-79 on its first reading, Approving the Sale of Property said Bill approving the sale of property to the Levee District for the L- to the Levee District for the 385 Levee project; and authorizing the execution and delivery of L-385 project documents and actions relating thereto, seconded by Alderman Legaazd, the vote was: Aye: Aldermen Beard, Wedua, Burris, Flaws, Darata and Legaard. Motion carries. Ordinance No. 2001-79 Alderman Legaazd moved to place Bill No. 2001-79 on its second Approved reading and upon passage of same become Ordinance No. 2001-79, seconded by Alderman Darata, the vote was: Aye: Aldermen Beazd, Wedua, Burris, Flaws, Dazata and Legaazd. Motion carries. Presentation by David Johnson, Maxus Properties, 104 Armour Road, North Kansas David Johnson, Maxus Prop. City, Mo gave a presentation on the proposed building to be on proposed building constructed neaz the Riverside Super 8 Hotel. John Davidson, Maxus Properties explained the drainage issues and option to resolve as stated, (1) Acquire 1.83 acres of City property for usage as a detention/retention basin. The Mayor suggested the City lease the property. The Attorney will prepaze the legal documents for consideration by the parties. Seal-O-Matic Paving Co. Alderman Beard moved to approve Seal-O-Matic Paving Company's Approved to perform various proposal to perform street and driveway repairs in Indian Hills with street and driveway repairs approximately 82 squaze yards of 10" asphaltic concrete paving- removed and replace for a cost of $6,805.58 and an additiona18x5 patch, cost of $262.90 and driveway on NW High Drive, skin patch two areas of driveway at NW at a cost of $600.00 and seal-coat driveway at NW High Drive (two coats) costing $555.00 for a total cost of $6,805.58, seconded by Alderman Wedua, the vote was: Aye: Aldermen Burris, Flaws, Dazata, Legaard, Beard and Wedua. Motion carries. Discussion for shelter A discussion was held regarding (3) three shelter houses for the E.H. houses at the E.H. Young Young Riverfront Park; (1) 2 small octagon and (2) 40x84. Discussion Riverfront Park was continued until next week. Aldermen comments Alderman Burris asked when the NW Gateway project would start. I1 was stated easements must be obtained so it could possibly be Spring. Red Friday, Paper Sales Aldermen Bums moved to approve Red Friday for volunteers to sell Sept. 7`", Approved "The Chiefs Preview" paper sales, September 7~' at 6:30 to 9a.m., seconded by Alderman Legaard, the vote was: Aye: Aldermen Beazd, Darata, Burris, Flaws, Wedua and Legaazd. Motion carries. Chief Simpson's comments Chief Simpson said he had spoken with everyone in Public Safety and they wanted to thank the Mayor and Aldermen for their hard work and support for Public Safety requests. Motion for Closed Alderman Wedua moved that the meeting go into closed session, Session pursuant to RSMo 610.021(1), Legal Issues with the City Attorney, seconded by Alderman Beard, the vote was: Aye: Aldermen Burris, Darata, Legaard, Beard and Flaws and Wedua.
