HomeMy WebLinkAbout2001-07-24 SpecialMinutes of Special Meeting of Boazd of Aldermen of City of Riverside, Missouri July 24, 2001 A special meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall of Riverside, Missouri at 7:00 p.m., July 24, 2001. Those in attendance were Mayor Betty Burch, Aldermen Charles Burns, Jim Wedua, Pam Darata, Rochelle Legaard, Ray Beard and George Flaws. Also present were David Blackburn, City Administrator and Wylie Simpson, Director of Public Safety, John McClellan, City Attorneys office and John VanAsdale, J.E. Dunn and a Court Reporter. Bid Opening for the new Bids were opened regazding the new Public Safety Facility and were as Public Safety Building follows: Raphael Architects, bid range 5-8% SBWB Architects, no fee listed Hoefer-Wysocki 7-8 ~/z% of the total cost WRS S~hto7% No action taken. Gatewoods Development,LLC Jim Trimble representing Gatewoods Development, John Row, Covenants discussion Sherman Epstein, 911 Main, Lillie Trimble and Mr. and Mrs. Ralph Schmude were present for discussion. Mr. Row said there were a couple of items still wrong in the covenants and he had made some changes. Ford Nelson, Armstrong Teasdale suggested, at a previous meeting, amendments be made to the covenants. John McClellan said the word, "homesite" should be changed from capital H to small h. Motion for Closed Alderman Darata moved that the meeting go into closed session Session at 7:40 p.m., pursuant to RSMo 610.021(1), Legal Issues and RSMo 610.021(2) Real Estate with the City Attorney, seconded by Alderman Wedua, the vote was: Aye: Aldermen Flaws, Beazd, Legaard, Dazata, Wedua and Burris. Motion carries. Motion for Open Alderman Burris moved that the meeting go into open session, Session seconded by Alderman Wedua, the vote was: Aye: Aldermen Darata, Legaard, Beazd, Flaws, Wedua and Bums. Motion carries. Bill No. 2001-83 Accepting and approving Amendments to Ord. 2000-46 And the final development Plan by Gatewoods Dev LLC Alderman Beazd moved to place Bill No. 2001-83 on its first reading, said Bill accepting the recommendation of the Planning and Zoning Commission of the Ci[y of Riverside, Missouri and approving amendments to Ordinance 2000-46 and the final development plan submitted by Gatewoods Development, LLC> seconded by Alderman Darata, the vote was: Aye: Aldermen Burns, Dazata, Legaard, Beard, Flaws and Wedua. Motion carries. Ordinance No. 2001-83 Alderman Flaws moved to place Bill No. 2001-83 on its second reading Approved and upon passage of same, become Ordinance No. 2001-83, seconded by Alderman Wedua, the vote was: Aye: Aldermen Flaws, Darata, Beard, L,egaazd, Wedua and Burns. Motion carries. Bill No. 2001-80 Alderman Beazd moved to place Bill No. 2001-80 on Payment of Bills its first reading, said Bill authorizing the payment of certain indebtedness listed therein, seconded by Alderman Flaws, the vote was: Aye: Aldermen Flaws, Burns, Darata, Beard, L,egaard and Wedua. Motion carries. Ordinance No. 2001-80 Alderman Flaws moved to place Bill No.2001-80 on its second reading Approved and upon passage of same, become Ordinance No. 2001-80, seconded by Alderman Wedua, the vote was: Aye: Aldermen Flaws, Dazata, Beazd, Legaazd, Wedua and Bums. Motion carries. Bill No. 2001-81 Alderman Beard moved to place Bill No. 2001-81 on its first reading, Ratifying the Acceptance said Bill ratifying the acceptance of bids on $4,121,832,21, seconded of bids by Alderman Wedua, the vote was: Aye: Aldermen Dazata, Legaard, Bums, Beazd, Wedua and Flaws. Motion carries. Ordinance No. 2001-81 Alderman Darata moved to place Bill No. 2001-81 on its second Approved reading and upon passage of same, become Ordinance No. 2001-81, seconded by Alderman Wedua, the vote was: Aye: Aldermen Burns, Darata, Beard, Legaard, Wedua and Flaws. Motion carries. Bill No. 2001-82 Alderman Legaazd moved to place Bill No. 2001-82 on its first reading, Ratifying the Acceptance said Bill ratifying the acceptance of bids on $500,000 seconded of bids by Alderman Wedua, the vote was: Aye: Aldermen Dazata, I.egaazd, Burris, Beard, Wedua and Flaws. Motion carries. Ordinance No. 2001-82 Alderman Flaws moved to place Bill No. 2001-82 on its second Approved reading and upon passage of same, become Ordinance No. 2001-82, seconded by Alderman Darata, the vote was: Aye: Aldermen Burns, Darata, Beazd, Legaazd, Wedua and Flaws. Motion carries. Liquor License Alderman Beard moved to approve issuance of a Liquor Permit for the for Riverside Area Chamber Riverside Area Chamber of Commerce for the Riverside Fall Festival, of Commerce for the Riverside seconded by Alderman Darata, the vote was: Fall Festival Approved Aye: Aldermen Darata, Legaard, Bums, Beard, Wedua and Flaws. Motion carries. Recess A brief recess was called for 5 minutes. Reconvened The Mayor and Aldermen responded to roll call and the meeting reconvened. David Blackburn, David gave a presentation on the Bell Tower bids. City Administrator Alderman Burns said he thought the City was spending money needlessly for a bell tower and thought it would be better spent to benefit the people in the city such as, we need a taxi service here in the city for the elderly citizens as North Kansas City permits. Mayor Burch said the taxi service was discontinued and they now have bus service. He then suggested we need bus service for the elderly citizens. In addition, Alderman Burris suggested the need for asphalting the edge of Gateway and designating a place for skateboarding or at the E.H. Young Riverfront Pazk and a Scholarship Fund. Bell Tower bid approved, Alderman Flaws made a motion to approve the low bidder, Vanum Vanum Construction Construction Co., $149,000.to construct the bell tower at the E.H. Young Riverfront Pazk, seconded by Alderman Beazd, the vote was: Aye: Aldermen Flaws, Darata, Wedua and Beard. No: Aldermen Bums and Legaard. Motion carries. Shelter House Discussion David had pictures for the board's review of the proposed shelter houses for the E.H. Young Riverfront Park. He recommended we purchase three (3) shelter houses, 1-40x80 and 2-20x20 at a cost of $86,000. Motion to Approve Alderman Wedua made a motion to approve purchasing the 3 shelter purchasing 3 shelter houses houses, seconded by Alderman Burris, the vote was: for the E.H. Young Pazk Aye: Aldermen Bums, Wedua, Bums and Flaws. No: Aldermen Beard and Legaard. Motion carries. Alderman Harris's Alderman Bums suggested David write a letter to Commissioner Short And Mayor Burch's comments regazding Northwood Road. Mayor Burch thought we were acting on this to soon because Mike Pursell, Damon Purcell Construction is going to sell the dirt coming off the hill to the levee district and there will be many heary trucks traveling on the road. She suggested a meeting needed to take place with the other entities involved to find out if they're willing to pay their share. Motion for Closed Alderman Burris moved that the meeting go into closed session Session , pursuant to RSMo 610.021(1), Legal Issues and 610.2021(2) Real Estate with the City Attorney, seconded by Alderman Dazata, the vote was: Aye: Aldermen Bums, Dazata, Legaazd, Beard and Flaws and Wedua. Motion carries. Motion for Open Alderman Legaazd moved that the meeting go into open session, Session seconded by Alderman Darata, the vote was: Aye: Aldermen Dazata, Legaard, Beard, Flaws, Wedua and Bums. Motion carries. Alderman Dazata departed at 9:25 p.m John Jackson approved Alderman Beazd moved to approve hiring John Jackson as City as City Engineer Engineer for the City of Riverside and an ordinance to be prepared for the next regular meeting, seconded by Alderman Burris, the vote was: Aye: Aldermen Legaard, Beazd, Flaws, Wedua and Bums.
