BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, February 21, 2023
7:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
February 21, 2023.
Mayor Pro Tern Beck called the meeting to order at 7:00 p.m. Those in attendance were,
Mayor Pro Tern Jill Beck, Aldermen Nathan Cretsinger, Steve Palma, Robert Milner, and Sal
LoPorto.
Mayor Kathy Rose and Alderman Dawn Cockrell were absent.
Also present were City Clerk Robin Kincaid, City Engineer Travis Hoover, Police Chief Chris
Skinrood, Fire Chief Gordon Fowlston, Human Resources Manager Amy Strough, Finance
Director Erika Benitez, and Capital Projects/ Parks Noel Challis Bennion. City Attorney Paul
Campo was also present.
PLEDGE OF ALLEGIANCE Mayor Pro Tern Beck led the Pledge of Allegiance.
PUBLIC COMMENT None.
CONSENT AGENDA Alderman Milner moved to approve the consent agenda as
presented, second by Alderman LoPorto.
Yes: Milner, LoPorto, Palma, Cretsinger, and Beck.
Motion carried 5-0.
MINUTES OF 02-07-2023 Alderman Milner moved to approve the minutes of the February 7,
2023 meeting, second by Alderman LoPorto.
Yes: Milner, LoPorto, Palma, Cretsinger, and Beck.
Motion carried 5-0.
COURT REPORT Alderman Milner moved to approve the court report for the month
of January 2023, second by Alderman LoPorto.
Yes: Milner, LoPorto, Palma, Cretsinger, and Beck.
Motion carried 5-0.
RESOLUTION 2023-017 Alderman Milner moved to approve Resolution 2023-017
Bill Pay authorizing the expenditure of funds for fiscal year 2022-2023 for
weeks ending February 10th and February 17th in the amount of
$940,884.90, second by Alderman LoPorto.
Yes: Milner, LoPorto, Palma, Cretsinger, and Beck.
Motion carried 5-0.
RESOLUTION 2023-018 Alderman Milner moved to approve Resolution 2023-018
LexisNexis Coplogic Agmnt approving law enforcement reported related agreements with
LexisNexis Coplogic Solutions Inc., second by Alderman LoPorto.
Yes: Milner, LoPorto, Palma, Cretsinger, and Beck.
Motion carried 5-0.
RESOLUTION 2023-019 Alderman Milner moved to approve Resolution 2023-019
Fire Dept. ESO Agreements approving purchase agreements with ESO Solutions, Inc., second
by Alderman LoPorto.
Yes: Milner, LoPorto, Palma, Cretsinger, and Beck.
Motion carried 5-0.
RESOLUTION 2023-020 Alderman Milner moved to approve Resolution 2023-020
Finance Software — DebtBook authorizing the purchase of Financial Management Software
Subscription Services from Debtbook, second by Alderman
LoPorto.
Yes: Milner, LoPorto, Palma, Cretsinger, and Beck.
Motion carried 5-0.
REGULAR AGENDA
BILL NO.2023-009 HR Manager Amy Strough explained to the Board that this is now
Juneteenth Independence Day recognized as a Federal and State holiday and staff is requesting
Board approval to add it to our City holiday schedule.
City Clerk Robin Kincaid gave first reading of Bill No. 2023-009.
Alderman Milner moved to accept first reading and place Bill
2023-009 on second and final reading, second by Alderman
Palma.
Yes: Milner, Palma, Cretsinger, Beck, and LoPorto.
Motion carried 5-0.
City Clerk Kincaid gave second reading of Bill No. 2023-009.
Alderman Milner moved to approve Bill 2023-009 and enact
said bill as ordinance, second by Alderman LoPorto.
Yes: Milner, LoPorto, Beck, Cretsinger, and Palma.
Motion carried 5-0.
RESOLUTION 2023-021 Capital Projects/Parks Noel Bennion this is a temporary drainage
Temp Drainage Easement easement allowing the City to do a project on the Gatewoods
community property to help align two different properties to be out
of the flood plain..Slides were shown of the affected area.
Alderman Cretsinger moved to approve Resolution 2023-021
accepting a temporary drainage easement from Gate Woods
Community 1&2 Plat, Inc., second by Alderman Palma.
Yes: Cretsinger, Palma, Milner, and LoPorto.
No: None.
Abstain: Beck.
Motion carried 4-0-1.

RESOLUTION 2023-022 Capital Projects/Parks Noel Challis Bennion stated the changes
Crossland CO 14 requested in this change order and that they are all within budget.
Alderman Milner moved to approve Resolution 2023-022
Approving change order 14 to the agreement with Crossland
Construction Company, Inc. for additions & Renovations Riverside
Public Safety resulting in a revised contract amount of
$4,911,708.22 for such purposes, second by Alderman Palma.
Yes: Milner, Palma, Beck, Cretsinger, and LoPorto.
Motion carried 5-0.
RESOLUTION 2023-023 Capital Projects/Parks Manager Noel Challis Bennion explained
Purchase Fitness Equipment that this is for an expanded area in the fitness room due to the
renovation of the area.
Alderman LoPorto moved to approve Resolution 2023-023
authorizing the purchase of fitness equipment from Fitness
Factory off the GSA purchasing contract in the amount of
$11,591.00 for the Public Safety Renovation, second by Alderman
Milner.
Yes: LoPorto, Milner, Palma, Cretsinger, and Beck.
Motion carried 5-0.
RESOLUTION 2023-024 Capital Projects/Parks Manager Noel Challis Bennion commented
Stormwater Grant Program that this is the grant application that we would like to apply for
matching funds to help with the Gatewoods Project discussed
earlier.
Alderman Cretsinger moved to approve Resolution 2023-024
approving and endorsing application to the Platte County
Commission for funding under the Platte County Stormwater
Grant Program, funded by the County -Wide dedicated Parks and
Recreation and Stormwater Quarter -Cent Sales Tax, second by
Alderman Palma.
Yes: Cretsinger, Palma, LoPorto, Beck, and Milner.
Motion carried 5-0.
CITY ADMINISTRATOR Nothing to report.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Capital Projects/Parks Noel Challis Bennion gave an update on
the MS4 Annual review for the State of Missouri, including
highlighted details of tasks that staff completes annually. She also
reported that there was an audit done on December 19, 2022 and
we received notice that the City passed that audit and we are in
full compliance.
FINANCE Finance Director Erika Benitez showed by PowerPoint
presentation at the 58.3% mark of our fiscal year budget. She
highlighted the funds and balances for income and expenses and
the investment portfolio was shown that included nice growth.
FIRE Fire Chief Fowlston reviewed the numbers for their January
activities report. It was a busy month for the Fire Department.
POLICE Police Chief Chris Skinrood reviewed the January 2023 stats. Due
to the weather, we have had more traffic related incidents to deal
with, including a couple of our own vehicles. We have started
taking people in custody to Clay County, word of that has spread,
so we hope that helps to be a deterrent.
PUBLIC WORKS Nothing to report.
LEVEE BOARD City Engineer Hoover reported that there is a meeting tomorrow.
MAYOR'S DISCUSSION Mayor Rose was attending MML Legislative Conference, so there
was no report.
BOARD OF ALDERMEN Alderman Beck — Was able to go tour Red X today and it is very
special and unique and will be a great day tomorrow for the grand
opening.
Alderman LoPorto — Nothing to report.
Alderman Milner — I did get to attend the soccer tour and it is
beautiful, it was great to see all the families, and it is cool to be a
part of Riverside at this time.
Alderman Palma — Nothing to report.
Alderman Cretsinger — Thank you to Public Safety, Police and Fire
for being out there during the icing and you all being out there
helping, appreciate you all.
