BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Monday, April 3, 2023
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Monday,
April 3, 2023.
Mayor.Rose called the meeting to order at 6:02 p.m. Those in attendance were, Mayor Kathy
Rose, Aldermen Sal LoPorto, Dawn Cockrell, Rob Milner, Jill Beck, and Steve Palma (by
Zoom at 6:06 p.m.).
Alderman Nathan Cretsinger was absent.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, HR Manager Amy
Strough, Fire Chief Gordy Fowlston, Finance Director Erika Benitez, and Police Chief Chris
Skinrood.
MOTION TO ENTER INTO Alderman Cockrell moved to enter closed session pursuant to
CLOSED @ 6:02 P.M. RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021(2)
Leasing, purchase, or sale of real estate by a public
governmental body where public knowledge of the transaction
might adversely affect the legal consideration therefore, RSMo
610.021(3) Hiring, firing, disciplining, or promoting a particular
employee, when personal information about the employee is
discussed, and RSMo 610.021 (13) Individually identifiable
personnel records, performance ratings or records pertaining to
employee or applicant for employment, second by Alderman
Milner.
Yes: Cockrell, Milner, LoPorto, and Beck.
Motion carried 4-0.
MOTION TO ADJOURN Alderman Milner moved at 6:50 p.m. to adjourn closed
CLOSED @ 6:50 P.M. session with action taken, second by Alderman Beck.
Yes: Milner, Beck, Palma, LoPorto, and Cockrell.
Motion carried 5-0.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at
7:00 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Dawn Cockrell, Jill Beck, Sal
LoPorto, and Rob Milner.
Aldermen Nathan Cretsinger and Steve Palma were absent.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Police Chief Chris Skinrood,
Fire Chief Gordon Fowlston, City Engineer Travis Hoover, Human Resources Manager Amy
Strough, Capital Projects/Parks Noel Challis Bennion, Finance Director Erika Benitez, and IT
Manager Jason Ketter.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
CONSENT AGENDA Alderman Beck moved to approve the consent agenda as
presented, second by Alderman Milner.
Yes: Beck, Milner, Cockrell, and LoPorto.
Motion carried 4-0.
MINUTES OF 03-21-23 Alderman Beck moved to approve the minutes of the March 21,
2023 meeting, second by Alderman Milner.
Yes: Beck, Milner, Cockrell, and LoPorto.
Motion carried 4-0.
MINUTES OF 03-27-23 Alderman Beck moved to approve the minutes of the March 27,
2023 meeting, second by Alderman Milner.
Yes: Beck, Milner, Cockrell, and LoPorto.
Motion carried 4-0.
RESOLUTION 2023-039 Alderman Beck moved to approve Resolution 2023-039
Bill Pay authorizing the expenditure of funds for fiscal year 2022-2023 for
weeks ending March 24th and March 315t in the amount of
$685,959.23, second by Alderman Milner.
Yes: Beck, Milner, Cockrell, and LoPorto.
Motion carried 4-0.
RESOLUTION 2023-040 Alderman Beck moved to approve Resolution 2023-040 a
Appoint Pettenger - Park Board resolution appointing Krystal Pittenger to the Park Board of
Riverside, Missouri, second by Alderman Milner.
Yes: Beck, Milner, Cockrell, and LoPorto.
Motion carried 4-0.
REGULAR AGENDA
PUBLIC HEARING Mayor Rose announced at 7:01 pm the public hearing remained
Rezoning GP-1 to PD open from last meeting to consider rezoning property located at
1000 Intercon Drive 1000 Intercon Drive from GP -I to PD, in the City of Riverside,
Missouri.
Community Development Director Mike Duffy stated that this was
opened at the last meeting but was continued for a couple
changes that were needed. This business has been in Riverside
for a long time, doing work for the U.S. Defense Department,
security and safety is a concern. The signage change will help
truck traffic. Mr. Bonner with Intercon answered questions from

the Board. Mayor Rose asked if there were any further questions
from the Board or anyone in the audience and hearing none, she
closed the public hearing at 7:08 p.m.
BILL NO.2023-012 City Clerk Robin Kincaid gave first reading of Bill No. 2023-012.
Intercon GP -I to PD Alderman Milner moved to accept first reading and place Bill
2023-012 on second and final reading, second by Alderman
Cockrell.
Yes: Milner, Cockrell, Beck, and LoPorto.
Motion carried 4-0.
City Clerk Kincaid gave second reading of Bill No. 2023-012.
Alderman Beck moved to approve Bill 2023-012 and enact
said bill as ordinance, second by Alderman Cockrell.
Yes: Beck, Cockrell, LoPorto, and Milner.
Motion carried 4-0.
PUBLIC HEARING Mayor Rose opened the public hearing at 7:09 p.m. pursuant to
West Platte Road Redev. TIF Section 99.865.3 RSMo, regarding the status of the West Platte
Road Redevelopment Tax Increment Financing Plan, for the
purpose of which is to determine if the redevelopment projects are
making satisfactory progress under the proposed time schedule
contained within the approved plans for completion of such
projects, in the City of Riverside, Missouri.
Community Development Director Mike Duffy stated that this is a
requirement by State law for review every 5 years. There is no
action to be taken, this is only informational. This is basically the
Briarcliff Professional Offices, PowerPoint slides and pictures
were shown, and financials were reviewed. The TIF will terminate
in 2032. Mayor Rose asked if there were any further questions
from the Board or anyone in the audience and hearing none, she
closed the public hearing at 7:17 p.m.
PUBLIC HEARING Mayor Rose opened the public hearing at 7:17 p.m. pursuant to
L-385 TIF Section 99.865.3 RSMo, regarding the status of the L-385
Development Tax Increment Financing Plan, for the purpose of
which is to determine if the redevelopment projects are making
satisfactory progress under the proposed time schedule contained
within the approved plans for completion of such projects, in the
City of Riverside, Missouri.
Community Development Director Mike Duffy stated that this is a
requirement by State law for review every 5 years. This public
hearing was done in 2021, but staff decided to hold this again this
evening, so both TIFs would be held the same evening every 5
years. There is no action to be taken, this is only informational.
This is not just the Horizons area; it also includes flood protection
to the Riverside portion of the levee including Red X and Riverside
Street. PowerPoint slides and pictures were shown as projects
were discussed, and financials were reviewed. The TIF will
terminate in 2029. Mayor Rose asked if there were any further
questions from the Board or anyone in the audience and hearing
none, she closed the public hearing at 7:23 p.m.
BILL NO.2023-017 City Clerk Robin Kincaid gave first reading of Bill No. 2023-017.
Amend Code -CA Authority Alderman Milner moved to accept first reading and place Bill
2023-017 on second and final reading, second by Alderman
Cockrell.
Yes: Milner, Cockrell, LoPorto, and Beck.
Motion carried 4-0.
City Administrator Koral explained that the City Attorney had
brought to the Board a few meetings ago, the Police Officers Bill
of Rights, making sure that they have access to a full due process
hearing in the event that there is a termination, the authority to
conduct the termination will be delegated to the City Administrator
and then their hearing, according to State law, would be before
the Board. This bill is amending our City Code to follow your
direction on this issue.
City Clerk Kincaid gave second reading of Bill No. 2023-017.
Alderman Milner moved to approve Bill 2023-017 and enact
said bill as ordinance, second by Alderman Cockrell.

BILL NO. 2023-018 City Clerk Robin Kincaid gave first reading of Bill No. 2023-018.
Fire FT Hire — Bettis Alderman Beck moved to accept first reading and place Bill
2023-018 on second and final reading, second by Alderman
Cockrell.

CITY ADMINISTRATOR City Administrator Brian Koral shared an Upstream from Ordinary
email that came in to Mayor Rose, giving kudos to the Police
Department for taking the time to actually help a couple people
they had pulled over, by helping to change a license plate or put
new stickers on. Just a reminder that as soon as this meeting
wraps up, we will head over to tour the new Public Safety building.
Tomorrow is election day and we do have three aldermen seats
up for election and the recreational marijuana sales tax. We have
the Easter Egg Hunt Saturday morning at 10 a.m. and then the
Ribbon Cutting and Open House following at 11 a.m. There are
also the community garage sales going on this weekend. Koral
then showed and discussed with the Board, a compensation plan
review and guide for policy direction as budgeting is upon us. HR
Manager Amy Strough ran through the details for placement of
employees in the pay ranges that are being considered along with
a few examples.

MAYOR'S DISCUSSION Mayor Kathy Rose commented that she is excited about the open
House on Saturday, I hope there will be a really good turnout. I
also want to encourage everyone to go vote tomorrow, we do
have the ballot issue on for the 3% tax for recreational marijuana.

the ballot.
