Board of Aldermen of City of Riverside, Missouri
August 7, 2001
A regulaz meeting of the Boazd of Aldermen of the City of Riverside, Missouri was held in the City Hall of
Riverside, Missouri on August 7, 2001 at 7:30 p.m.
Those in attendance were Mayor Betty Burch, Aldermen Bums, Wedua, Darata, Legaazd, Beazd
and Flaws.
Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, Wylie
Simpson, Director of Public Safety, John McClelland and Deborah Polk and Matt Kitzi, City Attorneys
office.
Minutes, July 17, 2001 Alderman Legaazd moved that the minutes of July 17, 2001 be
Approved approved as corrected, seconded by Alderman Flaws, the vote was:
Aye: Aldermen Burris, Flaws, Darata, Legaazd,•Beard and Wedua.
Motion carries.
Minutes, July 24, 2001 Alderman Dazata moved that the minutes of July 24, 2001 be
Approved approved as corrected, seconded by Alderman Beard, the vote was:
Aye: Aldermen Burris, Flaws, Darata, Legaard, Beard and Wedua.
Motion carries.
Minutes, July 26, 2001 Alderman Beazd moved that the minutes of July 26, 2001 be
Approved approved, seconded by Alderman Wedua, the vote was:
Aye: Aldermen Burris, Flaws, Darata, Legaazd, Beard and Wedua.
Motion carries.
Public Hearing Opened Mayor Burch opened the Public Hearing for consideration of a lot split
at 7:30 p.m. by Lowell Hickman of Tracts A&B of Tract 43, Amended Plat of
Northwood Acres, a subdivision of land in the City of Riverside Platte
County. The Public Hearing was postponed until August 14`"'• as Mr.
Hickman could not attend this evening.

Discussion of the Vanum Const. The Vanum contract was discussed and it was decided additional
contract for the Bell Tower information was needed before consideration of approval. This will
be prepazed in its final form and considered at the August 14th meeting.
Discussion of the J.E. Dunn The final form will be reviewed at a later date.
Contract, Construction Mgr.
for the Public Safety Bldg.
Discussion of long term storm The ordinance will be redraftedand presented to the Planning
water ordinance Commission then to the Board of Aldermen.
Court Report for July Mayor Burch announced receiving the court report for July.
Discuss adoption of 2000 Certain amendments would be made to the Code. A Public Hearing
International Property Maint- would be in order to adopt this code. It was unanimously agreed upon
enance Code that the matter be tabled until a later date.
Bill No. 2001-85 Alderman Beard moved to place Bill No. 2001-85 on its first reading,
Payment of Bills said Bill authorizing the payment of certain indebtedness listed therein,
seconded by Alderman Dazata, the vote was:
Aye: Aldermen Flaws, Bums, Dazata, Beard, Legaazd and Wedua.
Motion carries.
Ordinance No. 2001-85 Alderman Flaws moved to place Bill No. 2001-85 on its second reading
Approved and upon passage of same, become Ordinance No. 2001-85, seconded
by Alderman Legaard, the vote was:
Aye: Aldermen Flaws, Darata, Beard, Legaard, Wedua and Burris.
Motion carries.
Bill No. 2001-86
To establish a procedure to
disclose potential conflicts of
interest and substantial interests
for certain municipal officials
Alderman Beard moved to place Bill No. 2001-86 on its first reading,
said Bill establishing a procedure to disclosed potential conflicts of
interest and substantial interests for certain municipal officials...
seconded by Alderman Bums, the vote was:
Aye: Aldermen Bums, Darata, Beazd, Legaazd, Wedua and Flaws.
Motion carries.
Ordinance No. 2001-86 Alderman Flaws moved to place Bill No. 2001-86 on its second reading
Approved and upon passage of same, become Ordinance No. 2001-86, seconded
by Alderman Darata, the vote was:
Aye: Aldermen Flaws, Dazata, Beard, Legaard, Wedua and Burns.
Motion carries.
Bill No. 2001-87 Alderman Beard moved to place Bill No. 2001-87 on its first reading,
Authorizing the City of said Bill authorizing the City of Riverside, Missouri to employ John
Riverside, Mo to employ John Jackson as City Engineer for the City of Riverside, Missouri and the
Jackson as City Engineer salazy be $76,000 per year. Mr. Jackson shall be employed as an
exempt employee, as defined by the Fair Labor Standazds Act and as
regulated pursuant to the City's Employee Handbook. He shall receive
the standard and customary employee benefits package received by
exempt employees of the City, and in addition shall have the use of one
(1) vehicle to be provided by the City during the term of his
employment. Mr. Jackson's working test period shall be one (1) year,
seconded by Alderman Burris, the vote was:
Aye: Aldermen Burris, Darata, Beard, Legaard, Wedua and Flaws.
Motion carries.
Ordinance No. 2001-87 Alderman Darata moved to place Bill No. 2001-87 on its second
Approved reading and upon passage of same, become Ordinance No. 2001-87,
seconded by Alderman Flaws, the vote was:
Aye: Aldermen Flaws, Darata, Beard, Legaard, Wedua and Bums.
Motion cazries.
Aldermen comments Alderman Burns said a resident is pazking out of their driveway on
Woodland and inquired as to whether a letter had been sent by the
Codes Enforcement Officer. Mayor Burch said this would be
investigated.
Alderman Flaws said the hole is still on Woodland and getting deeper.
It was stated bids were requested and there was no response.
Recess A brief recess was called.
Reconvene The Mayor and all Aldermen responded to roll call.
Motion for Closed Alderman Dazata moved that the meeting go into closed session,
Session pursuant to RSMo 610.021(1), Legal Issues, RSMo 610.021(2) real
estate, and 610.021(3) personnel issues with the City Attorney,
seconded by Alderman Wedua, the vote was:
Aye: Aldermen Bums, Darata, Legaard, Beazd and Flaws and Wedua.
Motion carries.
Motion for Open Alderman Wedua moved that the meeting go into open session,
Session seconded by Alderman Flaws, the vote was:
Aye: Aldermen Darata, Legaard, Beard, Flaws, Wedua and Burns.
Motion carries.
Gazy Johnson hired Alderman Flaws moved to approve hiring Gazy Johnson as a full time
as full time seasonal employee seasonal employee, through Riverfest, to the position of
through Riverfest Parks/Maintenance worker at a salazy of $8.00 per hour, seconded by
Alderman Wedua, the vote was:
Aye: Aldermen Legaard, Beard, Flaws, Wedua, Bums and Dazata.
Motion carries.
Adjournment By general consent, the meeting adjourned at 10:10 p.m.
