HomeMy WebLinkAbout2001-08-14 Special~'R Special Boazd of Aldermen of City of Riverside, Missouri August 14, 2001 A special workshop meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall of Riverside, Missouri at 6:00 p.m., August 14, 2001. Those in attendance were Mayor Betty Burch, Aldermen Charles Burns, Jim Wedua, Pam Darata, Rochelle Legaard, Ray Beard and George Flaws. Also present was David Blackburn, City Administrator. Visitor presentation Austin Rice, Director of Codes Administration, City of Excelsior Springs spoke on various situations he's dealt with in the City of Excelsior. The board absorbed a lot of good information for zoning. Adjournment By unanimous decision, the workshop meeting adjourned at 7:30 p.m. Meeting at 7:30 p.m. The Mayor and all board members responded to roll call. Resident comments Toni Looker, resident said she thought the Mayor and board were moving too fast on the downtown improvements and should give it more thought. Alderman Wedua said he'd lived in Riverside a long time and watched the city grow and thought the city was "on the move" and didn't think the Mayor and board were moving too fast. Mayor Burch said she'd been with the city twenty- six years and in the past the city didn't have much money and couldn't do anything to make improvements. Now, times have changed, and it is time to start moving in that direction. Public Hearing Opened Mayor Burch opened the Public Hearing to consider Lot Split, Tracts A&B of Tract 43, owner Lowell Hickman. There were no objections of the Lot Splits. Lot Splits Approved Alderman Flaws moved to approve the Lot Splits, Tracts A&B of Tract 43, seconded by Aldermen Beard, the vote was: Aye: Aldermen Burns, Wedua, Darata, Legaard, Beard and Flaws. Motion carries. Public Hearing Closed Mayor Burch announced the Public Hearing closed. Public Hearing Opened Mayor Burch opened the Public Hearing to consider request by David Johnson, Med4 Homes to approve a grading permit and flood permit. Mr. Johnson spoke about the proposed detention pond and buying property from the city. He asked the boazd to consider approving 2 issues (1) the city to agree to sell their land (this would be a long term solution) and (2) to grant the grading permit. Approval of recommen- Alderman Flaws moved to obtain a recommendation of approval from Dation from the Corp the Corp of Engineers, seconded by Alderman Beard, the vote was: of Engineer Aye: Aldermen Legaazd, Beard, Flaws, Burns, Darata and Wedua. Motion carries. Approval of grading and Alderman Flaws moved to approve a grading and flood permit for Med4 Homes Flood permit for Med4 subject to approval of the levee district agreement, seconded by Alderman Homes with conditions Burris, the vote was: Aye: Aldermen Beazd, Flaws, Darata, Bums, Wedua and Legaard. Motion carries. Public Hearing Closed Mayor Burch closed the Public Hearing. Bill No. 2001-88 Alderman Darata moved to place Bill No. 2001-88 on its first reading, said Bill Authorizing the Mayor authorizing the Mayor to enter into a contact with Vanum Construction for into a contract construction of the Bell Tower at E.H. Young Riverfront Pazk, seconded by with Vanum Const. Alderman Beazd, the vote was: to construct the Bell Tower Aye: Aldermen Flaws, Darata, Wedua and Beard. No: Aldermen Burns and legaazd. Motion carries. Ordinance No. 2001-88 Alderman Flaws moved to place Bill No. 2001-88 on its second reading Approved and upon passage of same, become Ordinance No. 2001-88, seconded by Alderman Wedua, the vote was: Aye: Aldermen Flaws, Darata, Beard, and Wedua. No: Aldermen Bums and Legaazd. Motion carries. Bill No. 2001-89 Alderman Beard moved to place Bill No. 2001-89 on its first reading Employment of said bill authorizing the employment of Gazy Johnson as a full time Gary Johnson seasonal employee, through Riverfest, to the position of Pazks/Maintenance Worker, seconded by Aldermen I-egaazd, the vote was: Aye: Aldermen Flaws, Beazd, Dazata, Wedua Burris and I.egaazd. Motion carries. Ordinance No. 2001-89 Alderman Flaws moved to place Bill No. 2001-89 on its second reading Approved and upon passage of same, become Ordinance No. 2001-89, seconded by Alderman Wedua, the vote was: Aye: Aldermen Flaws, Dazata, Beazd, Legaard, Wedua and Bums. Motion carries. Aldermen comments J.E. Dunn contract Motion for Closed Session Motion for Open Session Adjournment Alderman Burris mentioned the trailers on Mr. Young's property on NW Riverside Street. Alderman Wedua said he thought we should continue the sidewalks all the way on NW High Drive and NW Vivion Road. This matter will be discussed later when the plans for the new Public Safety building are drawn. By unanimous decision,the J.E. Dunn contract discussion was tabled. Alderman Beard moved that the meeting go into closed session at 9:00 p.m., pursuant to RSMo 610.021(1), Legal Issues with the City Attorney, seconded by Alderman Darata, the vote was: Aye: Aldermen Burns, Darata, Legaazd, Beard and Flaws and Wedua. Motion carries. Alderman Flaws moved that the meeting go into open session at 10:07 p.m., seconded by Alderman Legaard, the vote was: Aye: Aldermen Dazata, Legaard, Beard, Flaws, Wedua and Burns.
