Minutes of Regular Meeting of
Boazd of Aldermen of City of Riverside, Missouri
August 21, 2001
A regular meeting of the Boazd of Aldermen of the City of Riverside, Missouri was held in the
City Hall of Riverside, Missouri on August 7, 2001 at 7:30 p.m.
Those in attendance were Mayor Betty Burch, Aldermen Burns, Wedua, Darata, Legaard, Beard
and Flaws.
Also present were David Blackburn, City Administrator, Amy Shorts, Acting Secretary, Wylie
Simpson, Director of Public Safety, John McClelland ,Deborah Polk and Matt Kitzi, City Attorneys office.
Minutes, August 7, 2001 Alderman Bums moved that the minutes of August 7, 2001 be
Approved approved, seconded by Alderman Darata, the vote was:
Aye: Aldermen Burris, Flaws, Darata, Legaazd, Beazd and Wedua.
Motion carries.
Approval of Supplemental Alderman Beazd moved to approve the Supplemental Agreement #6
Agreement #6 with Bucher, for Professional Engineering Services with Bucher, Willis and Ratliff
Willis, Ratliff and to pay the engineer $30,000 as reimbursement for costs incurred by
the Engineer in connection with the additional work, seconded by
Alderman Flaws, the vote was:
Aye: Aldermen Flaws, Darata, L,egaazd, Wedua, Beazd and Burns.
Motion carries.
Petty Cash fund Alderman Beard moved to approve request to set up $500.00 petty
Approved cash fund and system, seconded by Alderman Flaws, the vote was:
Aye: Alderman Darata, Legaard, Wedua, Beard, Burns and Flaws.
Motion carries.
Chief Simpson's comments National Night Out was very successful with 200-250 in attendance.
The staff had 100% attendance. He would like for the Mayor and
Aldermen to attend the one scheduled for next year.
Wylie asked to update Public Safety's computer software. This matter
will be discussed at the next meeting.
Discussions A discussion was held regarding proposed amendments to Section
405.070 regazding definitions concerning manufactured mobile homes:
Section 440.030 regazding Special Use Permits for Manufactured
(mobile) Homes, Mobile Homes parks; and Section 410.080 regarding
Zoning Districts MH per districts. The change is needed to be in
compliance with state law.
A discussion was held regarding proposed amendments to City Code
410.020 related to single family residential building in districts zoned "
R-1" Number 5. Minimum Floor Area. A 1,000 square feet on the first
floor is needed to be considered livable. Questions on split level
housing. This will be discussed at the Planning and Zoning
Commission on Thursday.
Visitor Comments David Johnson, 4217 N. Hickory, Kansas City, Mo spoke about the
detention/retention basin. A term sheet is being drafted that will tie
into the City and would like credit for the 42' proposed pipe. He wants
to buy two acres from the city and install an aerator in the middle of the
pond to keep the water stirred. He has been notified by the Corp he can
dig two (2) feet deep and put clay in the bottom and then it wouldn't be
like a detention pond. Mr. Johnson wants to go with the first plan as a
retention pond and put 10-12 feet of pipe in and would like to have a
credit from the Levee TIF of the amount of money he's spending on
putting in the retention pond.
Alderman Beazd said the City would have to have the contract redone
and make changes as requested.
Bill No. 2001-90 Alderman Legaazd moved to place Bill No. 2001-90 on its first reading,
Payment of Bills said Bill authorizing the payment of certain indebtedness listed therein,
seconded by Alderman Beazd, the vote was:
Aye: Aldermen Flaws, Bums, Darata, Beazd, Legaard and Wedua.
Motion carries.
Ordinance No. 2001-90 Alderman Wedua moved to place Bill No. 2001-90 on its second
Approved reading and upon passage of same, become Ordinance No. 2001-90,
seconded by Alderman Beard, the vote was:
Aye: Aldermen Flaws, Darata, Beazd, Legaard, Wedua and Bums.
Motion carries.
Bill No. 2001-91 Alderman Legaard moved to place Bill No. 2001-91 on its first reading,
Contract relating to cultivation said Bill approving a contract relating to cultivation and pasturage and
and pasttuage and driving driving range lease with the City and Robert and Lillie M.Gieseke,
range lease seconded by Alderman Beazd, the vote was:
Approved
Aye: Aldermen Flaws, Darata, Beard, Legaazd, Wedua and Bums.
Motion carries.
Ordinance No. 2001-91 Alderman Wedua moved to place Bill No. 2001-91 on its second

seconded by Alderman Beard, the vote was:

Motion carries.
Bill No. 2001-93 Alderman Beazd moved to place Bill No. 2001-93 on its first reading,
Policy for Imple- said Bill establishing a policy for implementation of city code Chapter
mentation of Chapt. 250: Right-Of-Way and Communications Ordinance, seconded by
250: Right-of-Way Alderman Burris, the vote was:

Motion carries.
Amy Shorts, Acting Secretary left at 8:30 p.m.
Motion for Closed Alderman Legaard moved that the meeting go into closed session,
Session pursuant to RSMo 610.021(1), Legal Issues, RSMo 610.021(2) real
estate, and 610.021(3) personnel issues with the City Attorney,
seconded by Alderman Beazd, the vote was:
Aye: Aldermen Burris, Darata, Legaard, Beazd and Flaws and Wedua.
Motion carries.
Motion for Open Alderman Flaws moved that the meeting go into open session,
Session seconded by Alderman Beard, the vote was:
Aye: Aldermen Dazata, Legaard, Beazd, Flaws, Wedua and Bums.
Motion carries.
A memo was read from Dave Kornelis, Armstrong, Teasdale regarding
the J.E. Dunn Contract mentioning expenses. The Board is not ready to
act on the matter at this time and will discuss at a later date.
Revise Med/4 Homes contract Alderman Flaws made a motion to revise the Med4/Homes contract,
revision, Approved seconded by Alderman Beazd, the vote was:
Aye: Aldermen Legaazd, Beard, Flaws, Wedua, Bums and Darata.
Motion carries.
Mayor's announcements Mayor Burch announced the Clydesdale horses will be in the Riverfest
pazade.
The 50`" anniversary book is ready to go to the printers. It is the
Mayor's decision to have it a paperback or hazdback.
Adjournment By unanimous decision, the boazd adjourned at 11.30 p.m.
