HomeMy WebLinkAbout2001-08-28 Special Minutes of Special Meeting of Boazd of Aldermen of City of Riverside, Missouri August 28, 2001 A special meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall of Riverside, Missouri at 6:00 p.m., August 28, 2001. Those in attendance were Mayor Betty Burch, Aldermen Charles Burns, Jim Wedua, Pam Dazata, Rochelle Legaazd, Ray Beazd and George Flaws. Also present were David Blackburn, City Administrator, Wylie Simpson, Director of Public Safety, Steve Crystal, City Attorney, John McClellan, Matt Kitzi, City Attorneys office. Bill No. 2001-94 Alderman Dazata moved to place Bill No. 2001-94 on its first reading, Employment of said Bill authorizing the employment of Lori Razdeen as Pazks and Lori Rardeen Recreation Program Coordinator for the City of Riverside, Missouri and the salary for this position be set at $32,150 with benefits and a six-month test period with starting date of August 29, 2001, seconded by Alderman Beard, the vote was: Aye: Aldermen Flaws, Burns, Darata, Beard, Legaazd and Wedua. Motion carries. Ordinance No. 2001-94 Alderman Flaws moved to place Bill No. 2001-94 on its second reading Approved and upon passage of same, become Ordinance No. 2001-94, seconded by Alderman Wedua, the vote was: Aye: Aldermen Flaws, Dazata, Beard, Legaard, Wedua and Burns. Motion carries. Bill No. 2001-95 Alderman Beard moved to place Bill No. 2001-95' on its first reading, Payment of Bills said Bill authorizing the payment of certain indebtedness listed therein, seconded by Alderman Flaws vote was: Aye: Aldermen Flaws, Bums, Darata, Beard, Legaard and Wedua. Motion carries. Ordinance No. 2001-95 Alderman Flaws moved to place Bill No. 2001-95 on its second reading Approved and upon passage of same, become Ordinance No. 2001-95, seconded by Alderman Wedua, the vote was: Aye: Aldermen Darata, Beard, Legaazd, Wedua, Flaws and Burns. Motion carries. Public Hearing Alderman Dazata moved to postpone the public hearing regarding continued until September 4 amending City Code sections 405.070,410.080 and 440.030 related meeting to manufactured (mobile) and modulaz homes and "MH" zoning districts, seconded by Alderman Wedua, the vote was: Aye: Aldermen Dazata, Legaard, Flaws, Beard, Wedua and Burns. Motion carries. Motion for Closed Alderman Darata moved that the meeting go into closed session Session pursuant to RSMo 610.021(1) Legal Issues and 610.021 (2) Real Estate 610.021 (3) Personnel Issues with the City Attorney, seconded by Alderman Wedua, the vote was: Aye: Aldermen Wedua, Darata, Legaard, Beard, Burns and Flaws. Motion carries. Motion for Open Alderman Beazd moved that the meeting go into open session, Session seconded by Alderman Wedua, the vote was: Aye: Aldermen Dazata, Legaard, Beazd, Flaws, Wedua and Burris. Motion carries. David Johnson, David Johnson, Med4/Homes and the architect for Med4/Bomes, Presentation Davidson Design Group, gave a presentation regazding the proposed plans to build a new building next to the Super 8 Motel. Approved Alderman Wedua moved to approve the Building, Grading. Special in Building, Grading, Special Flood Hazazd Area Permits for Mdr4/Home, seconded by Alderman In Flood Hazard Area Permits Flaws, the vote was: Med4/Homes Aye: Aldermen Legaazd, Beard, Wedua, Flaws, Bums and Darata. Motion carries. Bill No. 2001-96 Alderman Bums moved [o place Bill No. 2001-96 on its first reading, Approving the final sub- said Bill accepting the recommendation of the Planning and Zoning Division planed final deve- Commission of the City of Riverside, Missouri and approving the final loment plan of Med4/Home subdivision plat and final development plan of Med4/Home submitted by Maxus Properties, seconded by Alderman Wedua, the vote was: Aye: Aldermen Beazd, Wedua, Flaws, Bums, Darata and Leggazd. Motion carries. Ordinance No. 2001-96 Alderman Darata moved to place Bill No. 2001-96 its second Approved reading and upon passage of same, become Ordinance No. 2001-96, seconded by Alderman Legaard, the vote was: Aye: Aldermen Flaws, Darata, Beard, Legaard, Wedua and Burris. Motion carries. Purchase of server, computer Alderman Flaws moved to approve purchasing a new server, computer and all software for and all software for Public Safety in the amount of $32,873, from Public Safety from Midwest Technology Connection, 410 W. 5's St., for Public, Kansas MTC City, Mo 64105, seconded by Alderman Dazata, the vote was: Approved Aye: Aldermen Dazata, Beazd, Legaard, Wedua, Bums and Flaws. Motion carries. City Engineer comments John Jackson, City Engineer presented to the board asphalt bids for filling pot holes and other asphalt projects in the city. The bids were: Seal-O-Matic, $5,360.98 and Lineaweaver, $5,052.50. John recommended accepting the bid from Seal-O-Matic because there were some places in the City not listed with this bid and they could be added to the bid and do all work at the same time. Alderman Beazd mentioned 4" of concrete versus 4" asphalt in the holes. It was unanimously decided to accept John's recommendation to use asphalt. Alderman comments Alderman Burns wanted to thank the officer that was delivering the boazd packets to doors; when he stopped at Alderman Burns' door, it had been left opened. The officer checked and everything was okay. Alderman Dazata said a cat was attacked by two dogs, resident Rosemary Brewers cat, she then contacted Alderman Dazata to say she would like to see some kind of animal control. Alderman Legaard said she had been given some information regazding resident, John Moat's property and has now taken care of it and she then thanked him for doing so. Alderman Flaws said he appreciated the officer coming to his home to check on his wife, as she had taken some medicine, fell asleep, and had taken the phone off the hook.
