BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, May 16, 2023
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
May 16, 2023.
Mayor Rose called the meeting to order at 6:05 p.m. Those in attendance were, Mayor Kathy
Rose, Aldermen Rob Milner, Dawn Cockrell, Nathan Cretsinger, Jason Draut, and Steve
Palma.
Aldermen Jill Beck was absent for closed session.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Community
Development Director Mike Duffy, and Finance Director Erika Benitez. City Attorney Paul
Campo was also present.
MOTION TO ENTER INTO Alderman Cockrell moved to enter closed session pursuant to
CLOSED @ 6:01 P.M. RSMo 610.021 (1) Legal Action and litigation, and RSMo
610.021 (2) Leasing, Purchase, or sale of real estate, RSMo
610.021 (12) Sealed bids and related documents, until the bids
are opened; and sealed proposals and related documents or any
documents related to a negotiated contact until a contract is
executed, or all proposals are rejected, second by Alderman
Cretsinger.
Yes: Cockrell, Cretsinger, Draut, Palma, and Cockrell.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Milner moved at 6:55 p.m. to adjourn closed session
CLOSED @ 6:55 P.M. with no action taken, second by Alderman Draut.
Yes: Milner, Draut, Cockrell, Palma, and Cretsinger.
Motion carried 5-0.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at
7:00 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Dawn Cockrell, Jason Draut, Rob
Milner, Nathan Cretsinger, and Steve Palma.
Alderman Jill Beck was absent.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover,
Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, Human Resources Manager Amy
Strough, and Finance Director Erika Benitez. City Attorney Paul Campo was also present.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.

PUBLIC COMMENT None.
PROCLAMATION Mayor Rose read the proclamation for National Public Works
Week, May 21-27, 2023, and presented it to Public Works Director
Tom Wooddell.
CONSENT AGENDA Alderman Milner moved to approve the consent agenda as
presented, second by Alderman Cockrell.
Yes: Milner, Cockrell, Palma, Cretsinger, and Draut.
Motion carried 5-0.
MINUTES OF 05-02-23 Alderman Milner moved to approve the minutes of the May 2,
2023, meeting, second by Alderman Cockrell.
Yes: Milner, Cockrell, Palma, Cretsinger, and Draut.
Motion carried 5-0.
COURT REPORT Alderman Milner moved to approve the court report for the month
of April 2023, second by Alderman Cockrell.
Yes: Milner, Cockrell, Palma, Cretsinger, and Draut.
Motion carried 5-0.
RESOLUTION 2023-052 Alderman Milner moved to approve Resolution 2023-052
Bill Pay authorizing the expenditure of funds for fiscal year 2022-2023 for
weeks ending May 5th and May 12th in the amount of
$1,153,873.63, second by Alderman Cockrell.
Yes: Milner, Cockrell, Palma, Cretsinger, and Draut.
Motion carried 5-0.
RESOLUTION 2023-053 Alderman Milner moved to approve Resolution 2023-053
BerganKDV, LTC Audit Award selecting BerganKCV, LTD for external auditing services and
authorizing the execution of an engagement letter, second by
Alderman Cockrell.
Yes: Milner, Cockrell, Palma, Cretsinger, and Draut.
Motion carried 5-0.
RESOLUTION 2023-054 Alderman Milner moved to approve Resolution 2023-054
Janitorial Services Renewal extending the City of Riverside janitorial services to Town &
Country Building Services and approving execution of a contract
for 2023-2024 in connection with the provision of such services,
second by Alderman Cockrell.
Yes: Milner, Cockrell, Palma, Cretsinger, and Draut.
Motion carried 5-0.
REGULAR AGENDA
PUBLIC HEARING Mayor Rose opened the public hearing at 7:03 p.m. to consider
SUP Outdoor storage a Special Use Permit for outdoor storage at 4300 NW Belgium
Blvd., Suite 150, in the City of Riverside, Missouri.
Community Development Director Mike Duffy gave an overview of
the request for five storage containers and showed photos of the
area from all directions. The Planning & Zoning Commission met,

considered this request last Thursday, and recommended
approval of this SUP request with two specified conditions;
painting the containers the same color and to remove the pile of
gravel and light poles that are nn the property within 9Odays.
Duffy answered questions and introduced Manager Alex

asked if there were any further questions or comments and
hearing none, closed the public hearing at7:18 p.m.

CITY ADMINISTRATOR City Administrator Brian Kora| commented that some may have
noticed a large group of children in the Renner Brenner Park this
afternoon and that was the Beyond the Bell children celebrating �

the end cf the school year. The City provided the Snow Cone ^
Truck for the children as well. The YMCA is going to be able to
offer swim lessons again this year. There have been staffing
challenges in the past few years, and the information has been
shared onFacebook and on our city vvebeibe. VVe are looking for m

date for the new budget work session, please look for an email
with possible dates, so we may get that meeting scheduled.
Photos of our Public Service Workers Recognition Week to honor
our staff were shared, showing we celebrated with a roadside
trash cleanup, a great meal everyday in the Fire Department bays,
City of Riverside t-shirt, and many nice gifts and/or gift cards given
away. Friday, May 19th at 9:30 a.m. is the Mid-Continent Public
Library ground by the Welcome Plaza. We will also have a ribbon
cutting on the new connection for Line Creek Trail in the near
future and will keep you updated on that event.
COMMUNITY DEVELOPMENT Director Mike Duffy reported that last Monday evening was the
Community Bike Ride as part of the Comprehensive Plan. It was
successful with a good attendance. We got some good ideas to
look at as we continue to build out the trail network and
incorporate the Complete Streets concepts in our community.
ENGINEERING Nothing to report.
FINANCE Finance Director Erika Benitez reviewed by PowerPoint
presentation the April 2023 financial status with 83.3% of the year
passed. She explained a new report that will be included in the
packet going forward to help with transparency to the Board.
Everything is tracking as expected. Expenses were also reviewed
and comparisons from 2022 to 2023 were shown and investments
remain strong.
FIRE Fire Chief Gordon Fowlston reported that the trailers have been
removed from the campus. He then reviewed the Fire Department
reports of the April 2023 activities, with a few changes, but staying
steady. We are settling in our new space, and all is good.
POLICE Police Chief Chris Skinrood explained the April 2023 report and
added that the numbers are down across the board, but a lot of
this is because of the move as well. We will see how next month
goes with the weather warming up and kids being out of school.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION Mayor Kathy Rose commented on businesses coming to our city
and this grow facility is new, with a lot of unknown to us. I want to
thank Fire Marshal Keith Payne for being at the Planning & Zoning
Commission meeting last week and answering many questions of
the Board and making sure that everyone is safe and following
and understanding the rules and regulations for the business, for
our city, and community's safety. We attended the MOCSA
(Metropolitan Organization to Counter Sexual Assault) annual
luncheon last week, there were 1100 in attendance, our police
department is very involved with this group, and they are a great

help for women and men in our area. This ioa very informative
and meaningful luncheon toattend. Lastly, our Prosecuting
Attorney Amy /\ehe|fond was chosen ao the new Associate Circuit
Judge in Platte County. She has done a wonderful job for us and
as happy as we are for her and her family, we will rnieo her dearly,
Today was the h/RCC: monthly luncheon. The program was the
legislative wrap-up. Senator Luotkonneyer has done m lot for the
Northland and for uo and Representative Jamie Johnson aowell.
BOARD OF ALDERMEN /\|dernnen CrotoinBor—Ao K8iho mentioned ear|ier, it was m neat
experience to participate in the Bike VVa|h KC event. We got to
''sample" the trails, see some of the recent improvements, and see
some of the challenging portions of the trails. It was beautiful and
easy to ride the trails. | hope we get m lot of feedback on this ride
and the experience. Mayor Rose commented on how beautiful our
trails are. Community Development Director Duffy then responded
that thanks needed to go to our Public Works Department. | let
Public Works Director Tom Woodde|| know about this event a
week ago and the afternoon of the ride, he called and said that his
crew had gone through and cleaned everything up along the trails,
cut back some branches, etc. There was much praise from those
participating in the event that these were the best maintained
hoi|a, which amya a lot for Tom and the Public Works crew.
Alderman Cretsinger continued that Tom and his department

| always a lot for you to do, you meta very high standard for
Riverside, and | certainly hear lot of good feedback on that. |

whether biking or driving and have further discussions with staff. It

Parkway. | also have made mention of school safety program as
a prevention tool to ChiefSkinrmod. that we as a Board and staff
may look at in the future.

Bike Walk KC, | was traveling. | do ride the trails all the time and /

There are always people out onit and again, thank you.
Alderman Milner— | want to thank the Police Department for their
support and being present when there was the need in the school
district last week with the threats. It was comforting to know you
all were involved. |t was great to have our Riverside Department |
there for support and to be present. | have started walking the !
tngi|8 again and it is very cool to see all the projects developing,
the skate park, and all the work being done.
Mayor Rose added that the goal ioto have the skate park update
completed next spring.

Alderman Cockrell — It is so exciting to see the fence around the
library property and know that it is really happening. Then to look
over and see the bridge being installed for the trail. It is all so
exciting. It is just great to be a part of all this. Thanks to everyone
that has played a part in making all this happen.
Alderman Draut— I will second your thoughts on the MOCSA
organization. One of my daughter's classes had to select a project
to report on in school, and out of 25 children, three of them chose
to report on sexual assault, trafficking, and abuse. The numbers
are scary, and it is such a huge problem. MOCSA offices are in
one of my buildings and it is a great organization.
Mayor Rose remarked that Public Service Week last week was
wonderful! Staff did a great job and had delicious meals every day
and a lot of fun!
