HomeMy WebLinkAbout2001-09-04Minutes of Regulaz Meeting of Board of Aldermen of City of Riverside, Missouri September 4, 2001 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall of Riverside, Missouri on September 4, 2001 at 7:30 p.m. Those in attendance were Mayor Betty Burch, Aldermen Burris, Wedua, Dazata, I.egaard, Beazd and Flaws. Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, John McClelland, Deborah Polk and Matt Kitzi, City Attorneys office. Minutes, August 14, 2001 Alderman Burns moved that the minutes of August 14 2001 be Approved , approved, seconded by Alderman Dazata, the vote was: Aye: Aldermen Burris, Flaws, Darata, Legaard, Beard and Wedua. Motion carries. Minutes, August 21, 2001 Alderman Wedua moved that the minutes of August 21 2001 be Approved , approved as corrected, seconded by Alderman Flaws, the vote was: Aye: Aldermen Burris, Flaws, Darata, Legaazd, Beard and Wedua. Motion carries. Public Hearing Continued Mayor Burch opened the Public Hearing regarding proposed amendment to Section 405.070, 410,080 and 440.030 related to Manufactured (Mobile) and Modulaz Homes and "MH" Zoning Districts. Public Comment Betty Johnson, resident asked for clarification to distinguish manufactured and mobile homes. Steve Crystal, City Attorney explained the city codes are being updated as to the definition to meet the requirements of the State Statute. It was explained that manufactured homes is the old mobile homes. Modulaz unit is a transportable unit designed to be used by itself or to incorporated with similar units at a point-of-use into a modular structure. Public Hearing Closed Mayor Burch closed the Public Heazing. City Administrator Comments David Blackburn, City Administrator said the Mayor, John Jackson, City Engineer and himself met with representatives from the Missouri District of Transportation to listen to discussion on two (2) projects; the first project to end just south of the intersection with Vivion Road and the second project to include the intersection and the necessazy tapering distance required to the north on Gateway Road (Route A) and to the east and west on Vivion Road (LTS 69). David stated the city needs to consider acceptance of Vivion Road east to a certain point. Party to bring in a travel Mayor Burch announced a party would like to use the E.H. Young Trailer to the E.H. Young Riverfront Park in May 2002 for a wedding party and bring in a 20- Riverfront Pazk Approved 30'travel trailer to park for 3-4 hours. Alderman Wedua moved to approve a party to bring in a 20-30' travel trailer for 3-4- hours (only to be parked on the pazking lot) on May 25, 2002, seconded by Alderman Darata, the vote was: Aye: Aldermen Burris, Flaws, Legaazd, Dazata, Beard and Wedua. Motion carries. Copier purchases Bids were received for the purchase of copiers from Allied Office Approved Solutions for $12,750, Ladicom, Inc. for $10,935 and Metro-Plex for $9,752. Alderman Beard made a motion to approve purchasing a Sharp M-450 copier for Administration from Ladicom, Inc. for the amount of $10, 935. and $1,451 for Court for a total of $12,386, seconded by Alderman Legaard, the vote was: Aye: Aldermen Legaazd, Burris, Flaws, Darata, Beard and Wedua. Motion carries. Request for funding Alderman Darata moved to approved funding for the Northland Northland Symphony Symphony Orchestra in the amount of $1,000 to be applied to cost of Orchestra -Approved musicians for the 2001-2002 season, seconded by Alderman Burris, the vote was: Aye: Aldermen Burris, Legaard, Flaws, Darata, Wedua and Beazd. Motion carries. Bill No. 2001-97 Alderman Dazata moved to place Bill No. 2001-97 on its first reading, Extending the 90-day said Bill extending the ninety day moratorium adopted June 26, 2001 Moratorium adopted June 26, prohibiting the issuance of liquor licenses or permits under Chapter 600 2001 prohibiting issuance of of the code and the issuance of special use permits under code section liquor licenses or permits 445.060, adult entertainment, within the City of Riverside, Missouri, under Chapt. 600... until November 8, 2001, seconded by Alderman Beazd, the vote was: Aye: Aldermen Legaard, Flaws, Darata, Wedua, Beard and Burris. Motion carries. Ordinance No. 2001-97 Alderman Darata moved to place Bill No. 2001-97 on its second Approved reading and upon passage of same, become Ordinance No. 2001-97, seconded by Alderman Beazd, the vote was: Aye: Aldermen Flaws, Darata, Beard, Legaard, Wedua and Bums. Motion carries. Bill No. 2001-98 Alderman Darata moved to place Bill No. 2001-98 on its first reading, Payment of Bills said Bill authorizing the payment of certain indebtedness listed therein, seconded by Alderman Beard, the vote was: Aye: Aldermen Flaws, Bums, Darata, Beard, Legaazd and Wedua. Motion carries. Ordinance No. 2001-98 Alderman Wedua moved to place Bill No. 2001-98 on its second Approved reading and upon passage of same, become Ordinance No. 2001-98, seconded by Alderman Flaws, the vote was: Aye: Aldermen Flaws, Dazata, Beard, Legaazd, Wedua and Bums. Motion carries. Bill No. 2001-99 Alderman Beazd moved to place Bill No. 2001-99 on its first reading, Amending Sections 405.070 said Bill amending Sections 405.070, 410.080 and 440.030 related to 410.080 and 440.030 Manufactured (Mobile) and Modular Homes and "MH" Zoning related to Manf. Homes Districts, seconded by Alderman Flaws, the vote was: & "MH" Zoning Districts Approved Aye: Aldermen Dazata, Beard, Legaard, Wedua, Burris and Flaws. Motion cazries. Ordinance No. 2001-99 Alderman Flaws moved to place Bill No. 2001-99 on its second Approved reading and upon passage of same, become Ordinance No. 2001-99, seconded by Alderman Wedua, the vote was: Aye: Aldermen Flaws, Darata, Beazd, Legaard, Wedua and Bums. Motion carries. General Discussion Alderman Bums would like to know when the caterpillar and rocks at the old Sinclair station on NW Gateway will be removed and the rest of the building razed. The Codes Enforcement Officer will investigate. Alderman Beazd said the Park shelter houses would be here September 10's. Electricity will be in the Pazk before the Festival. Municipal Court Report Mayor Burch announced receiving the Municipal Court report for for August August. Recess A brief five-minute recess was called. Reconvene All Aldermen and the Mayor responded to roll call and the meting reconvened. Motion for Closed Alderman Legaazd moved that the meeting go into closed session, Session pursuant to RSMo 610.021(1), Legal Issues, RSMo 610.021(2) real estate, and 610.021(3) personnel issues with the City Attorney, seconded by Alderman Dazata, the vote was: Aye: Aldermen Bums, Dazata, Legaard, Beazd and Flaws and Wedua. Motion carries. Proceeding with plans that Alderman Burns moved to approve proceeding with the plans that have have been prepared by been prepared by Bucher, Willis, Ratliff Corp. on the two road projects; Bucher, Willis, Ratliff the first project to end just south of the intersection with Vivion Road, to do both projects the second project to include the intersection and the necessary tapering Approved distance required to the north on Gateway Road and to the east and west on Vivion Road, seconded by Alderman Wedua the vote was: Aye: Aldermen Darata, L,egaard, Beard, Flaws, Wedua and Burris. Motion carries. Motion for Open Alderman Darata moved that the meeting go into open session, Session seconded by Alderman Beazd, the vote was: Aye: Aldermen Darata, L,egaard, Beazd, Flaws, Wedua and Burns. Motion carries. Adjournment By unanimous decision, the meeting adjourned at 10:00 p.m. C' Clerk
