HomeMy WebLinkAbout1935 Approving a Final Development Plan for Land Located at Lot 1 of 40 West at HorizonsBILL NO. 2023-044 ORDINANCE NO. 11_3� AN ORDINANCE APPROVING A FINAL DEVELOPMENT PLAN FOR LAND LOCATED AT LOT 1 OF 40 WEST AT HORIZONS, RIVERSIDE, MISSOURI, IN ACCORDANCE WITH THE UNIFIED DEVELOPMENT ORDINANCE OF THE CITY OF RIVERSIDE WHEREAS, Application No. PC23-11 was submitted to the City by BlueScope for approval of a Final Development Plan for construction of a 50,000 sq. ft. office and warehouse building ("Development Plan") located on an approximately 3.59 acre tract of land at Lot 1 of 40 West at Horizons, Riverside, Missouri; WHEREAS, the Planning Commission held a meeting on June 22, 2023 to consider said application and recommended that the Development Plan be approved; and WHEREAS, the Board of Aldermen find it to be in the best interests of the City in order to further the objectives of economic development of the City, as well as in furtherance of the objective to protect the health, safety, and welfare of the businesses and citizens of the City, to approve the Development Plan as set forth herein. NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS: SECTION 1 — BEST INTEREST OF THE CITY TO APPROVE DEVELOPMENT PLAN. It is in the best interests of the City in order to further the objectives of economic development of the City, as well as in furtherance of the objective to protect the health, safety, and welfare of the businesses and citizens of the City, to approve the Development Plan, attached hereto as Exhibit A and incorporated herein, for development of property located at Lot 1 of 40 West at Horizons, Riverside, Missouri, and legally described as Lot 1 of 40 West at Horizons, and such Development Plan is hereby approved, subject to the conditions provided herein, to allow for the construction of a commercial building according to such plan. SECTION 2 — CONDITIONS OF APPROVAL. The following conditions of approval shall apply with regard to the Development Plan approved for development of the property: 1.The approval of the Development Plan does not relieve the developer from compliance with all other applicable local, state and federal laws, codes, ordinances, and regulations. The developer is required to request and obtain approval for all necessary permits to begin constructing the development. 2. Outdoor storage is permitted at this site with the following conditions WA 6324022.1 a. Outdoor storage is only permitted on the east side of the building. b. Outdoor storage must be on a paved surface. c. Outdoor storage is limited specifically to no more than five (5) 40' x 8' 10' metal storage containers. Containers must be painted a uniform color that matches the building. d. All outdoor storage must remain in a neat and orderly fashion. SECTION 3 — AUTHORITY GRANTED. The Mayor, the City Administrator, and other appropriate City officials are hereby authorized to take any and all actions as may be deemed necessary or convenient to carry out and comply with the intent of this ordinance to execute and deliver for and on behalf of the City all certificates, instruments, agreements and other documents, as may be necessary or convenient to perform all matters herein authorized. SECTION 4 — EFFECTIVE DATE. This ordinance shall be in full force and effect from and after the date of its passage and approval. BE IT REMEMBERED that the above was read two times by heading only, PASSED AND APPROVED by a majority of the Board of Aldermen and APPROVED by the Mayor of the City of Riverside, Missouri, this 27t' day of June 2023. Lot 1, 40 West- ARCOBlue Scope General Information Applicant: ARCO National Construction Location: Lot 1, 40 West Application: Final Development Plan Site Area: 156,393 sq.ft. (3.59 Acres) Building Size: Proposed Building 6,300 sq.ft. Zoning: PD Planned Development Existing Land Use: Vacany Proposed Land Use: Office/Warehouse Procedure: Final Development Plan will be reviewed by the Planning Commission and the Board of Aldermen for approval. Project Overview: The applicant is proposing to construct a new 50,000 sq.ft. two-story office/warehouse building on Lot 1 of 40 West. The applicant has outgrown their space in Horizons Office One and is looking to expand while remaining in Riverside. They also have space for a second tenant. Site Layout: The proposed building will be pushed toward the east side of the property with the front entrance facing Mattox Road. Access to the site will be off newly constructed 40t' street. The site will have two access points, both off NW 40t' Street on the south side of the property. Infrastructure Sanitary Sewer: Sanitary sewer exists on the south side of 40' Street and is stubbed under the road to the site. Water: Water is available on the south side of 401 Street and is stubbed under the road to the site. Gas: Gas is available on the north side of 40`h Street. Electric: Electric is available on the east side of NW Mattox Road. Stormwater: Stormwater from the property will be routed to the City's regional detention system. Loading & Parking Areas: General parking and main entrance are located on the west side of the building. The applicant is required to provide 50 parking space (1 per 1,000 sq.ft.) and are proposing 92 spaces. Landscaping: The approved PD regulations note four components of landscaping. - Building frontage at the street (1 tree / 40 ft of street frontage) - Building foundation (groundcover, shrubs and ornamental trees) main entrance and around the vehicular parking area near the main entrance. - Common areas frontage or building rear (1 tree / 50 ft of frontage) - Parking lots (1 tree / 200 s.f. of parking lot islands) Page 1 of 2 Staff will work with the applicant to develop a landscaping plan that complies with the approved landscaping requirements set forth in the PD regulations. Building Elevations: The building will be constructed of concrete, masonry, and glass components. Lighting: Lighting will be provided in the parking lot via pole lights and wall mounted lighting. Signage: The applicant is proposing signage on the south and west elevations over their main entrance. Blue Scope could request signage in the future that staff will review for compliance with the current sign code. Outdoor Storage: When 40 West was first conceived, it was an attempt to allow smaller industrial users to have the opportunity to own land in Horizons and allow for small amounts of outdoor storage. The applicant is proposing a small amount of outdoor storage that will consist only of metal containers that will be stored on the paved surface on the ease side of the building. The applicant shall have no more than five (5) 40'x 8' x 10' metal storage containers on site and they must be stored on a paved surface on the northeast side of the property. All storage containers must be painted the same uniform color that is compatible with the color of the building. Analysis Comprehensive Master Plan: Throughout the development of the Comprehensive Plan it was articulated by participants that improving community image/character and the quality and design of buildings was a key concern. The proposed project represents a continuation of the work going on in the Horizons Area and will integrate well with the quality industrial buildings already constructed in Horizons. Generally, the proposed development plan is consistent with the site layouts, construction style, methods and architecture on the west side of Horizons Parkway.
