HomeMy WebLinkAbout2023-06-27 Special Meeting MinutesMINUTES SPECIAL MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, June 27, 2023 6 00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in special session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday.. June 27, 2023. Mayor Rose called the meeting to order at 6:01 p.m. Those in attendance were. Mayor Kathy Rose, Aldermen Jill Beck, Nathan Cretsinger, Jason Draut, Rob Milner, Dawn Cockrell (at 6:04 p.m.) and Steve Palma (at 6:08 p.m.). Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Community Development Director Mike Duffy, and HR Manager Amy Strough. Special Counsel Joe Bednar was also present. MOTION TO ENTER INTO CLOSED @ 6:01 P.M. MOTION TO ADJOURN CLOSED @ 7:04 P.M. Alderman Milner moved to enter closed session pursuant to RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021 (2) Leasing, Purchase, or sale of real estate, RSMo 610.021 (3) Hiring, firing, disciplining, or promoting a particular employee, when personal information about the employee is discussed, and RSMo 610.021 (12) Sealed bids and related documents, until the bids are opened; and sealed proposals and related documents or any documents related to a negotiated contract until a contract is executed, or all proposals are rejected, and RSMo 610.021 (13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, second by Alderman Beck. Yes: Milner, Beck, Cretsinger, and Draut. Motion carried 4-0. Alderman Milner moved at 7:04 p.m. to adjourn closed session with action taken, second by Alderman Cockrell. Yes: Milner. Cockrell. Cretsinger, Draut, Beck, and Palma. Motion carried 6-0. REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at 7:06 p.m. Those in attendance were, Mayor Kathy Rose, Aldermen Jill Beck, Dawn Cockrell, Nathan Cretsinger. Jason Draut, Rob Milner, and Steve Palma. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Community Development Director Mike Duffy, and HR Manager Amy Strough. Special Counsel Joe Bednar was also present. 1 PLEDGE OF ALLEGIANCE BILL NO. 2023-043 Repeal 1931, approve PSA BlueScope BILL NO. 2023-044 Final Development Plan Lot 1 of 40 West of Horizons BILL NO. 2023-045 Final Plat Soccer Mayor Rose led the Pledge of Allegiance. City Clerk Robin Kincaid gave first reading of Bill No. 2023-043. Community Development Director Mike Duffy explained that this bill was approved as ordinance at the last meeting, but there were a few discrepancies found between the title and the language, so, this is a clean-up and comes before you for consideration. Alderman Milner moved to accept first reading and place Bill No. 2023-043 on second and final reading, second by Alderman Cockrell. Yes: Milner, Cockrell, Draut, Beck, Cretsinger, and Palma. Motion carried 6-0. Alderman Beck moved to approve Bill 2023-043 and enact said bill as ordinance, second by Alderman Palma. Yes: Beck, Palma, Milner, Draut, Cretsinger, and Cockrell. Motion carried 6-0. City Clerk Robin Kincaid gave first reading of Bill No. 2023-044. Community Development Director Mike Duffy stated that this is the final development plan for the BlueScope Project. They are purchasing Lot 1 of the 40 West Development, he showed slides of the location and explained that this was heard by the Planning & Zoning Commission last Thursday evening and was recommended for approval unanimously. There are representatives from ARCO and BlueScope here this evening if anyone has any questions. Alderman Milner moved to accept first reading and place Bill No. 2023-044 on second and final reading, second by Alderman Cretsinger. Yes: Milner, Cretsinger, Cockrell, Draut, Palma, and Beck. Motion carried 6-0. Alderman Cretsinger moved to approve Bill 2023-044 and enact said bill as ordinance, second by Alderman Milner. Yes: Cretsinger, Milner, Draut, Beck, Cockrell, and Palma. Motion carried 6-0. City Clerk Robin Kincaid gave first reading of Bill No. 2023-045. Community Development Director Mike Duffy remarked that this proposal is to replat Lots 1&2 and showed the location area and reason for the changes to these plats. This went to the Planning Commission last week and was recommended for approval unanimously. Alderman Milner moved to accept first reading and place Bill No. 2023-045 on second and final reading, second by Alderman Cockrell. Yes: Milner, Cockrell, Palma, Beck, Draut, and Cretsinger. Motion carried 6-0. Alderman Draut moved to approve Bill 2023-045 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Draut, Cockrell, Cretsinger, Palma, Milner, and Beck. Motion carried 6-0. 2 BILL NO. 2023-046 Amend Lease MOTION TO ADJOURN City Clerk Robin Kincaid gave first reading of Bill No. 2023-046. Special Counsel Joe Bednar stated this is the lease agreement that was executed previously, and this extends the contingency time period from July 1, 2023 through December 1, 2023. Alderman Milner moved to accept first reading and place Bill No. 2023-046 on second and final reading, second by Alderman Beck. Yes: Milner, Beck, Cretsinger, Cockrell, Draut, and Palma. Motion carried 6-0. Alderman Beck moved to approve Bill 2023-046 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Beck, Cockrell, Palma, Cretsinger, Draut, and Milner. Motion carried 6-0. Alderman Milner moved to adjourn the meeting at 7:14 p.m., second by Alderman Cockrell. Yes: Milner, Cockrell, Cretsinger, Palma, Draut, and Beck.
