HomeMy WebLinkAbout2001-10-02Minutes of Regular Meeting of Boazd of Aldermen of City of Riverside, Missouri October 2, 2001 A regulaz meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall of Riverside, Missouri on October 2, 2001 at 7:30 p.m. Those in attendance were Mayor Betty Burch, Aldermen Bums, Wedua, Darata, Legaard, Beazd and Flaws. Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, Wylie Simpson, Director of Public Safety, John McClelland and Deborah Polk, City Attorneys office. Minutes, September 18, 2001 Alderman Beard moved that the minutes of September 2001 be Approved , approved, seconded by Alderman Wedua, the vote was: Aye: Aldermen Burris, Flaws, Darata, Legaard, Beard and Wedua. Motion carries. Visitors Comments Adam Burch spoke about a project he'd like to perform towards obtaining his Eagle Scout badge. Request to build 3 or 4 resting benches b Alderman Beard moved to approve 3 or 4 resting benches to be built b y y Scout, Adam Burch at the E.H. Young Riverfront Pazk Scout Adam Burch, , seconded by Alderman Burris, the vote was: Approved Aye: Aldermen Legaazd, Beazd, Flaws, Wedua, Burns and Darata. Motion carries. Bill Bright, 4411 NW Pawnee, Riverside, Mo spoke about the Gateway Redevelopment Plan asking the Mayor and Board of Aldermen to reject the proposal on the Gateway Redevelopment Plan. He said he has read a copy of the Gateway Redevelopment Plan and said the council is granting itself powers. He said debt is being issued without the vote of the people. He sated public money is benefiting selected individuals and wondered why the plan was even being considered. He said this plan strips an individual of property and transfers it to individuals the boazd decides upon. Facts aze being ignored and the Missouri Constitution is being mocked. The neighbors are being looked down on instead of looked out for. Mayor Burch said she'd worked hard for the City and the first step of the plan will see improvements trying to improve the City and believes the right thing is being done. Special Use Permit for Alderman Beard moved to approve a Special Use Permit for 4305 NW Gateway, Bill Traylor Used Car Lot, Bill Traylor/Colin Campbell, 34 cazs maximum, seconded by Alderman Wedua, the vote was: Aye: Aldermen Beazd, Flaws, Wedua, Burris, Legaard and Dazata. Motion carries. Building Permit for 4305 Alderman Beazd moved to approve a Building Permit for 4305 NW NW Gateway Approved Gateway, Bill Traylor/Colin Campbell, (with conditions, as soon as possible stripping is done for a fire lane and from Oct. 2"d until Jan.2nd (90 days) a handicapped bathroom is installed, seconded by Alderman Flaws, the vote was: Aye: Aldermen Burris, Flaws, Darata, Legaazd, Beard and Wedua.. Motion carries. Chiefs comments Chief Simpson mentioned the Ordinance amending Chapter 342 of the Municipal Code relating to driving while intoxicated... being presented for approval. City Administrator Comments David Blackburn, City Administrator mentioned a proposal submitted Department Approved by the Drama department at St. Pius X High School for high school students to perform dramatic arts presentations at the Riverside Community Center. He said this could be done on a trial run and evaluated at the end of the yeaz to see if the City wants to participate at the beginning of 2002. David referred the boazd to the Missouri District of Transportation's letter regarding right-of-way plans for [he N.W. Gateway project. It will take approximately three months to obtain all easements. A report on the levee meeting was given. The issue with the railroad has been resolved. Bidding should be done the first week of November or January could be the month. The Community Center flooring bids will be discussed at the next regular meeting. Community Center Drama Alderman Flaws moved to approve St Pius Drama Department to use Department Approved the Riverside Cotttmunity Center for dramatic arts presentations during to use Community Center November and December 2001and practice starting with October, seconded by Alderman Dazata, the vote was: Aye: Aldermen Burris, Flaws, Darata, Legaazd, Beazd and Wedua. Vehicle Approved for Alderman Beard moved to approve purchasing a 2002 Ford Taurus City Engineer Wagon For $16,572 for the City Engineer, seconded by Alderman Darata, the vote was: Aye: Alderman Flaws, Dazata, Legaard, Beard, Wedua and Bums. Motion carries. City Engineer Comments John Jackson, City Engineer submitted a listing of various azeas of street paving/patching to be done at: 4427 Indian Lane, High Dr @ Gower, 4504 Lakota, Northwood Road (7 areas). He mentioned streets beyond patching that should be rebuilt, Merrimac street from Strathbury to Northwood, about 900 sq.yds. Cliffview Street to the Y. John also mentioned a crack seal program throughout the city needs to be done and should not exceed $2,000. Municipal Court Report Alderman Flaws moved to approve the Municipal Court Report for Approved September, seconded by Alderman Beard, the vote was: Aye: Aldermen Flaws, Darata, Legaazd, Beard, Wedua and Bums. Motion carries. Project Management Software Alderman Darata moved to approve purchasing Project Management for City Engineer, Approved Softwaze at a cost of $2,500 for the City Engineer, seconded by Alderman Legaazd, the vote was: Aye: Aldermen Darata, Legaard, Beazd, Wedua, Bums and Flaws. Motion carries. Fall clean up dates set The fall clean up dates are October 26, 27,28 and November 2,3,4 will be held at the Public Works Building. Household Hazazdous Waste will be October 27th at the City Hall Parking Lot. West Gate Division The West Gate Division of the Missouri Municipal League will be on meeting date announced Thursday, October 18'", 2001st the Grain Valley Community Center. Officials wishing to attend have until October 12a' to RSVP. Rental of Community Center It was decided to not rent the Community Center for another couple of tabled for a couple of weeks weeks. The matter will be discussed at the next regular meeting. Bill No. 2001-..104 Alderman Beazd moved to place Bill No. 2001-104 on its first reading, Payment of Bills said Bill authorizing the payment of certain indebtedness listed therein, seconded by Alderman Flaws, the vote was: Aye: Aldermen Flaws, Bums, Dazata, Beazd, Legaazd and Wedua. Motion carries. Ordinance No. 2001-104 Alderman Flaws moved to place Bill No. 2001-104 on its second reading Approved and upon passage of same, become Ordinance No. 2001-104 seconded by Alderman Wedua, the vote was: Aye: Aldermen Flaws, Dazata, Beard, Legaard, Wedua and Bums. Motion carries. Bill No. 2001-105 Alderman Burns moved to place Bill No. 2001-105 on its first reading, Service Agreement with the said Bill authorizing the City of Riverside to enter into a service American Red Cross Approved agreement with and pay the service provider, the American Red Cross $10,000, seconded by Alderman Flaws, the vote was: Aye: Aldermen Darata, Beard, Legaard, Wedua, Bums and Flaws. Motion carries. Ordinance No. 2001-105 Alderman Darata moved to place Bill No. 2001-105 on its second reading Approved and upon passage of same, become Ordinance No. 2001-105 seconded by Alderman Bums, the vote was: Aye: Aldermen Flaws, Darata, Beard, Legaazd, Wedua and Burns. Motion carries. Bill No. 2001-106 Alderman Beard moved to place Bill No. 2001-106 on its first reading, Service Agreement with the said Bill authorizing the City of Riverside to enter into a service Salvation Army Approved agreement with and pay service provider, the Salvation Army $20,000, seconded by Alderman Wedua, the vote was: Aye: Aldermen Darata, Beard, Legaard, Wedua, Burris and Flaws. Motion carries. Ordinance No. 2001-106 Alderman Flaws moved to place Bill No. 2001-106 on its second reading Approved and upon passage of same, become Ordinance No. 2001-106 seconded by Alderman Darata, the vote was: Aye: Aldermen Flaws, Dazata, Beazd, Legaard, Wedua and Bums. Motion carries. Bill No. 2001-107 Alderman Darata moved to place Bill No. 2001-107 on its first reading, Service Agreement with the said Bili authorizing the City of Riverside to enter into a service Northland Health Clinic agreement with and pay the service provider, the Northland Health Approved Clinic $25,000, seconded by Alderman Flaws, the vote was: Aye: Aldermen Darata, Beard, Legaard, Wedua, Burns and Flaws. Motion carries. Ordinance No. 2001-107 Alderman Beard moved to place Bill No. 2001-107 on its second reading Approved and upon passage of same, become Ordinance No. 2001-107 seconded by Alderman Legaazd, the vote was: Aye: Aldermen Flaws, Dazata, Beazd, Legaard, Wedua and Bums. Motion carries. Recess A brief recess was called at 8:45 p.m. Reconvene The Mayor and all Aldermen responded to roll call. Bill No. 2001-108 Alderman Beazd moved to place Bill No. 2001-108 on its first reading, Approving the Gateway Re- said Bill approving the Gateway Redevelopment Plan, including the development Plan... Grant and Loan Revitalization Program, and designating the redevelopment area; authorizing a request for proposals for developer(s) for the redevelopment area; and approving actions and documents related thereto, seconded by Alderman Burris, the vote was: Aye: Alderman Burris, Flaws, Darata, Legaard, Beazd and Wedua. Motion carries. Ordinance No. 2001-108 Alderman Dazata moved to place Bill No. 2001-108 on its second reading Approved and upon passage of same, become Ordinance No. 2001-108 seconded by Alderman Beard, the vote was: Aye: Aldermen Flaws, Darata, Beard, Legaazd, Wedua and Burns. Motion carries. Bill No. 2001-109 Alderman Beard moved to place Bill No. 2001-109 on its first reading, Approving & authorizing said Bill approving and authorizing the execution of an Intergovernmental Intergovernmental Agreement with the Pazk Hill School District in Agreement with the Park Hill connection with the Gateway Redevelopment Plan and authorizing School District in connection actions related thereto, seconded by Alderman Flaws, the vote was: with the Gateway Redevelopment Plan Aye: Aldermen Flaws, Darata, Burris, Legaard, Beard and Wedua. Motion carries Ordinance No. 2001-109 Alderman Flaws moved to place Bill No. 2001-109 on its second reading Approved and upon passage of same, become Ordinance No. 2001-109 seconded by Alderman Legaazd, the vote was: Aye: Aldermen Flaws, Darata, Beard, Legaazd, Wedua and Burris. Motion carries. Bill No. 2001-110 Approving and Authorizing an Intergovernmental Agreement with the County of Platte in connection with the Gateway Redevelopment Plan. Alderman Beard moved to place Bill No. 2001-110 on its first reading, said Bill approving and authorizing the execution of an the execution of Intergovernmental Agreement with the County of Platte, Missouri in connection with the Gateway Redevelopment Plan and authorizing of actions thereto, seconded by Alderman Legaard, the vote was: Aye: Aldermen Darata, Beard, Legaard, Wedua, Burris and Flaws. Motion carries. Ordinance No. 2001-110 Alderman Legaazd moved to place Bill No. 2001-110 on its second Approved reading and upon passage of same, become Ordinance No. 2001-110 seconded by Alderman Wedua, the vote was: Aye: Aldermen Fiaws, Darata, Beard, Legaard, Wedua and Bums. Motion carries. Bill No. 2001-111 Alderman Beazd moved to table Bill No. 2001-111, an Ordinance Tabled authorizing the execution and delivery of a cooperation agreement among the City of Riverside-Quindazo Bend Levee District of Platte County, Missouri; UMB Bank N.A., as trustee, and Platte County, Mo Development Finance Board and said levee district; a continuing disclosure agreement among the City, said Levee District and UMB Bank, N.A., as dissemination agent; and authorizing related actions, seconded by Alderman Wedua, the vote was: Aye: Aldermen Burris, Flaws, Darata, Legaard, Beard and Wedua. Motion carries. Bill No. 2001-112 Alderman Beard moved to place Bill No. 2001-112 on its first reading, An Ordinance amending Chapt. said Bill amending Chapter 342 of the Municipal Code of the City of 342 of the Mun. Code relating to Riverside, Mo relating to driving while intoxicated and excessive blood driving while intoxicated and and alcohol content, seconded by Alderman Wedua, the vote was: excessive blood alcohol content Aye: Aldermen Flaws, Darata, Legaard, Beard, Wedua and Burns. Motion carries. Aldermen Comments Alderman Burns said some trees at the cemetery need to be removed and this will be done (on the old cemetery property) at a late date. He also mentioned trucks are parked on the baze ground instead of hazd surface at one of Mr. Young's properties. The Mayor said this is "grandfathered" in. Motion for Closed Alderman Legaazd moved that the meeting go into closed session, Session pursuant to RSMo 610.021(1), Legal Issues, RSMo 610.021(2) real estate, and 610.021(3) personnel issues with the City Attorney, seconded by Alderman Darata, the vote was: Aye: Aldermen Darata, Legaard, Beazd, Flaws, Wedua and Burris. Motion carries. Motion for Open Alderman Beard moved that the meeting go into open session, Session seconded by Alderman Flaws, the vote was: Aye: Aldermen Legaard, Beard, Flaws, Wedua, Darata and Bums.
