Minutes of Special Meeting of
Board of Aldermen of City of Riverside
October 9, 2001
A special meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the
City Hall of Riverside, Missouri on October 9, 2001 at 6:30 p.m.
Those in attendance were Mayor Betty Burch, Aldermen Beard, Burris, Flaws, Darata, Wedua and
Legaard.
Also present was David Blackburn, City Administrator, Louise Rusick, City Clerk, Deborah Polk
and John McClellan, City Attorneys office.
Motion for Closed Alderman Beard moved that the meeting go into closed session,
Session pursuant to RSMo 610.021(1), Legal Issues, RSMo 610.021(2) real
estate, and 610.021(3) personnel issues with the City Attorney,
seconded by Alderman Dazata, the vote was:
Aye: Aldermen Darata, Legaard, Beazd, Flaws, Wedua and Burris.
Motion carries.
Motion for Open Alderman Darata moved that the meeting go into open session,
Session at 7:08 p.m. seconded by Alderman Wedua vote was:
Aye: Aldermen Legaard, Beard, Flaws, Wedua, Darata and Bums.
Motion carries.
Alderman Beard moved to put a bid package together for the box
culvert and obtaining hard numbers on drainage, grading, etc, seconded
by Alderman Flaws, the vote was:
Aye: Aldermen Beard, Flaws, Wedua, Darata, Bums and Legaard.
Motion carries.
John Jackson, City Engineer will be responsible for getting the dollaz
amount on detailed specific amounts. It was decided to retain the
motion until Jim Trimble, Gatewoods Development, sees what specific
items the City is asking (this is before it goes to bid).

Bill No. 2001-113 Alderman Dazata moved to place Bill No. 2001-113 on its first reading,

Ordinance No. 2001-113 Alderman Beard moved to place Bill No. 2001-113 on its second reading
Approved and upon passage of same, become Ordinance No. 2001-113 seconded
by Alderman Wedua, the vote was:
Aye: Aldermen Flaws, Darata, Beard, Legaazd, Wedua and Bums.
Motion carries.
Bill No. No. 2001-114 Alderman Beard moved to table Bill No. 2001-114, said Bill accepting
Recommendations of the recommendations of the Tax Increment Financing
of the TIF Comm re- Commission of Riverside, Mo ("Commission") regarding the U
gazding the Lr385 Levee 385 Levee Redevelopment Project I-Phase K within the L-385
Redevelopment Plan Levee Redevelopment Plan, as amended ("Plan"); approving the
Project I-Phase K designation of the redevelopment project I-Phase K area; and
Tabled approving the adoption of Tax Increment Financing for the
redevelopment project I-Phase Area, seconded by Alderman Flaws, the

Bill No. 2001-116 Alderman Beard moved to place Bill No. 2001-116 on its first reading,

Motion carries.
Discussion on code program The boazd wishes to think about the proposed Quickcode program and
placing it on the Web.
Update to the Municipal Codes Alderman Beard moved to approve updating the City's Municipal Codes
Approved at a cost of $2,720, seconded by Alderman Flaws, the vote was:
Aye: Aldermen Darata, Beard, Legaazd, Wedua, Flaws and Bums.
Motion carries.
